Abstract

Weapons system acquisition is a strategic element in building a resilient and integrated national defense posture. This process faces significant challenges, such as limited coordination between the Ministry of Defense, the TNI Headquarters, and the Armed Forces Headquarters, budget constraints, and geopolitical influences that often hinder its effectiveness. This study explores a strategic approach based on inter-service coordination, technological innovation, and sustainability to create an adaptive and responsive defense posture to threats. Using a qualitative approach, the study analyzes data from academic literature and case studies of defense acquisition practices. This study integrates a SWOT analysis to identify the strengths, weaknesses, opportunities, and threats of each option in the Analytic Hierarchy Process (AHP). AHP, although widely used, faces criticism regarding the subjectivity in setting criteria and sub-criteria. A SWOT analysis helps balance these potential subjective biases through a comprehensive data-based evaluation, thereby optimizing the decision-making process. The findings show that the integration of advanced surveillance technologies, such as long-range radars, multi-role drones, and satellite systems, significantly enhances operational effectiveness.

Abstract

Defense Diplomacy and Climate Change: A Case Study of Indonesia and New Zealand Climate change has emerged as a significant global security threat, particularly for Pacific and Southeast Asian island nations, including Indonesia and New Zealand. Threats such as rising sea levels, extreme weather events, and resource crises demand a more integrated response through defence diplomacy. This study analyzes the role of defence diplomacy in addressing climate change, focusing on regional cooperation in the Pacific and ASEAN regions. Using a qualitative approach and policy analysis, the research explores New Zealand’s strategies for reducing emissions in the defence sector and its engagement in multilateral forums such as the Pacific Defence Meeting. On the other hand, the study identifies the challenges faced by Indonesia in integrating defence diplomacy with climate change policy, including the implementation of Reducing Emissions from Deforestation and Forest Degradation (REDD+) and the Long-Term Strategy for Low Carbon and Climate Resilience 2050 (LTS-LCCR 2050). The findings highlight the need for integrated cross-national responses to build more resilient regional security against the threats of climate change.
