Abstract

Purpose: This study aims to evaluate and explore the application of the SMCR Model (Source, Message, Channel, Receiver) in public service communication strategies at the Department of Communication and Information (Kominfo) in Medan City, with particular emphasis on exploring patterns of communication effectiveness and public engagement. Methodology: The method used is a case study with data collection through interviews, observation, and documentation. The analysis is based on the SMCR components, including source, message, channel, and receiver. Results: The results show that the credibility of the information source, message clarity, and the use of diverse communication channels play significant roles in the effectiveness of public communication. However, challenges related to the digital divide still hinder information access for certain segments of society. Strategic implementation steps have been identified, including: establishing a multi-channel communication framework, developing capacity building programs for communication staff, implementing regular channel effectiveness monitoring systems, and creating targeted outreach programs for digitally underserved communities. Limitations: The limitation of this research lies in its limited regional scope and focus on a single institution, which may affect the generalizability of the findings. Contribution: The contribution of this study is providing practical recommendations for public institutions to develop more inclusive communication strategies, especially in addressing the digital divide through channel diversification and improving staff capacity.

Abstract

This study explores the transformation of organizational communication within the Department of Communication and Information (Kominfo) of Medan City in implementing the smart city program through the Medan Dataku platform. It addresses the core question: how does Kominfo adapt its communication strategies to overcome technological fragmentation and digital literacy gaps among civil servants? Using a qualitative case study approach, data were gathered through interviews, observations, and document analysis involving key actors across local government institutions. The findings reveal that despite advances in digital platforms, communication challenges persist due to unintegrated systems, resistance to change, and uneven digital capabilities. However, adaptive strategies such as inclusive communication practices, public dialogue through digital channels, and value-based messaging have strengthened public trust and interdepartmental collaboration. The study concludes that effective smart governance requires not only technological innovation but also ethically grounded and contextually sensitive communication systems.

Abstract

Kedudukan Badan Pengelola Dana Lingkungan Hidup (BPDLH) dalam perkara kepailitan menimbulkan persoalan hukum karena lembaga ini sering hanya diakui sebagai kreditor separatis, bukan sebagai kreditor preferen yang memiliki hak mendahulu. Sebagai Badan Layanan Umum (BLU) di bawah Kementerian Keuangan, BPDLH mengelola dana publik dari APBN untuk kepentingan lingkungan hidup, sehingga secara yuridis dana tersebut termasuk keuangan negara yang seharusnya mendapat perlindungan hukum khusus. Kajian ini menggunakan metode yuridis normatif dengan pendekatan peraturan perundang-undangan, doktrin, dan putusan pengadilan. Hasil analisis menunjukkan bahwa sistem hukum kepailitan belum memberikan kepastian dan perlindungan terhadap dana publik yang dikelola BPDLH. Oleh karena itu, diperlukan harmonisasi regulasi antara UU Kepailitan, UU Perbendaharaan Negara, dan UU PUPN untuk mempertegas status BPDLH sebagai kreditor preferen sesuai prinsip hak mendahulu atas piutang negara dan asas keadilan hukum.
