Abstract

Virtue in Higher Learning. Where the function of both instructors and students is integral to the nature of the activity. The goal of PKM (Community Service) projects is to bring together faculty, students, and members of the community in an effort to raise consciousness about local issues. The government, as well as regional, sub-district, and village administrations, are required to actively participate in the Population Administration Services system, which is designed to ensure that all individuals are protected while applying for and receiving population documentation, free from discrimination. Observation, interviews, and documentation are the main tools for gathering information in this qualitative descriptive research method. Population administration services grounded on good governance principles are essential to enhancing the quality of public services. This is driven by the need for public service providers in population administration services that exhibit excellent governance, as well as the societal aspirations for quality public services during this decentralization age.

Abstract

Konflik di Papua telah menjadi salah satu tantangan terbesar bagi Indonesia dalam menegakkan hak asasi manusia (HAM) di wilayahnya. Meskipun Indonesia telah berkomitmen untuk memperbaiki situasi HAM, khususnya di Papua, melalui berbagai kebijakan, seperti otonomi khusus dan pembangunan infrastruktur, masalah ketidaksetaraan sosial dan ekonomi, serta pelanggaran HAM yang dilakukan oleh aparat keamanan, tetap menjadi isu yang belum teratasi. Keanggotaan Indonesia di Dewan HAM Perserikatan Bangsa-Bangsa (PBB) memberikan peluang bagi negara ini untuk memperkuat komitmennya terhadap perlindungan hak asasi manusia, baik di tingkat internasional maupun domestik. Penelitian ini bertujuan untuk mengkaji peran Indonesia sebagai anggota Dewan HAM PBB dalam menegakkan HAM di Papua serta faktor-faktor yang mempengaruhi penyelesaian konflik di wilayah tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis untuk menggali data melalui wawancara dan studi literatur. Hasil penelitian menunjukkan bahwa meskipun Indonesia memiliki peluang untuk memperbaiki situasi HAM di Papua melalui Dewan HAM PBB, tantangan besar tetap ada, terutama dalam hal kebijakan yang lebih inklusif dan transparansi dalam penegakan hukum. Faktor internal, seperti pendekatan keamanan yang represif, dan faktor eksternal, seperti tekanan internasional, turut mempengaruhi kebijakan Indonesia dalam menyelesaikan konflik di Papua. Oleh karena itu, penelitian ini menyarankan perlunya pembukaan ruang dialog yang lebih luas antara pemerintah Indonesia dan masyarakat Papua, serta reformasi kebijakan otonomi khusus yang lebih efektif, guna mencapai penyelesaian yang adil dan berkelanjutan di Papua. Abstract The conflict in Papua has become one of the biggest challenges for Indonesia in upholding human rights in the region. Although Indonesia has committed to improving the human rights situation, particularly in Papua, thru various policies such as special autonomy and infrastructure development, issues of social and economic inequality, as well as human rights violations committed by security forces, remain unresolved. Indonesia's membership in the United Nations Human Rights Council provides an opportunity for the country to strengthen its commitment to human rights protection, both internationally and domestically. This research aims to examine Indonesia's role as a member of the UN Human Rights Council in upholding human rights in Papua, as well as the factors influencing the resolution of conflict in the region. This research uses a qualitative approach with an analytical descriptive method to gather data thru interviews and literature studies. The research findings indicate that although Indonesia has the opportunity to improve the human rights situation in Papua thru the UN Human Rights Council, significant challenges remain, particularly in terms of more inclusive policies and transparency in law enforcement. Internal factors, such as a repressive security approach, and external factors, such as international pressure, also influence Indonesia's policies in resolving the conflict in Papua. Therefore, this research suggests the need for broader dialog between the Indonesian government and the people of Papua, as well as more effective special autonomy policy reforms, in order to achieve a just and sustainable resolution in Papua.
