Abstract

Virtue in Higher Learning. Where the function of both instructors and students is integral to the nature of the activity. The goal of PKM (Community Service) projects is to bring together faculty, students, and members of the community in an effort to raise consciousness about local issues. The government, as well as regional, sub-district, and village administrations, are required to actively participate in the Population Administration Services system, which is designed to ensure that all individuals are protected while applying for and receiving population documentation, free from discrimination. Observation, interviews, and documentation are the main tools for gathering information in this qualitative descriptive research method. Population administration services grounded on good governance principles are essential to enhancing the quality of public services. This is driven by the need for public service providers in population administration services that exhibit excellent governance, as well as the societal aspirations for quality public services during this decentralization age.

Abstract

It is believed that via participating in PKM (Community Service activities), professors, students, and members of the community will work together in harmony to raise awareness of the community's unique needs. The goal of the government, as well as regional, sub-district, and village administrations, is to ensure that all citizens are treated fairly when applying for and receiving population documentation via the implementation of the Population Administration Services system. Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh peraturan daerah terhadap kepatuhan dan dampaknya pada penyelenggaraan pelayanan publik berdasarkan Undang-Undang Nomor 25 Tahun 2009 tentang Pelayanan Publik. Penelitian ini dilakukan di tiga wilayah yang memiliki karakteristik berbeda, yaitu daerah perkotaan, daerah yang mencakup perkotaan dan perdesaan, serta daerah dengan kendala geografis yang signifikan. Melalui pendekatan kualitatif, penelitian ini menggunakan metode wawancara mendalam, studi dokumen, dan observasi partisipatif untuk memperoleh data tentang tingkat kepatuhan terhadap peraturan daerah, serta faktor-faktor yang memengaruhi pelaksanaan kebijakan pelayanan publik. Hasil penelitian menunjukkan bahwa tingkat kepatuhan terhadap peraturan daerah bervariasi, dengan daerah perkotaan memiliki kepatuhan yang lebih tinggi dibandingkan daerah yang lebih terpencil. Faktor-faktor seperti kualitas sumber daya manusia (SDM), pengawasan yang efektif, infrastruktur yang memadai, dan partisipasi masyarakat sangat memengaruhi tingkat kepatuhan terhadap peraturan daerah. Selain itu, kepatuhan yang tinggi berpengaruh positif terhadap kualitas pelayanan publik, dengan pelayanan yang lebih cepat, efisien, dan adil. Sebaliknya, rendahnya tingkat kepatuhan menyebabkan kualitas pelayanan yang buruk dan ketidakadilan dalam distribusi layanan. Penelitian ini menyimpulkan bahwa untuk meningkatkan kualitas pelayanan publik, pemerintah daerah perlu memperkuat kapasitas kelembagaan, meningkatkan pengawasan, serta mendorong partisipasi masyarakat dalam pengawasan peraturan daerah. Temuan ini memberikan rekomendasi bagi pemerintah daerah untuk memperbaiki implementasi peraturan daerah dan mengatasi tantangan yang ada dalam penyelenggaraan pelayanan publik yang lebih berkualitas. Abstract This study aims to analyze the influence of regional regulations on compliance and their impact on the implementation of public services based on Law Number 25 of 2009 concerning Public Services. The research was conducted in three areas with different characteristics, namely urban areas, areas encompassing both urban and rural regions, and areas with significant geographical constraints. Using a qualitative approach, this study employed in-depth interviews, document studies, and participatory observation to collect data on the level of compliance with regional regulations, as well as factors affecting the implementation of public service policies. The results show that compliance levels vary, with urban areas demonstrating higher compliance compared to more remote regions. Factors such as human resources quality, effective supervision, adequate infrastructure, and community participation greatly influence compliance levels with regional regulations. Furthermore, high compliance positively affects the quality of public services, resulting in faster, more efficient, and fairer services. Conversely, low compliance leads to poor service quality and inequity in service distribution. The study concludes that improving public service quality requires strengthening institutional capacity, enhancing supervision, and encouraging community participation in monitoring regional regulations. These findings provide recommendations for local governments to improve the implementation of regional regulations and address challenges in delivering higher-quality public services.
