Good governance, which includes the principles of transparency, accountability, participation, effectiveness and efficiency, is the main framework for improving the quality of public financial governance at the community level. The aim of this research is to evaluate how the principles of good governance are applied in the management of public accounting and supervision of community groups in Bendogerit Village, Blitar City. The research method used is a qualitative approach with data collection techniques in the form of in-depth interviews, direct observation and document analysis. Research participants included community group administrators, community leaders, and sub-district government officials. The author conducted this research to see how transparency, accountability, participation and responsiveness are implemented in public accounting management practices at the sub-district level. They also look at how oversight systems are implemented to ensure that public funds are used effectively and according to purpose. This research uses a qualitative approach that uses observation, documentation and interviews to collect data. The research results show that the implementation of good governance principles in Bendogerit Village still faces challenges, especially in terms of information disclosure and community involvement in the financial management process. However, there have been significant efforts by community groups and sub-district governments to increase transparency and accountability through better financial reporting and monitoring mechanisms that involve the community. Research shows that, even though the principles of good governance have been implemented, transparency of financial information and community involvement in the supervisory process are still problems. It is recommended that stakeholders in Bendogerit Subdistrict strengthen the monitoring system based on community participation and increase awareness of the importance of good public accounting management. The conclusion of this research emphasizes the importance of training and assistance in managing public accounting, applying information technology to support transparency, and strengthening collaboration between community groups and the government. The recommendations provided include strengthening local regulations, optimizing community participation, and developing a more inclusive supervisory system to support good financial governance.

Abstract

The Mosque Youth Organization (REMAS) plays an important and strategic role as an agent of social and religious change among the younger generation. This study aims to improve the governance of the Mosque Youth Organization in Blitar City to be more professional and Islamic through the synergy of public administration and Islamic values. The main problems faced include a lack of coordination with the mosque administrators, a lack of effective leadership, and low community participation, which are influenced by internal factors such as the busyness of members and external factors such as limited funds and facilities. The method used is a participatory approach through needs analysis with 20 REMAS and mosque administrators, followed by training on professional Islamic governance, management skills, and evaluation assistance for its implementation. The training was held at the Al Mugi Barokah Mosque in Blitar City in September 2025, in collaboration with the Indonesian Mosque Youth Communication Agency (BKPRMI) as a stakeholder. The results of the community service showed significant improvements, namely the formation of a clear organizational structure, community-based work programs such as skills training and innovative social activities, and effective coordination with mosque administrators through regular forums to increase community participation. This approach integrates good governance principles such as transparency, accountability, and documentation using Trello or Google Sheets with Islamic values such as deliberation, trustworthiness, benevolence, and the example set by the Prophet Muhammad SAW. These activities contribute to sustainable social transformation among mosque youth, strengthening their role as agents of socio-religious change, although challenges such as limited resources, internal conflicts, and slow technological adaptation still need to be addressed through regular monitoring and further technological integration.

Abstract

This research analyzes the business licensing process for plywood products at PT Anugerah Albasia Abadi Talun, Blitar Regency. It aims to identify the processes undertaken, the obstacles encountered, and to provide recommendations. Employing a descriptive qualitative approach and the Triple Bottom Line framework, data was collected through interviews, observation, and documentation studies. The research findings indicate that the company has successfully fulfilled all complex formal licensing requirements, including the Business Identification Number (NIB), Industrial Business License (IUI), Timber Legality Verification Sistem(SVLK) certificate, Environmental Management and Monitoring Efforts (UKL-UPL), and Forest Product Transportation and Trading License (IPHH), demonstrating a commitment to regulatory compliance. Nevertheless, the licensing process is still hampered by the disharmony between the digital Online Single Submission (OSS) system and manual practices, dynamic regulatory changes that are not yet widely disseminated, limited internal human resource capacity, and a lack of harmonization and coordination among government agencies. The Triple Bottom Line analysis reveals that licensing legality supports economic competitiveness and market access, while social aspects are well-established through local job creation and CSR programs. However, environmental management remains administrative and not yet fully performance-based. Therefore, the research recommendations focus on strengthening internal capacity, optimizing the OSS system, developing proactive environmental management, and enhancing continuous community involvement to achieve higher operational efficiency and sustainability
