Abstract

Community participation plays an important role in the development of sustainable tourism. In the concept of good governance, there are 9 principles of good governance indicators, one of which is community participation. This study aims to analyze and describe community participation in the efforts of Tenggarejo Village, Tanggunggunung District, Tulungagung Regency to realize Tenggar Cave as an educational tourism object. The method used in this research is a qualitative method with a descriptive approach. Data collection was carried out using interviews, document studies and observation methods. In-depth interviews were conducted with the Head of Tenggarejo Village, Secretary of Tenggarejo Village and Chairperson of the Tenggarejo Village POKDARWIS. The results showed that community participation in the development of Tenggar Cave as a tourist attraction was carried out in the form of: a) Participation in the planning dialogue for the development of Tenggar Cave as a tourist attraction; b) Participation in implementation by creating and managing social media, organizing events, participating in exhibition events and participating in the Tulungagung Geopark proposal; c) Participation in benefits by getting financial benefits from events held and providing homestays for researchers. The research shows that the degree of community participation in the development of Tenggar Cave as a tourist attraction is at the partnership level, which is indicated by the collaboration between the Tenggarejo Village community through POKDARWIS with the Tenggarejo Village government and the Tulungagung Regency Government. The conclusion of this study is the need for collaboration between the government, the community in designing inclusive programs oriented towards increasing community participation. The recommendation given is through regular dialogue within the Tenggarejo Village POKDARWIS itself, between the community and the Tenggarejo Village government. This is intended so that the community can discuss ideas, suggestions and suggestions. Provide authority in designing, implementing, monitoring and evaluating activities to the community in improving the quality and quantity of organizing events in the Tenggar Cave area to increase benefits for the community around Tenggar Cave. As well as creating special social media accounts related to Tenggar Cave, with the existence of special social media related to Tenggar Cave, it is hoped that it can provide information and promotion related to Tenggar Cave as a tourist attraction.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) serve as a key pillar of Indonesia’s national economy, contributing significantly to the Gross Domestic Product (GDP) and employment absorption. Nevertheless, MSME actors continue to face various challenges, including limited access to capital, low digital literacy, and bureaucratic hurdles in business licensing. Law Number 11 of 2020 on Job Creation (UU Cipta Kerja) was introduced as a regulatory breakthrough to address these obstacles by simplifying bureaucracy, offering business incentives, and easing access to digital markets. This study focuses on the implementation of this policy in Kampung Batik Turi, Blitar City, a hub of local wisdom-based MSMEs. The research aims to analyze the local-level application of the Job Creation Law, identify supporting and inhibiting factors, and assess its impact on the growth and independence of batik MSME actors. The findings are expected to offer practical recommendations to strengthen the alignment between national regulation and the actual needs of regional MSMEs, fostering more inclusive and sustainable MSME empowerment.

Abstract

Salah satu kebijakan yang dikembangkan oleh Pemerintah Kota Blitar untuk mendorong penyediaan dan penyerahan PSU perumahan adalah dengan diterbitkannya Peraturan Walikota Blitar Nomor 24 Tahun 2020 tentang Penyerahan PSU Perumahan dari Pengembang kepada Pemerintah Daerah. Tujuan penyerahan prasarana, sarana, dan utilitas perumahan dan permukiman kepada pemerintah daerah untuk memastikan bahwa prasarana, sarana, dan utilitas tersebut akan dipertahankan dan dikelola secara berkelanjutan di wilayah perumahan dan permukiman. Dalam penelitian ini menggunakan metode kualitatif, dan lokasi penelitian adalah Disperkim Kota Blitar dan Perumahan Tirtomadu Residence. Metode untuk mengumpulkan data observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa kebijakan yang ada saat ini telah memberikan pedoman yang jelas, tetapi masih terdapat kendala yaitu termasuk masalah komunikasi dan koordinasi antar lembaga, waktu yang lama untuk dokumen seperti sertifikat PSU, dan jumlah sumber daya yang terbatas, hal tersebut berkontribusi pada penundaan proses penyerahan. Kurangnya pelatihan teknis juga mempengaruhi kualitas dan ketepatan waktu penyerahan. Oleh karena itu, diperlukan koordinasi semua pihak, mempercepat proses sertfikasi, memperkuat kemampuan sumber daya, dan pelatihan teknis untuk pelaksana.

Abstract

The Mosque Youth Organization (REMAS) plays an important and strategic role as an agent of social and religious change among the younger generation. This study aims to improve the governance of the Mosque Youth Organization in Blitar City to be more professional and Islamic through the synergy of public administration and Islamic values. The main problems faced include a lack of coordination with the mosque administrators, a lack of effective leadership, and low community participation, which are influenced by internal factors such as the busyness of members and external factors such as limited funds and facilities. The method used is a participatory approach through needs analysis with 20 REMAS and mosque administrators, followed by training on professional Islamic governance, management skills, and evaluation assistance for its implementation. The training was held at the Al Mugi Barokah Mosque in Blitar City in September 2025, in collaboration with the Indonesian Mosque Youth Communication Agency (BKPRMI) as a stakeholder. The results of the community service showed significant improvements, namely the formation of a clear organizational structure, community-based work programs such as skills training and innovative social activities, and effective coordination with mosque administrators through regular forums to increase community participation. This approach integrates good governance principles such as transparency, accountability, and documentation using Trello or Google Sheets with Islamic values such as deliberation, trustworthiness, benevolence, and the example set by the Prophet Muhammad SAW. These activities contribute to sustainable social transformation among mosque youth, strengthening their role as agents of socio-religious change, although challenges such as limited resources, internal conflicts, and slow technological adaptation still need to be addressed through regular monitoring and further technological integration.

Abstract

Penelitian ini bertujuan untuk menganalisis sejauh mana pelayanan publik berbasis aplikasi JConnect berpengaruh terhadap tingkat kepuasan nasabah Bank Jatim Syariah Kediri. Pendekatan yang digunakan adalah kuantitatif, dengan pengumpulan data dilakukan melalui penyebaran kuesioner kepada 50 responden yang merupakan pengguna aktif aplikasi JConnect Mobile. Instrumen yang digunakan dalam penelitian ini telah melalui uji validitas dan reliabilitas, kemudian dianalisis dengan metode regresi linier sederhana. Hasil analisis menunjukkan bahwa layanan yang disediakan melalui aplikasi JConnect Mobile memiliki pengaruh positif dan signifikan terhadap kepuasan nasabah. Hal ini ditunjukkan oleh nilai koefisien determinasi (R²) sebesar 87%, yang berarti variabel pelayanan mampu menjelaskan sebagian besar variabilitas dalam kepuasan nasabah. Selain itu, uji hipotesis menghasilkan nilai signifikansi 6,667 yang lebih besar dari 1,675, menunjukkan hubungan yang kuat. Temuan ini menegaskan bahwa aspek keandalan, responsivitas, jaminan, empati, serta tampilan antarmuka aplikasi JConnect memainkan peran penting dalam membentuk pengalaman kepuasan pengguna layanan perbankan digital.

Abstract

This study aims to describe the implementation of good governance principles in public services at the Penataran Village Office, Nglegok District, Blitar Regency. The research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The results show that good governance principles such as transparency, accountability, participation, effectiveness, efficiency, and the rule of law have been well implemented at the village office. However, there are some obstacles in the implementation, such as limited technology, unequal participation, and administrative constraints that affect public service performance. To overcome these challenges, the village government conducts training for village officials, utilizes conventional media to improve communication with the community, and strengthens coordination and mediation between stakeholders. The findings highlight the importance of an adaptive and collaborative approach in building responsive village governance that is oriented toward the needs of the community. Thus, the application of good governance principles in Penataran Village is expected to improve the quality of public services and encourage the realization of a better and more transparent government.

Abstract

Blitar City has various famous tourist destinations such as Bung Karno's Tomb, Kebon Rojo Park, Gebang Palace, and Ar-Rahman Mosque. However, there is one unique destination, Kampoeng Cyber, which offers a special educational tourism experience. Although the tourism sector in Blitar City is growing, the development of these destinations requires active participation from the community, not just the government. The main problem found is that community participation still varies, where most are only involved if they feel they will benefit directly. This study aims to examine how much community participation in the development of Kampoeng Cyber as an educational tourism destination, based on the theory of community participation according to Meronda (2021). This research uses descriptive qualitative methods with data collection techniques through observation, interviews, and documentation in Gedog Village, Sananwetan Subdistrict, Blitar City. The results showed that community participation in the development of Kampoeng Cyber is quite good, as seen from monthly meetings, local potential development programs, and regular evaluations. However, there are challenges in the form of pros and cons among the community. The main factor supporting this development is the great potential of Kampoeng Cyber in increasing community knowledge and awareness, while the obstacles are the differences in understanding and background among residents. Overall, the development of Kampoeng Cyber has had a positive impact both economically and socially, making it more widely recognized.
