Abstract

Marriage is a bond between a man and a woman as husband and wife with the aim of forming a happy and lasting family (household) until death separates. While early marriage is a marriage event carried out by children under 16 years old for women and under 19 years old for men. Law Number 16 of 2019 concerning marriage explains that the minimum age limit for men is 19 years old while for women it is 16 years old. As happened in Wongsorejo Village, the rate of early marriage always rises due to several factors behind it, including: economic factors and matchmaking cultural factors. The research method used in this study is qualitative research and is a type of descriptive research. Implementation is focused on the ideas of George C. Edward III in Agustino (2016:136-141) 1) Communication, 2) Resources, 3) Disposition, and 4) Bureaucratic Structure. Research results: First, communication, socialization of early marriage prevention in Wongsorejo Village. Second, Resources, the number of employees is limited. So that there is collaboration between the government and the community. Third, disposition, the village staff showed good performance in carrying out their duties and had high dedication. Fourth, Bureaucratic Structure, each level and section in the organizational structure has clear duties and responsibilities with work SOP

Abstract

The existence of eccentric buskers has become a social problem that is simultaneously prevalent in Banyuwangi Regency. They carry out their activities in a different way from buskers in general, in terms of their appearance and character as silver humans, robots, clowns, or dance artists, including being different from their personal behavior when they are ordinary people. The efforts of eccentric buskers to capitalize on their misery have an impact on personal gain, while also disrupting the spirit of the Banyuwangi Regency Government in urban planning and empowerment programs that are just and prosperous. The research is based on a qualitative descriptive approach. The purpose of the research is to describe and analyze the role of the Banyuwangi Regency Social Service, Women's Empowerment and Family Planning in dealing with eccentric buskers in Banyuwangi Regency. The conclusion of the research is that the Banyuwangi Regency Government through the Social Service, Women's Empowerment and Family Planning has made efforts to deal with eccentric buskers through empowerment policies and programs in order to improve welfare, maintain public order, and eliminate negative stigma from society. Research recommendation, Social Service, Women Empowerment and Family Planning of Banyuwangi Regency in implementing the program needs a holistic approach and cross-sector collaboration, so that eccentric buskers are able to escape the cycle of poverty, and do not return to activities in public areas illegally.

Abstract

The presence of metal children at the Ketapang crossing pier is a picture of poverty. From an economic perspective, metal children were formed due to the pressure of the cost of living which was getting bigger and bigger, ultimately forming a common culture based on equal social feelings that were passed down from generation to generation. Metal children are vulnerable to physical, sexual violence, drug abuse, alcohol abuse, and life threats. The government must be present to handle and empower it in a sustainable manner. The aim of the research is to describe and analyze the efforts of the Ketapang Village Government in alleviating child poverty through an empowerment model. Researchers applied a qualitative descriptive approach. Based on the analysis of research findings, metal children are in a condition of chronic helplessness, metal children's activities at ports have the potential to endanger safety and lives, empowerment programs have minimal access to metal children, include appropriate resource allocation, and encourage active communities involvement. This research recommends encouraging active participation in empowerment, accelerating infrastructure development, designing specific empowerment programs, the need for regular monitoring and evaluation, and increasing cooperation.

Abstract

The smart village concept is one form of e-government implementation at the village level in Banyuwangi Regency. The utilization of information technology is carried out to create effective, efficient, transparent services in accordance with the basis of e-government. The Self-Service Community System (Simas Mandiri) is a supporting tool for the smooth running of the smart village program. The research method used in this research is qualitative research and is descriptive. Simas Mandiri is included in the scope of the smart village work program in the field of Public Services. The application of the smart kampung concept is expected to encourage villages to continue to strive to develop e-government, which is currently used as the basis for services not only at the district level, but also in all villages in Banyuwangi Regency. Based on the research, it can be concluded that the implementation of the Self-Service Community System (Simas Mandiri) program in Pesucen Village, Kalipuro District, Banyuwangi Regency has been running well, because the Pesucen Village Head is very supportive of this program. The support provided is in the form of providing adequate resources, but there are several obstacles in its implementation. The obstacle faced by this program is the absence of a bureaucratic structure in the implementation of the Self-Service Community System (Simas Mandiri) program. This has an impact on internal communication in the implementation of this program.

Abstract

Di Kabupaten Banyuwangi terdapat balita stunting sejumlah 4.367 dari 10.7840 balita. Pemicunya dari pasangan dari pernikahan dini, kurang paham pola asuh anak, kondisi ekonomi, kualitas gizi ibu saat hamil, dan kurangnya asupan gizi pada bayi. Keseriusan Pemerintah Kabupaten Banyuwangi mencegah dan menurunkan stunting di buktikan dengan kebijakan dalam bentuk Peraturan Daerah Kabupaten Banyuwangi nomor 7 tahun 2018 dan Peraturan Bupati Banyuwangi nomor 39 tahun 2021. Kebijakan tidak akan efektif jika tidak diinternalisasi oleh aparaturnya. Penelitian ini bertujuan mendeskripsi, menganalisis, dan menginterpretasi upaya aparatur pemerintah dalam implementasi pencegahan dan penurunan stunting. Metode yang digunakan berprinsip pada deskriptif kualitatif. Data primer dari hasil wawancara, dan data sekunder dari hasil kajian studi pustaka dan berbagai peraturan yang relevan dengan subtansi penelitian. Hasil: kepatuhan aparatur terhadap kebijakan pencegahan dan penurunan stunting berdampak pada: (1) pengawasan pada lingkungan masyarakat terdampak stunting; (2) terbentuknya hubungan sosial sehingga masyarakat memberi respon cepat pada masyarakat terdampak stunting; dan (3) terbentuknya masyarakat sehat dari satu generasi ke genarasi selanjutnya. Simpulan dari penelitian ini: Partisipasi masyarakat pada program pencegahan dan penurunan stunting di Banyuwangi perlu ditunjang dengan peningkatan kualitas aparatur dalam menginternalisasi kebijakan tentang pencegahan dan penurunan stunting.
