Abstract

Penerapan sistem manajemen keselamatan dan kesehatan kerja harus dilakukan secara optimal. Survei awal yang dilakukan pada proyek Jembatan Penghubung Pulau 2A ke Pulau 2B PIK Jakarta menunjukkan adanya 14 kasus potensi kecelakaan kerja dalam 9 pekan. Kategori kecelakaan yang tercatat adalah pekerja terkena swing crane saat proses mobilisasi material baja, tersandung material besi dan terpeleset saat pengecoran. Pencegahan kecelakaan kerja yang dilakukan adalah kegiatan safety morning talk. Namun, kegiatan ini hanya berfokus pada penyampaian informasi tanpa ada tindak lanjut dan evaluasi penerapan keselamatan kerja. Sehingga dalam penelitian ini, dilakukan pengendalian kecelakaan kerja dengan proses identifikasi bahaya dan penentuan nilai risiko menggunakan metode Hazard Identification and Risk Assesment (HIRA). Hasil analisa diperoleh 1 aktivitas kategori risiko ekstrim (E) dan 21 aktivitas kategori risiko tinggi (H). Selanjutnya, dilakukan analisa penyebab terjadi kecelakaan dengan pendekatan Fault Tree Analysis (FTA). Analisa diuraikan dalam 4 intermediate event yaitu faktor manusia, manajemen, lingkungan, dan teknis. Hasil analisa diperoleh rekomendasi pengendalian risiko meliputi pengarahan dan pelatihan K3, memasang pagar pengaman, memasang rambu-rambu peringatan, dan menggunakan APD sesuai prosedur.

Abstract

Estimating costs too high can burden the project budget, while estimating costs too low can lead to budget shortfalls during implementation. Therefore, optimal planning is necessary, one of which is by comparing construction cost estimates using the AHSP method with conventional calculations from consultants to provide insights into the accuracy and efficiency of both methods in the context of a steel warehouse project. Steel construction has many advantages such as shorter construction duration, a high strength-to-weight ratio making the structure lighter yet still strong, and so on. The research method uses quantitative analysis to estimate the budget plan for steel work by referring to AHSP Cipta Karya and Housing SE Director General of Construction Development No. 68/SE/Dk/2024 and comparing it with the estimates from the consultant. The calculation results show that the more economical estimate for the steel construction work is the conventional calculation from the consultant. The calculation results show that the AHSP estimate is approximately 30.16% higher. This is due to the higher material and equipment costs in the AHSP compared to the consultant's estimate. The suggestion for further research is to conduct calculations on other works, to show the overall construction costs.

Abstract

Abstrak Pembangunan infrastruktur yang sangat pesat menjadi hal utama bagi pemerintah di Kota Ambon dalam meningkatkan pertumbuhan ekonomi masyarakat. Salah satu infrastruktur yang menjadi prioritas pemerintah setempat yaitu Jembatan Merah Putih di Kota Ambon yang dibangun sejak tahun 2011. Penelitian ini bertujuan untuk mengidentifikasi komponen biaya proyek Jembatan Merah Putih, seperti: biaya awal, biaya pengoperasian dan biaya pemeliharaan selama tahun 2017 sampai 2020 serta mengevaluasi biaya pemeliharaan jembatan selama 100 tahun mendatang. Metode life cycle cost dengan pendekatan nilai ekuivalensi sebagai metode penelitian. Hasil dari penelitian ini untuk total life cycle cost dari Jembatan Merah Putih yaitu biaya awal sebesar Rp731.578.760.000 (96,26%), biaya operasional sebesar Rp2.338.600.000 (0,31%) dan biaya pemeliharaan sebesar Rp27.138.274.698 (3,43%), sehingga diperoleh total biaya life cycle cost sebesar Rp761.055.634.698. Komponen biaya pemeliharaan struktur sebagai komponen biaya tertinggi yang perlu dipertimbangkan agar pembiayaan terhadap pemeliharaan Jembatan Merah Putih di Kota Ambon dapat terjaga. Kata kunci: jembatan, life cycle cost, nilai ekuivalensi   Abstract The rapid development of infrastructure is the main thing for the government in Ambon City to increase the community's economic growth. One of the infrastructures that are a priority for the local government is the Merah Putih Bridge in Ambon, which was built in 2011. This study aims to identify cost components, such as initial costs, operating costs, and maintenance costs from 2017 to 2020, and evaluate bridge maintenance costs for the next 100 years. The life cycle cost method with an equivalence value approach as a research method. The results of this study for the total life cycle cost of the Merah Putih Bridge are initial costs of Rp731,578,760,000 (96.26%), operational costs of Rp2,338,600,000 (0.31%) and maintenance costs of Rp27,138,274,698 (3.43%), so that the total life cycle costs of Rp761,055,634,698 were obtained. The structural maintenance cost component is the highest cost component that needs to be considered so that the financing for the maintenance of the Merah Putih Bridge in Ambon city can be maintained. Keywords: bridge, life cycle cost, equivalence value

Abstract

The high incidence of fire emergencies in Indonesian elementary schools and the limited availability of maintenance guidelines for fire protection systems pose significant safety risks, particularly in Net Zero Carbon (NZC) schools equipped with photovoltaic systems. This situation is exacerbated by the absence of a comprehensive and structured maintenance Standard Operating Procedure (SOP) in NZC elementary schools. This study aims to design an SOP for maintaining fire protection systems that is aligned with the operational characteristics and specific needs of NZC elementary schools. A descriptive quantitative approach was employed, with data collected through questionnaires and analyzed using the probability index and matrix method based on the PMBOK 6th edition risk management framework to identify and prioritize potential risks. The results indicate five dominant high-level risks, namely the absence of an SOP for fire protection (0.34), the lack of a regular inspection schedule (0.28), the absence of maintenance records (0.21), irregular inspection of solar panels (0.20), and the lack of dedicated maintenance personnel (0.18). These findings formed the basis for developing a maintenance SOP that includes daily, monthly, and periodic inspection procedures, integrating solar panel assessment to prevent fire-related hazards. In conclusion, the proposed SOP provides a preventive, measurable, and accountable framework for maintenance activities, and has the potential to enhance the effectiveness of fire protection systems in NZC elementary schools on a sustainable basis.
