Abstract

This study aims to examine the juridical review of hospital accountability in providing healthcare services to general patients and BPJS users, focusing on RSUD H. Abdul Manan Simatupang Kisaran. The research employs a qualitative descriptive method with an empirical juridical approach. Data collection involves primary data obtained through observations, interviews, and documentation, as well as secondary data sourced from relevant books, journals, and articles. The research subjects include the Public Relations department of RSUD, medical staff, general patients, and BPJS users, selected through purposive sampling. Data analysis techniques include data reduction, data presentation, and conclusion drawing. The findings indicate that the hospital's accountability in delivering healthcare services to both general patients and BPJS users encompasses the responsibility to provide quality, safe, comprehensive, non-discriminatory services, and to protect all patients. As a legal entity, the hospital must bear legal consequences for actions or negligence by itself or its healthcare personnel. The differences in treatment between general patients and BPJS users are primarily related to administrative procedures rather than the quality of medical services. These differences are influenced by factors such as inadequate communication from medical staff to BPJS patients, limited understanding of BPJS participants regarding required procedures, and insufficient dissemination of information about BPJS service procedures.
