Abstract

Abstract : Although socialization of the risk of hazardous materials has been carried out in every area and mode of transportation that stores and transports these goods, both on signs and labels, it is still found that many people need to be more familiar with the potential dangers. Initial understanding of Hazardous Materials Identification was provided to students of Darul Ma'arif Logistic Vocational High School (SMK) located in North Jakarta as a Community Service (PKM) activity. This was done due to the lack of knowledge about the potential dangers of hazardous materials. Therefore to transform knowledge, the socialization method was carried out face-to-face. The aim of this PKM is to improve the knowledge and skills of SMK students in handling hazardous materials safely. The results of the pretest and posttest showed an increase in the final understanding of the participants by 17 points from 40 participants, with a high category of 0.718 in N Gain, and this socialization was declared quite effective with a Gain % of 71.8%.

Abstract

Indonesia sebagai negara dengan populasi muslim terbesar di dunia memiliki tantangan nyata dalam implementasi regulasi Jaminan Produk Halal (JPH) di sektor logistik. Sebanyak 82,5% dari sekitar 3.500 perusahaan logistik di Indonesia belum memiliki sertifikasi halal, padahal kewajiban JPH berlaku menyeluruh berdasarkan UU No. 33 Tahun 2014 dan PP No. 39 Tahun 2021. Program Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan kapasitas pelaku usaha jasa distribusi yang tergabung dalam Asosiasi Halal Logistik Indonesia (AHLI) melalui tiga intervensi terintegrasi: pelatihan manajemen sertifikasi halal, penyuluhan standar operasional logistik halal, dan penerapan sistem pelacakan halal berbasis kode QR. Efektivitas program diukur menggunakan metode Normalized Gain (N-Gain). Hasil menunjukkan nilai Pre-Test rata-rata 71,11 dan Post-Test rata-rata 89,44. N-Gain aspek produksi (SOP dan pelacakan) sebesar 63 (cukup efektif) dan N-Gain aspek manajemen (prinsip dan sertifikasi halal) sebesar 73 (cukup efektif). Seluruh peserta (100%) memperoleh kompetensi sebagai Penyelia Halal. Luaran program mencakup modul pelatihan, draf SOP logistik halal, dan prototipe sistem pelacakan berbasis QR. Program ini membuktikan bahwa intervensi holistik yang menyentuh aspek manajerial, operasional, dan teknologi secara simultan efektif mempercepat kesiapan sertifikasi halal pada usaha jasa distribusi berskala kecil-menengah.

Abstract

This study investigates how halal logistics certification in Indonesia can be accelerated using a system dynamics approach to sustainable logistics governance. Certification is conceptualized as a dynamic governance system rather than a static compliance process, addressing persistent challenges such as long lead times, high costs, limited auditor capacity, and uneven service quality. Service quality dimensions of Halal Inspection Body  (LPH)   were first assessed using SERVQUAL across 77 halal-certified logistics companies, while their relative importance was determined through the Analytic Hierarchy Process (AHP) based on expert judgments. These weighted indicators were then integrated into a system dynamics model, supported by a review of 32 peer-reviewed studies, to simulate policy intervention scenarios. Simulation results indicate that coordinated improvements in auditor capacity, service quality, digitalization, and regulatory coordination primarily drive certification acceleration. Integrated policy-mix interventions generate non-linear performance gains, significantly improve certification lead-time rates and cost rates, while enhancing system stability and stakeholder satisfaction. The study provides policy-relevant insights for regulators and logistics service providers to strengthen sustainable halal logistics governance in Indonesia.
