Abstract

This research aims to explore the aspects of civil law related to inheritance with a focus on the preparation of legal and functional wills in Indonesia. Wills are important documents in estate planning that can reduce potential disputes between heirs. However, public understanding of the importance of wills and the legal provisions that govern them is still low. Through a normative juridical approach, this study collects data from literature studies, analysis of laws and regulations, case studies, and interviews with legal practitioners and the public. The results of the study show that the involvement of notaries in the preparation of wills is very important to ensure the validity of documents and prevent disputes. Although there are various educational programs regarding wills, their effectiveness still needs to be improved. The recommendations resulting from this study include the need for increased cooperation between legal practitioners, educational institutions, and community organizations in educating the public on the importance of heritage planning. Thus, it is hoped that public awareness of the preparation of wills will increase, so that the practice of inheritance planning in Indonesia can be more effective and in accordance with the applicable legal provisions.

Abstract

Technological competition has emerged as one of the most critical dimensions of contemporary global politics. This article examines how technological advancements, particularly artificial intelligence, semiconductors, digital platforms, and green energy technologies have reshaped geopolitical dynamics among the world's major powers. Through a systematic literature review of twenty cutting-edge academic publications, this study identifies four primary arenas of technological competition: (1) digital platform hegemony and data sovereignty; (2) semiconductor supply chains and export controls; (3) green energy transition and critical mineral dependencies; and (4) technological sovereignty and national industrial policy. The findings reveal that US-China technological rivalry has entered a "Tech Cold War" phase with far-reaching implications for the international trading system, global innovation ecosystems, and digital governance frameworks. The implications for developing countries, including Indonesia, are significant, given mounting pressure to choose technological alignments in an increasingly polarized geopolitical landscape.

Abstract

This article examines the phenomenon of information warfare in contemporary international relations, focusing on how state and non-state actors exploit digital technologies to influence public perceptions, destabilize democratic institutions, and achieve geopolitical objectives. Through a systematic literature review of leading publications from 2021 to 2024, the study identifies three principal dimensions of modern information warfare: disinformation and social media manipulation, cyber operations against critical infrastructure, and the use of artificial intelligence in cognitive and military decision-making domains. Findings indicate that technological advances, particularly deepfakes, OODA loop automation, and quantum computing, significantly expand the scope and effectiveness of information operations, while defensive mechanisms such as digital literacy and cyber diplomacy continue to face substantial implementation gaps.

Abstract

Social justice in public services is a fundamental element in a state based on the rule of law, which prioritizes public welfare. Although it is normatively guaranteed in the constitution and various laws and regulations, its implementation still faces various obstacles, particularly related to unequal access to public services. This study aims to analyze the manifestation of social justice from a legal perspective and examine the influence of normative ambiguity in public service regulations on unequal access. The research method used is normative legal research with a legislative and conceptual approach, supported by primary, secondary, and tertiary legal materials, and analyzed qualitatively using deductive reasoning. The results show that normative ambiguity in public service regulations creates legal uncertainty, expands the scope for discretion of officials, and increases the potential for abuse of authority. This condition results in the emergence of service discrimination, unequal service quality between regions, and the marginalization of vulnerable groups. Furthermore, a gap is found between the ideal legal norm (das sollen) and the implemented practice (das sein), indicating that the application of the principle of social justice is not yet optimal. Therefore, normative reconstruction is needed through the formulation of clearer, more operational, and measurable regulations, as well as strengthening monitoring and sanction mechanisms to ensure equal access to public services.
