Abstract: This study aims to describe the effectiveness of the Family Hope Program in supporting poor communities in Bangko Bakti Village, Rokan Hilir Regency. This research is important because the number of poor residents in Bangko Bakti Village increased from 192 people in 2021 to 875 people in 2023, while the number of Family Hope Program beneficiaries was only 153 households. This condition indicates the need to evaluate the effectiveness of this conditional social assistance program at the village level. This study employed a descriptive quantitative approach. The population consisted of 153 Family Hope Program beneficiaries, and 111 respondents were selected using the Slovin formula with a 5% margin of error. Data were collected through questionnaires, observation, and documentation. The research instrument was developed based on five effectiveness indicators: program understanding, target accuracy, timeliness, goal achievement, and real changes. The instrument validity test showed that 42 out of 50 items were valid, while the reliability test produced a Cronbach’s Alpha value of 0.921, indicating very high reliability. The data were analyzed using descriptive statistics, including mean scores, standard deviation, and frequency distribution. The results show that the effectiveness of the Family Hope Program is categorized as effective, with an overall mean score of 3.88. Target accuracy obtained the highest score of 3.97, while real changes obtained the lowest score of 3.64. These findings indicate that the program has been effective in procedural aspects, particularly in reaching eligible beneficiaries and supporting access to basic needs. However, its impact on improving household economic independence remains limited. Therefore, the Family Hope Program needs to be strengthened through integration with economic empowerment programs to create more sustainable welfare outcomes. Abstrak: Penelitian ini bertujuan untuk mendeskripsikan efektivitas Program Keluarga Harapan bagi masyarakat miskin di Desa Bangko Bakti, Kabupaten Rokan Hilir. Kajian ini penting dilakukan karena jumlah penduduk miskin di Desa Bangko Bakti meningkat dari 192 orang pada 2021 menjadi 875 orang pada 2023, sementara jumlah penerima Program Keluarga Harapan hanya 153 keluarga penerima manfaat. Kondisi tersebut menunjukkan adanya kebutuhan untuk menilai sejauh mana program bantuan sosial bersyarat ini berjalan efektif pada tingkat desa. Penelitian ini menggunakan pendekatan kuantitatif deskriptif. Populasi penelitian adalah 153 penerima Program Keluarga Harapan, dengan sampel sebanyak 111 responden yang ditentukan menggunakan rumus Slovin pada tingkat kesalahan 5%. Data dikumpulkan melalui kuesioner, observasi, dan dokumentasi. Instrumen penelitian dikembangkan berdasarkan lima indikator efektivitas, yaitu pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan, dan perubahan nyata. Hasil uji instrumen menunjukkan 42 butir valid dari 50 butir yang diuji, dengan nilai Cronbach’s Alpha sebesar 0,921. Data dianalisis menggunakan statistik deskriptif berupa mean, standar deviasi, dan distribusi frekuensi. Hasil penelitian menunjukkan bahwa efektivitas Program Keluarga Harapan berada pada kategori efektif dengan nilai rata-rata 3,88. Indikator tertinggi adalah ketepatan sasaran dengan nilai 3,97, sedangkan indikator terendah adalah perubahan nyata dengan nilai 3,64. Temuan ini menunjukkan bahwa Program Keluarga Harapan telah efektif secara prosedural dalam menjangkau penerima, meningkatkan pemahaman program, dan mendukung akses kebutuhan dasar, tetapi dampaknya terhadap perubahan ekonomi keluarga masih terbatas. Oleh karena itu, Program Keluarga Harapan perlu diperkuat melalui integrasi dengan program pemberdayaan ekonomi agar manfaatnya lebih berkelanjutan.
