Abstract

This research aims to analyze the utilization of DKI Jakarta E-Musrenbang as a participatory tool in the regional development planning process. E-Musrenbang comes as a digital innovation that supports transparency, efficiency, and direct community involvement through information technology. This research uses a descriptive qualitative approach with secondary data analyzed to understand the effectiveness of application implementation as well as the driving and inhibiting factors for its use. The results of this study show that E-Musrenbang is able to improve accessibility and transparency in conveying aspirations from the community. However, it is still not free from challenges such as low digital literacy, limited infrastructure, lack of socialization, and weak follow-up to community proposals are still significant obstacles in optimizing public participation. The findings are expected to be an input for the development of more inclusive and participatory public policies in the digital era.

Abstract

This community service initiative investigates the pressing need to implement a Village Regulation concerning the Neighborhood Security System (SISKAMLING) in Koto Mesjid Village, addressing emerging  security challenges such as reduced community engagement, heightened environmental risks, and the lak of uniform security protocols. The primary aim is to bolster community awareness and ensure organized governance for maintaining public safety at the village level.The approach employed integrades field observations, stakeholder interviews, community workshops, and participatory discussions to collaboratively identify current challenges and establish regulatory requirements. The findings reveal that the community is in strong favor of creating a formal SISKAMLING regulation, acknowledging that well-defined guidelines, roles, and operational standards are crucial for enhancing coordination, accountability, and the sustainability of security efforts. This initiative improves the village’s preparedness in preventing disturbances, promotes  shared responsibility, and strengthens local resilience trhough a legal framework that meets community needs.
