Abstract

Civil engineering infrastructure development plays a vital role in driving economic progress and enhancing the quality of life within communities. The success of infrastructure projects depends not only on budgetary and technological factors but also on the quality of human resources (HR) involved in every project phase, from planning to maintenance. This literature review highlights that skilled and competent HR is a critical factor in achieving project success, particularly amidst increasing complexity and the challenges posed by globalization. Key issues faced by the sector include a shortage of skilled labor, high turnover rates, and a misalignment between educational outcomes and the skills required in the field. Additionally, technological advancements, such as the adoption of Building Information Modeling (BIM) and Artificial Intelligence (AI), demand continuous skill enhancement to adapt to the growing automation of industry processes. Effective HR management—encompassing ongoing education, fair incentive systems, and the integration of technology into HR practices—is essential for boosting productivity and mitigating risks during project execution. A comprehensive approach, including a structured HR management system, is required to ensure the sustainability and quality of infrastructure development. This study aims to provide an in-depth understanding of the critical role of HR management in the civil engineering sector and proposes practical recommendations for improving HR quality to meet the evolving demands of the construction industry.

Abstract

Steel structure projects are increasingly favored in the construction industry due to their benefits in execution time efficiency and long-term cost savings. However, the suboptimal management of human resources (HRM) remains a significant challenge in achieving these efficiencies. This study aims to systematically review the role of HRM in enhancing time and cost efficiency in steel structure projects. A Systematic Literature Review (SLR) was conducted based on the PRISMA protocol, analyzing 35 accredited scientific articles published between 2013 and 2023. The articles were sourced from national databases such as Garuda and Neliti, and data were extracted using standardized documentation instruments. The analysis reveals that workforce planning, project-based training, performance monitoring, and inter-team coordination are key managerial aspects that consistently contribute to improving both time and cost efficiency. Visualization of topic networks using VOSviewer highlights strong interconnections between themes such as "training," "schedule control," and "performance evaluation," all of which are critical components of strategic HRM practices. This study concludes that HRM plays a crucial role in achieving efficiency in steel structure projects, especially through the integration of technical workflows and managerial control systems. Effective workforce planning ensures that the right skills are available at the right time, while performance monitoring and training programs help enhance productivity and reduce delays. The findings suggest the necessity for formulating HR policies that are based on workload analysis and the improvement of real-time workforce evaluation mechanisms. Furthermore, the study calls for further research to test integrative models for HRM practices in steel-based construction projects in Indonesia. This research opens avenues for refining HRM strategies to support the construction industry’s efficiency goals, offering insights for future studies and practical applications in the field.

Abstract

Rumput ilalang yang berlimpah di alam sekeliling kita, diduga memiliki potensi sebagai bahan bangunan alternatif. Melalui penelitian ini, peneliti berusaha mengetahui salah satu sifat mekanik bahan (kekuatan bending) serat ilalang. Metode penelitian ini diawali dengan menyiapkan bahan penelitian tangkai ilalang, resin epoksi, alat yang digunakan pengaduk, meteran, timbangan digital, cetakan, oven, mesin bending dan mesin impak izot. Prosedur yang dilakukan dalam pengambilan data variasi perendaman NaOH tangkai ilalang 0%, 2%, 4%, 6%, 8% selama 1 jam, lalu dikeringkan dibawah sinar matahari dan dioven pada temperatur 110 °C selama 45 menit hingga menyisakan kadar air tangkai ilalang 4%. Tangkai ilalang yang sudah dipotong panjang 1 mm ditaruh diwadah dicampur dengan resin epoksi dengan perbandingan 40% tangkai ilalang dan 60% resin epoksi diaduk 70x selama 12 menit dituang dicetakan. Tahap pengujian untuk mengetahui kekuatan bending mengacu pada ASTM-6277 dengan metode four poin bending dengan dimensi spesimen panjang 127 mm, lebar 12,7 mm. Hasil penelitian diketahui bahwa kekuatan bending optimal dimiliki oleh komposit dengan alkali perendaman serat pada larutan NaOH 4% yaitu sebesar 97,71 MPa. Kesimpulannya bahwa potensi serat tangkai ilalang cukup besar dibuat sebagai bahan panel pintu kamar mandi.
