Abstract

Abstract: Employee salary management is one of the important aspects in the operation of the Public Service Agency (BLU) at Adam Malik Hospital Medan. However, the complex payroll process often faces various challenges, such as inaccuracy in calculations, late payments, and lack of information transparency. These problems not only hamper operational efficiency but also impact employee satisfaction and motivation. To overcome these problems, this study aims to design and develop an employee salary management efficiency optimization system using the Rapid Application Development (RAD) method. The RAD method was chosen because of its ability to accelerate software development through iterations and prototypes that allow direct collaboration with users. The designed system includes key features, such as employee data management, automatic salary calculation based on fixed and variable components, tax system integration, payroll report generation, and provision of a dashboard to monitor information in real time. The test results show that the developed system is able to increase salary management efficiency by up to 70%, reduce the calculation error rate by 85%, and accelerate the payroll settlement process by 60% compared to the manual method. In addition, transparency in the payroll process is also increased by providing digital access to payroll information to employees. The implementation of this system is expected to support Adam Malik Hospital Medan in managing financial administration more efficiently, accurately, and transparently. In addition, this system can also be a model for other BLU organizations that face similar challenges in managing employee salaries. Keywords: Employee Salary Management, Public Service Agency, Rapid Application                Development, Efficiency, Transparency, Adam Malik Hospital Medan.Abstrak: Pengelolaan gaji pegawai merupakan salah satu aspek penting dalam operasional Badan Layanan Umum (BLU) di Rumah Sakit Adam Malik Medan. Namun, proses penggajian yang kompleks seringkali menghadapi berbagai tantangan, seperti ketidakakuratan dalam perhitungan, keterlambatan pembayaran, dan kurangnya transparansi informasi. Masalah-masalah tersebut tidak hanya menghambat efisiensi operasional, tetapi juga berdampak pada kepuasan dan motivasi pegawai. Untuk mengatasi permasalahan ini, penelitian ini bertujuan untuk merancang dan mengembangkan sistem optimasi efisiensi pengelolaan gaji pegawai dengan menggunakan metode Rapid Application Development (RAD). Metode RAD dipilih karena kemampuannya dalam mempercepat pengembangan perangkat lunak melalui iterasi dan prototipe yang memungkinkan kolaborasi langsung dengan pengguna. Sistem yang dirancang mencakup fitur-fitur utama, seperti pengelolaan data pegawai, perhitungan gaji otomatis berdasarkan komponen tetap dan variabel, integrasi sistem pajak, pembuatan laporan penggajian, dan penyediaan dashboard untuk memantau informasi secara real-time. Hasil pengujian menunjukkan bahwa sistem yang dikembangkan mampu meningkatkan efisiensi pengelolaan gaji hingga 70%, mengurangi tingkat kesalahan perhitungan sebesar 85%, dan mempercepat proses penyelesaian penggajian sebesar 60% dibandingkan metode manual. Selain itu, transparansi dalam proses penggajian juga meningkat melalui penyediaan akses informasi penggajian secara digital kepada pegawai. Implementasi sistem ini diharapkan dapat mendukung Rumah Sakit Adam Malik Medan dalam mengelola administrasi keuangan secara lebih efisien, akurat, dan transparan. Selain itu, sistem ini juga dapat menjadi model bagi organisasi BLU lain yang menghadapi tantangan serupa dalam pengelolaan gaji pegawai. Kata kunci: Pengelolaan Gaji Pegawai, Badan Layanan Umum, Rapid Application Development, Efisiensi, Transparansi, Rumah Sakit Adam Malik Medan.
