Abstract

Abstract

In the era of globalization, Indonesia's digital democracy faces significant challenges such as misinformation, privacy issues, and the digital divide, despite its high internet penetration. These certainly pose a major threat to the sustainability of digital democracy in Indonesia and the development of digital democracy in the future. Therefore, this study intends to analyze how Indonesia can effectively improve digital democracy while addressing these challenges. Using a systematic literature review method, this study examines literature published between 2019 and 2024, applying strict inclusion and exclusion criteria. Inclusion criteria include peer-reviewed articles and research reports directly related to democracy, public participation, and technology, published in Indonesian or English. Exclusion criteria eliminate irrelevant opinions, outdated publications before 2014, and studies with weak methodology. The study findings reveal that increasing digital literacy can significantly reduce political polarization caused by misinformation. In addition, this study emphasizes the need for collaboration between the government, society, and the private sector to promote inclusiveness, transparency, and accountability in the democratic process. In conclusion, this study recommends policies that prioritize digital literacy and technology development to create a sustainable digital democracy. The implementation of these policy recommendations can provide a framework for increasing public engagement and trust in democratic institutions, ultimately contributing to a more resilient and equitable digital democracy in Indonesia.

Abstract

The development of information and communication technology has brought significant benefitsto democratic life in Indonesia. However, challenges such as the spread of hoaxes, social polarization, and unequal access to technology hinder this potential. This study aims to describe the opportunities that exist in the implementation of digital democracy and analyze the challenges faced. The method used is a qualitative approach with data collection techniques through literature studies. The results show that opportunities in digital democracy in Indonesia include increased transparency, accessibility of information, and more active public participation in the decision-making process. However, significant challenges such as lack of digital literacy, cybersecurity risks, and inadequate regulations were also identified. This research confirms that the future of digital democracy in Indonesia relies heavily on collaboration between the government, society and the private sector. By creating an environment that supports active and responsible participation, it is hoped that digital democracy can develop in an inclusive and sustainable manner, providing tangible benefits to all levels of society

Abstract

The rapid development of information and communication technologies has brought about fundamental changes in the landscape of contemporary political communication. Digital mass media not only function as channels for the dissemination of political information but also serve as arenas for meaning construction, narrative production, and the negotiation of political perspectives at the societal level. This study aims to analyze the role of digital mass media in shaping public political views and to examine the patterns of interaction among media institutions, political actors, and the public within the context of digital democracy. The research employs a systematic literature review method by examining relevant and reputable scholarly sources, including indexed national and international journals, academic books, research reports, and policy articles published between 2020 and 2025. The findings indicate that digital mass media exert a significant influence on the formation of public political opinion through mechanisms of framing, agenda setting, and political narrative construction. The interactive nature of digital media enables active public participation in political discourse, contributing to the emergence of more deliberative and participatory patterns of political engagement. However, this dynamic also presents serious challenges, including opinion polarization, information bias, and the spread of misinformation, which have the potential to undermine the quality of public deliberation. This study underscores the importance of strengthening media literacy and political literacy as essential prerequisites for critical and responsible political participation. Furthermore, digital mass media are expected to fulfil their ethical and normative functions by providing accurate, balanced, and contextualized information. Theoretically, this article contributes to the development of political communication studies and digital media research, while also offering practical implications for enhancing the quality of democracy in the digital era.
