Abstract

This research explores the role of policy hackathons as an innovation instrument in public policy development through a case study of the Cimahi Innovathon Days program in Cimahi City. The background of this research is based on the need to understand how policy hackathons can produce relevant and sustainable policy solutions at the local level. The main objective of this research is to understand the context related to policy hackathons, which are still rarely discussed in practical terms in public policy case studies in Indonesia, as one of the methods in participatory public policy formulation. The methodology used is discourse analysis, which involves direct observation and interviews with the stakeholders involved. The research results indicate?that?the?implementation?of?policy?hackathons?can?be?one?alternative?for participatory policy formulation involving the general public. Additionally, focusing on the needs of citizens, responsible leadership, and measurable real-world impact are important factors in this process. The conclusion of this research underscores the great potential of policy hackathons in creating innovative solutions that can be effectively implemented at the local level. The practical implications of these findings include the importance of strengthening inter-sectoral collaboration in policy formulation and the need for ongoing evaluation of the long-term impacts of the resulting policies. This research also opens up opportunities for the development of new policy instruments that can be adopted in various other regions.

Abstract

This study examines the role of assistance and collaboration in enhancing the effectiveness of policy innovation within the Bandung City Government. Amid rapid social and environmental changes, governments face increasing demands for innovative public services that address urban challenges and community needs. By employing a participatory assistance approach, this research evaluates the effectiveness of mentoring programs targeting regional apparatus organizations in Bandung, involving frameworks like Design Thinking and Theory of Change. Results indicate significant improvements in participants' understanding of regional innovation indicators, collaborative stakeholder engagement, and program evaluation methodologies. Despite progress, challenges persist, including structural barriers, limited resources, and cultural resistance to change. The findings highlight the need for leadership support, transparent regulations, and sustainable resource allocation to foster an innovation-friendly environment. This paper offers actionable policy recommendations to strengthen regional innovation and improve public service delivery in Bandung, setting a foundation for sustainable urban governance.

Abstract

This study addresses the challenge of accelerating bureaucratic innovation in local governments amid rigid organisational cultures and limited intergenerational synergy. Focusing on the City of Sukabumi, the research explores how the internalisation of BerAKHLAK values intersects with the implementation of Agile Bureaucracy to shape adaptive and innovative public service behaviour. While both frameworks have been promoted in Indonesia’s civil service reform agenda, few studies have analysed their combined effect at the municipal level. Employing a mixed-methods approach—quantitative surveys (n = 35) and focus group discussions with OPD stakeholders—this study finds a significant positivecorrelation (r = 0.551; p < 0.05) between value internalisation and organisational innovation capacity. Key enabling factors include leadership, cross-sector collaboration, and flexible structures, while hierarchical rigidity and generational divides act as barriers. The study contributes to public administration literature by offering an integrated framework that links values-based governance and agile organisational practices. Practically, it provides reform insights for mid-sized city governments seeking to foster more responsive, collaborative, and innovative bureaucracies. Sukabumi’s experience offers a relevant model for other second-tier cities facing similar governance and innovation challenges in decentralised public administration systems.
