Abstract

This study aims to develop a model of academic human resource (HR) transformation based on competency, research, and digitalization to improve the competitiveness of Private Higher Education Institutions (PTS) in Merauke. Using a qualitative approach through case study and mixed-methods methods, this study examines the challenges and strategies for optimizing academic HR management. Data were collected through in-depth interviews with PTS leaders, lecturers, and education staff, as well as participant observation, quantitative surveys, and documentation studies. The results of the study indicate that academic HR management in PTS Merauke faces various challenges, such as limited access to professional training, minimal research facilities, and low incentives for scientific publications. External factors, such as budget constraints and low levels of academic collaboration, also worsen the condition of HR development. To overcome these challenges, this study recommends a strategy to improve academic competency through continuous training, research incentives, and optimization of digitalization in learning and academic administration. The application of a HR management model based on competency, research, and technology is expected to improve the effectiveness of education, academic productivity, and the competitiveness of PTS Merauke at the national and global levels. By strengthening an inclusive and innovative academic ecosystem, higher education institutions in remote areas can be more adaptive to change and are able to produce quality and highly competitive academic staff.

Abstract

This community service aims to improve the capacity of human resources (HR) in Erambu Village, Merauke, through participatory-based training and empowerment programs to support the social and economic welfare of the community in a sustainable manner. The approach used involves identifying community needs through interviews, focus group discussions (FGDs), and direct observation. Intervention programs are designed based on the results of the identification, including job skills training, small business management, and effective HR management education. Program implementation is carried out through workshops, mentoring, and the formation of community-based business groups. Evaluations are carried out periodically using surveys and group discussions to measure the impact of the program on improving skills, income, and community participation in HR management. The results of the service show an increase in community awareness and capacity in managing HR independently, as well as a positive impact on economic welfare. Support from the village government and other stakeholders also contributes to the sustainability of the program. With a systematic monitoring and evaluation system, this program can be a model of empowerment that can be applied in other areas to create more competitive and competitive HR.

Abstract

Implementasi Kampus Merdeka di perguruan tinggi daerah menghadapi berbagai tantangan, terutama terkait resistensi terhadap perubahan. Penelitian ini bertujuan untuk menganalisis faktor-faktor resistensi dan mengidentifikasi strategi manajemen perubahan yang efektif dalam implementasi Kampus Merdeka di STISIPOL Yaleka Maro Merauke. Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini melibatkan dosen, mahasiswa, pimpinan institusi, serta tenaga kependidikan sebagai subjek penelitian. Pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dokumentasi, dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa resistensi terhadap perubahan dipengaruhi oleh aspek sosial, budaya, ekonomi, dan struktural. Faktor utama yang ditemukan meliputi kurangnya pemahaman dan keterlibatan sivitas akademika, budaya akademik yang masih konservatif, keterbatasan infrastruktur, serta ketidaksesuaian kebijakan internal dengan regulasi nasional. Dampak dari resistensi ini mencakup rendahnya partisipasi mahasiswa dalam program Kampus Merdeka, minimnya inovasi dalam metode pembelajaran, serta terbatasnya kemitraan dengan dunia usaha dan industri. Untuk mengatasi tantangan ini, strategi manajemen perubahan yang efektif meliputi sosialisasi dan pendampingan intensif, penerapan kebijakan secara bertahap, penyesuaian regulasi internal, serta peningkatan kemitraan eksternal. Penelitian ini menegaskan bahwa perguruan tinggi daerah membutuhkan pendekatan kontekstual dalam menerapkan Kampus Merdeka agar lebih inklusif dan adaptif terhadap kondisi lokal.
