Abstract

This study aims to develop a model of academic human resource (HR) transformation based on competency, research, and digitalization to improve the competitiveness of Private Higher Education Institutions (PTS) in Merauke. Using a qualitative approach through case study and mixed-methods methods, this study examines the challenges and strategies for optimizing academic HR management. Data were collected through in-depth interviews with PTS leaders, lecturers, and education staff, as well as participant observation, quantitative surveys, and documentation studies. The results of the study indicate that academic HR management in PTS Merauke faces various challenges, such as limited access to professional training, minimal research facilities, and low incentives for scientific publications. External factors, such as budget constraints and low levels of academic collaboration, also worsen the condition of HR development. To overcome these challenges, this study recommends a strategy to improve academic competency through continuous training, research incentives, and optimization of digitalization in learning and academic administration. The application of a HR management model based on competency, research, and technology is expected to improve the effectiveness of education, academic productivity, and the competitiveness of PTS Merauke at the national and global levels. By strengthening an inclusive and innovative academic ecosystem, higher education institutions in remote areas can be more adaptive to change and are able to produce quality and highly competitive academic staff.

Abstract

This community service aims to improve the capacity of human resources (HR) in Erambu Village, Merauke, through participatory-based training and empowerment programs to support the social and economic welfare of the community in a sustainable manner. The approach used involves identifying community needs through interviews, focus group discussions (FGDs), and direct observation. Intervention programs are designed based on the results of the identification, including job skills training, small business management, and effective HR management education. Program implementation is carried out through workshops, mentoring, and the formation of community-based business groups. Evaluations are carried out periodically using surveys and group discussions to measure the impact of the program on improving skills, income, and community participation in HR management. The results of the service show an increase in community awareness and capacity in managing HR independently, as well as a positive impact on economic welfare. Support from the village government and other stakeholders also contributes to the sustainability of the program. With a systematic monitoring and evaluation system, this program can be a model of empowerment that can be applied in other areas to create more competitive and competitive HR.

Abstract

Dalam era disrupsi digital, kepemimpinan dalam pendidikan tinggi dituntut untuk lebih adaptif dan kolaboratif guna menghadapi perubahan yang dinamis. Penelitian ini menganalisis penerapan smart leadership dalam membangun perilaku organisasi yang adaptif dan kolaboratif di STISIPOL Yaleka Maro Merauke, dengan mempertimbangkan keterbatasan infrastruktur digital serta kebutuhan akan model kepemimpinan yang inklusif dan berkelanjutan. Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini menggali perspektif pimpinan institusi, dosen, tenaga kependidikan, dan mahasiswa melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen. Hasil penelitian menunjukkan bahwa kesadaran akan pentingnya digitalisasi sudah ada, tetapi implementasinya masih terbatas akibat infrastruktur yang kurang memadai serta rendahnya literasi digital. Kepemimpinan masih bergantung pada inisiatif individu dan belum berbasis sistem yang berkelanjutan. Kolaborasi internal telah berjalan, namun keterlibatan pihak eksternal masih perlu diperkuat. Untuk mengatasi tantangan ini, diperlukan strategi peningkatan kapasitas kepemimpinan, penguatan infrastruktur digital, serta pengembangan budaya organisasi yang lebih inovatif. Studi ini berkontribusi dalam memperkaya pemahaman tentang smart leadership dalam pendidikan tinggi di daerah terpencil serta menawarkan rekomendasi strategis untuk meningkatkan efektivitas kepemimpinan di era digital.
