Abstract

The implementation of Employment Social Security is a form of government responsibility to protect all workers in Indonesia from the risks arising from work. It is necessary to know the impact of the implementation of Employment Social Security on the economy to create an effective Employment Social Security system. This study aims to determine the effect of BPJS Ketenagakerjaan's implementation of Employment Social Security on the economy of Bali Province, especially through increased consumption and investment. This research is expected to be a reference for relevant parties to organize effective Employment Social Security in Indonesia. Using a qualitative method with a literature review approach, this research utilizes secondary data from various sources related to the economy and BPJS Ketenagakerjaan programs, such as Old-Age Security, Employment Injury Security, Death Security, Pension Security, And Unemployment Benefit. The results of this study show that the Employment Social Security program contributes significantly to the economy through consumption and investment stability. These programs can support labor productivity and create a more conducive investment climate. This research emphasizes the importance of policies taken by relevant parties to support the effectiveness of the Employment Social Security program in achieving community welfare and a sustainable economy. This can be the basis for the government, BPJS Ketenagakerjaan, and academics to improve future Employment Social Security policies and programs.

Abstract

Penyelenggaraan layanan syariah jaminan sosial ketenagakerjaan merupakan bentuk komitmen dan tanggung jawab pemerintah dalam memenuhi hak dan kebutuhan dasar bagi masyarakat Indonesia terhadap jaminan sosial.  BPJS Ketenagakerjaan menyelenggarakan layanan syariah seperti dalam program-program jaminan sosial ketenagakerjaan yang telah ada namun untuk tahap awal implementasi prinsip syariah terbatas pada program Jaminan Hari Tua (JHT) dan hanya di Provinsi Aceh. Penelitian ini bertujuan untuk menganalisis pengembangan BPJS Ketenagakerjaan melalui kehadiran Layanan Syariah dalam setiap programnya. Metode penelitian menggunakan pendekatan kualitatif dengan analisis tinjauan pustaka. Hasil penelitian menunjukkan terdapat potensi pengembangan cakupan BPJS Ketenagakerjaan melalui Layanan Syariah di Provinsi Aceh. Pengembangan ekonomi dan keuangan syariah nasional berperan dalam mengurangi kemiskinan dan mendorong pemerataan ekonomi, antara lain melalui pengembangan wilayah. Kegiatan sosialisasi berupa pengenalan program BPJS Ketenagakerjaan dengan prinsip syariah penting dilakukan secara masif sejalan dengan momen kebangkitan keuangan syariah nasional. Kajian terhadap karakteristik melekat pada jaminan sosial seperti pengelolaan dana dan teknis lainnya perlu dilakukan agar penyelenggaraan program jaminan sosial dengan prinsip dan layanan syariah dapat diberlakukan untuk semua program dan di seluruh wilayah Indonesia.

Abstract

BPJS Ketenagakerjaan has a function to provide social security for employees who work in Indonesia, both Indonesian citizens and foreign citizens, including Indonesian migrant workers. BPJS Ketenagakerjaan participation in Indonesia is mandatory by law, but based on internal data of BPJS Ketenagakerjaan (2021) there are still many workers who have not become participants. Therefore, outreach is needed by BPJS Ketenagakerjaan to implement its function. Where 99,9% of participants and prospective participants are workers who work in micro, small and medium scale enterprises (MSMEs). This study aims to analyze the effect of outreach on the financial sustainability of BPJS Ketenagakerjaan and to describe whether there is a trade-off or compatible. This study uses secondary data in the form of a cross-section consisting of 122 BPJS Ketenagakerjaan main branch offices in Indonesia in 2018. The analytical method used in this study is the Ordinary Least Square (OLS) method. The outreach carried out by BPJS Ketenagakerjaan has effect on its financial sustainability. It can be concluded that there is a trade-off between outreach and the financial sustainability of BPJS Ketenagakerjaan. This indicates that when BPJS Ketenagakerjaan wants to maintain its financial sustainability, it will reduce the outreach of services and potential participants.
