Abstract

Economists have for a long time discussed the causes of economic growth and the mechanisms behind it. Kaldor viewed advanced economies as having a dual nature verysimilar to that of developing countries, with an agricultural sector with low productivity and surplus labour, and a capital intensive industrial sector characterized by rapid technical change and increasing returns. The transfer of labour resources from the agricultural sector to the industrial sector depends on the growth of the latter’s derived demand for labour. With this background this study attempts to show the periods when the Indonesian economy indicated the processes of industrialization and deindustrialization. Italso attempts to identify whether the economy experienced positive deindustrialization (i.e., showed signs of economic maturity where service sector substituted the role of industrial sector as the engine of growth) or negative deindustrialization (i.e., showed signs of economic stagnancy where industrial sector could not grow rapidly enough to absorb surplus labour from agricultural sector). Lastly, this study attemps to analyze several factors that might be responsible for the process of the deindustrialization.Keywords: industrialization, deindustrialization, economic growth

Abstract

The current trend shows that the growth of suburban area is increasingly massif, both its total areas as well as quantity. However, the phenomenon is not followed with the attention of researchers to conduct the study on it. Even if there is, their attention escape on an important approach in the analysis. Their analysis rests on old theories which assume that the space planning and land just triggered by the companys and household’s behavior. Nonetheless, the fact remains that land use planning involves complex functions of institution. Therefore, this brief article reports the results of a literature review about the condition of suburban areas in Indonesia. The approach is conducted by critical review using institutional analysis to elaborate classical and neoclassical regional economic theories, as well as comparing and synthesizing the literature. To sharpen the argument, I also present the relevant descriptive data. Through institutional perspective, I argue that the real question of land use planning and its development in the suburbs exists beyond land and infrastructure issues.

Abstract

The amount and composition of government spending in fiscal operations has a significant impact on aggregate demand and national output and affects resource allocationin an economy. Therefore, in order to achieve effective economic development, government spending has to be allocated appropriately according to the potentials of each area. Indonesia, which consists of areas with a variety of potential resources would require the determination of the amount and composition of different government spending in order to have an impact on the growth of private investment and employment opportunities are maximized. The purpose of this study is to examine the regional government expenditure performance, private investment and employment opportunities in the area where contribution of the agricultural sector to GRDP is high and low. The study utilizes an econometric model of the system of simultaneous equations using a panel of data of 20 provinces in Indonesia for the period of2003-2011. The 20 sampled provinces were classified into two groups, based on contribution of agriculture sector to the respective regional economy. The estimation results indicate that the determination of the amount of local government spending, both in the areas where the contribution of the agricultural sector to GRDP is either high or low, based on the activity or program of the previous year. Meanwhile, the greater the number of regional government spending for the agricultural sector, the private investment of agricultural sector and employment is increasing.

Abstract

The objectives of the research are: (1) to analyze the influence of increasing education (years of schooling) on labor productivity in agriculture, industry and service of districts and municipalities in Central Java, (2) to analyze the impact of increasing education expenditure policy on economic performance and people welfare. The result of the research shows that the increasing of education in agriculture sector is effective strategy to increase labor productivity in agriculture sector. In the long run, the increasing of education is effective to improve labor productivity in all sectors. The increasing of education expenditure policy could improve local economic performance and people welfare, which is indicated by increasing of human capital accumulation, sectoral labor productivity, sectoral labor demand, gross regional domestic product, government revenue, government expenditure, household expenditure, investment, household expenditure per capita, decreasing of unemployment, inequity and poverty.

Abstract

The contribution of Japanese tourists to the total number of foreign tourists visiting Indonesia has always been very significant. Tourism authorities as well as tourism related enterprises therefore are normally interested in finding the factors affecting Japanese demand for tourism in Indonesia. This study attempts to analyze factors that influence Japanese demand for tourism in Indonesia by utlizing an econometric modeling. The model that results from this analysis is then used to forecast the number of Japanese tourists visiting Indonesia in 2011- 2015. The most significant factor that affected the Japanese demand for tourism in Indonesia was Japan’s GDP.

Abstract

Abstrak. Transaksi afiliasi merupakan aksi korporasi penting dengan tingkat kejadian tertinggi dari seluruh aksi korporasi emiten yang terdaftar di Bursa Efek Indonesia. Intensitas transaksi afiliasi memungkinkan ekspropriasi hak pemegang saham minoritas serta berpengaruh terhadap nilai perusahaan. Penelitian ini bertujuan menganalisis determinan-determinan yang mempengaruhi intensitas transaksi afiliasi pada perusahaan dalam grup bisnis di Bursa Efek Indonesia. Determinan tersebut adalah kepemilikan saham ultimat, tata kelola perusahaan yang baik (dengan komisaris independen dan kantor akuntan publik Big Four sebagai proxy), rasio utang terhadap modal serta periode krisis. Penelitian ini menggunakan data panel dengan periode waktu kuartalan dari 2006 sampai 2013. Sampel ditentukan dengan cara purposive sampling yang berfokus kepada tipologi perusahaan yaitu perusahaan yang tergabung dalam tiga grup bisnis mewakili tiga lapisan kapitalisasi pasar. Hasil menunjukkan bahwa kepemilikan saham ultimat secara tidak signifikan berpengaruh positif terhadap intensitas transaksi afiliasi. Komisaris independen dan rasio utang terhadap modal secara signifikan berpengaruh positif terhadap intensitas transaksi afiliasi. Kantor akuntan publik Big Four secara signifikan berpengaruh negatif terhadap intensitas transaksi afiliasi. Periode krisis secara tidak signifikan berpengaruh negatif terhadap intensitas transaksi afiliasi. Determinan-determinan tersebut secara keseluruhan berpengaruh terhadap intensitas transaksi afiliasi.Keywords: transaksi afiliasi, grup bisnis, pemegang saham ultimat, tata kelola perusahaan yang baik, rasio utang terhadap modal. Abstract. Related party transactions are important corporate actions with the highest incidence rate of all issuers’ corporate actions listed in the Indonesia Stock Exchange. Related party transactions' intensity allows minority  holders' expropriation right and affects company's value. This study aimed to analyze the determinants affecting related party transactions’ intensity in companies in the business groups in the Indonesia Stock Exchange. The determinants were ultimate shareholders, good corporate governance (with independent commissioner and the Big Four public accounting firms as proxies), debt to equity ratio, and period of crisis. This study used panel data with quarterly time period from 2006 to 2013. Samples were determined by purposive sampling focusing on companies’ typology, namely companies in the three business groups representing the market capitalization’s three layers.  The results showed that ultimate shareholders insignificantly had positive effect on related party transactions’ intensity. Independent commisioners and debt to equity ratio significantly had positive effect on related party transactions’ intensity. The Big Four public accounting firms significantly had negative effect on related party transactions’ intensity. Period of crisis insignificantly had negative effect on related party transactions’ intensity. The determinants as a whole have an effect on the intensity of related party transactions.Keywords: related party transaction, business group, ultimate shareholder, good corporate governance, debt to equity ratio.

Abstract

Abstrak. Sektor industri manufaktur merupakan motor penggerak perekonomian suatu wilayah. Peran sektor industri manufaktur di suatu wilayah akan lebih optimal apabila pada wilayah tersebut terdapat lokasi-lokasi industri yang ketersediaan infrastruktur dasar, infrastruktur penunjang dan sarana penunjang yang memadai. Penelitian ini bertujuan untuk menganalisis perbandingan kinerja sektor industri manufaktur di Provinsi Jawa Barat berdasarkan lokasi di dalam kawasan industri dan di luar kawasan industri. Model analisis menggunakan Model Social Accounting Matrix (SAM) yang dilakukan disagregasi ke dalam sektor industri manufaktur yang berlokasi di dalam dan di luar kawasan industri. Hasil analisis menunjukkan bahwa sektor industri manafaktur yang berlokasi di dalam kawasan industri mempunyai kinerja yang lebih baik dibandingkan dengan sektor industri manufaktur yang berlokasi di luar kawasan industri. Kinerja dimaksud adalah dalam peningkatan nilai tambah faktor produksi baik faktor tenaga kerja maupun faktor modal dan kinerja dalam peningkatan pendapatan masyarakat.Kata kunci : Industri manufaktur, kawasan industri, SAM, nilai tambah, pendapatan rumah tangga Abstract. Manufacturing industry sector is the driving force of the economy of a region. The role of manufacturing industry sector in a region will be more optimal if in the region there are industrial locations that availability of basic infrastructure, supporting infrastructure and adequate supporting facilities. This study aims to analyze the performance comparison of manufacturing industry sectors of West Java Province Based on location inside and outside industrial estates. The analytical model uses the Social Accounting Matrix (SAM) Model which is disaggregated into the manufacturing industry sectors located within and outside the industrial estate. The results of the analysis show that industrial sector manafaktur located in industrial estate have better performance compared with manufacturing industry sector which is located outside industrial area. Performance is meant in the increase of value added factors of production both labor factors and capital and performance factors in increasing public revenues.Keyword: Manufacturing industry, industrial estate, social accounting matrix, value added, household income

Abstract

EnglishThe implementation of price support policy has been facing pro and contra among the stakeholders. The experience of many developing countries in reducing their domestic support to farmers has been increasing the number of poverty incidence and threatened food security in the country. On the other side, developed countries still implement their huge domestic support to their agricultural industries. The objective of this study is to analyze the effectiveness of food price support policy to national food security; this result can be considered by the government in accelerating agriculture revitalization. This study used secondary data (time series) and analyzed using ECM. Some findings of the study show that food availability at national level could not guarantee the accessibility of food at household level. To make the price support policy effective, the price should be accomplished by other policies, especially government policy in providing rural infrastructure, increasing farmer?s income and increasing good management control in financial aspects, specifically government expenditures related to food programs.IndonesianPenerapan kebijakan harga pangan menghadapi pro dan kontra. Pengalaman negara berkembang yang mengurangi bantuan terhadap petani menyebabkan tingkat kemiskinan tidak membaik dan mengancam ketahanan pangan.  Di sisi lain, negara-negara maju masih cukup besar memberi dukungan pada industri pertaniannya.  Penelitian ini bertujuan menganalisis efektivitas kebijakan harga pangan yang dilakukan pemerintah terhadap ketahanan pangan nasional sehingga dapat dijadikan pertimbangan untuk merevitalisasi pertanian. Data yang digunakan merupakan data sekunder runut waktu dan dianalisis dengan model Error Correction Model (ECM). Hasil analisis menunjukkan bahwa ketersediaan pangan di tingkat nasional terbukti tidak menjamin akses pangan di tingkat rumah tangga. Untuk mengefektifkan kebijakan harga pangan perlu didukung oleh kebijakan lain, terutama kebijakan penyediaan infrastruktur, peningkatan pendapatan masyarakat, dan membenahi kebocoran-kebocoran dana yang berkaitan dengan program pangan.

Abstract

Regulation is one of the important instruments in generating good governance, including the governance of residential area in order to achieve sustainable development. In Indonesia, however, the sustainability issue of residential area does not get any serious attention, especially from the perspective of policy. This article elaborates the regulation related to the issue of sustainable residential area. The results of the review show that all residential area regulations, both in the central and local governments, have not been adaptive against issues of sustainability. Detailed elaboration of the findings is discussed further in this article.

Abstract

In the arena of academic discourse, there is a kind of ‘dissatisfaction’ over the indicators of sustainability. Although Indonesia has formally adopted its sustainable development indicators from the United Nations, the research to find compatible indicators for certain contexts still to continues. There are hundreds and/or even thousands of reports tell us the new indicators of sustainability with various methods and approaches. But very few are paying attention to – or at least – building sustainability indicators of suburban areas, especially the metropolitan suburbs of Jakarta. Therefore, this study tried to develop a typical suburban sustainability indicator called the Suburban Sustainability Index (SSI). As an empirical case, we observe four suburbs which located in hinterland of Metropolitan Jakarta: South Tangerang City, Tangerang City, Depok, and Bekasi. Based on the three dimensions of sustainability (social, economic, and environment), we developed 30 indicators and tested them with Min-Max analysis. More than that, we also conduct Index Analysis to assess the sustainability status of the four suburbs. We found that three regions were less sustainable, and one region was quite sustainable. Further elaboration on these findings is presented in this article.
