Penelitian ini dilatarbelakangi oleh peningkatan penduduk di Kota Cirebon mendorong peningkatan juga pada penduduk wajib administratif untuk pembuatan dokumen kependudukan. Dinas Kependudukan sebagai instansi pelaksana di bidang kependudukan harus mampu menanggapi tuntutan pelayanan kepada masyarakat dengan kapasitas organisasinya. Namun dari hasil lapangan mengindikasikan permasalahan seperti sumber daya manusia, infrastruktur dan keterlibatan pihak lain menunjukkan belum memadai.Penelitian ini bertujuan menjelaskan kapasitas organisasi Disdukcapil Kota Cirebon dalam menerbitkan dokumen kependudukan menggunakan teori (Horton et al., 2003). Dengan pendekatan kuantitatif, penelitian mengukur dua sub variabel: resources (staffimembers,iinfrastructure, technology, andi financialiresources) dan managementi(strategicileadership, programiand process management, networking andilinkages). Data dikumpulkan melalui kuesioner kepada 28 responden. Managementimerefleksikan kapasitas organisasi lebih kuat (R Square 0,944) dibanding resources (R Square 0,851). Dimensi terkuat dalam hubungan dengan kapasitas organisasi adalah infrastructure, technology, and financial resources (R Square 0,891), strategic leadership (R Square 0,830), dan program and process management (R Square 0,786). Sedangkan staff members (R Square 0,707) dan networking and linkages (R Square 0,657) lemah. Rekomendasi yang diajukan yaitu dapat mengelola sumber daya manusia dengan baik serta menjalin kemitraan strategis dengan pihak eksternal. This researchiis motivated by theiincrease in population in the city of Cirebon, which also drives an increase in the number of residents required to complete administrative tasks for the creation of population documents. The Population Office, as the implementing agency in the field of population, must be able to respond to the demands of service to the community with its organizational capacity. However, field results indicate that issues such asistaffimembers, infrastructure, and involvement of other parties are still inadequate.This research aims to explain the capacity of the Disdukcapil organization in Cirebon City to issue population documents using the theory (Horton et al., 2003). With a quantitative approach, the research measures two sub-variables: resources (staffimembers,iinfrastructure,itechnology, and financial resources) and managementi(strategicileadership, programiand process management, networking andilinkages). Data were collected through questionnaires from 28 respondents. Management reflects a stronger organizational capacity (R Square 0.944) compared to resources (R Square 0.851). The strongest dimensions in relation to organizational capacity are infrastructure, technology, and financial resources (R Square 0.891), strategic leadership (R Square 0.830), and program and process management (R Square 0.786). Meanwhile, staff members (R Square 0.707) and networking and linkages (R Square 0.657) are weak. he recommendation proposed is to manage human resources well and establish strategic partnerships with external parties.
