Abstract

Era 5.0, ditandai oleh integrasi teknologi yang semakin mendalam dengan kehidupan manusia, menuntut pemikiran yang lebih maju dalam menghadapi tantangan etika dan moral yang kompleks. Filsafat ilmu dan etika menjadi penting dalam memberikan panduan bagi individu dan masyarakat dalam menggunakan dan mengembangkan teknologi secara bertanggung jawab. Tulisan ini bertujuan untuk menyelidiki kontribusi filsafat ilmu dan etika dalam konteks kehidupan sosial di era 5.0. Melalui analisis literatur, kami mengeksplorasi berbagai konsep dan pendekatan filsafat ilmu dan etika yang relevan, serta implikasinya dalam berbagai aspek kehidupan sosial. Kami menemukan bahwa filsafat ilmu membantu dalam memahami esensi teknologi dan konsekuensinya, sementara filsafat etika memberikan kerangka kerja moral untuk memandu penggunaan dan pengembangan teknologi. Penelitian ini juga menyoroti pentingnya pemikiran kritis terhadap implikasi sosial teknologi dan pengembangan kebijakan yang berkelanjutan. Dengan demikian, pemahaman yang mendalam tentang filsafat ilmu dan etika menjadi krusial dalam menghadapi dinamika kompleks kehidupan sosial di era 5.0.

Abstract

The One Nagari One Event Program (SESN) is a policy innovation by the Tanah Datar District Government in efforts to empower the local economy through the development of tourism and cultural potential. This study aims to analyze the role of program innovation in local economic empowerment in Tanah Datar. The research method uses a literature review by analyzing various relevant literature sources over a 3-month period. Data collection techniques were carried out through documentation studies and literature reviews, with data analysis using content analysis methods including categorization, synthesis, and interpretation. The results showed that the SESN program has had a positive impact on the local economy, marked by an increase in the number of events from 30 (2022) to 50 (2023), an increase in visitors from 85,100 to 167,850 people, and an increase in economic transactions from IDR 7.57 billion to IDR 9.035 billion. However, this program still faces challenges in terms of stakeholder coordination, limited human resources and budget, as well as the sustainability of economic impacts after the event. Continuous innovation in this program is needed to optimize local economic empowerment in Tanah Datar.

Abstract

Post-disaster management in Indonesia faces significant challenges, particularly in highly vulnerable areas such as Nagari Bukik Batabuah, Agam Regency, which was affected by cold lava floods from the eruption of Mount Marapi in May 2024. The main problem lies in collaboration between the government and Non-State Actors (NSAs), particularly regarding differences in recovery approaches, obstacles to data collection on vulnerable groups, and obstacles in aid distribution. This study aims to analyze the dynamics of NSA involvement in post-disaster management, identify patterns of cross-actor interaction, and challenges faced in the collaborative process. Using qualitative methods with a descriptive approach, this study collected data through observation, interviews, and documentation analyzed using the Manual Data Analysis Procedure (MDAP) and Strauss and Corbin coding techniques. The research findings reveal that NSAs, such as Jemari Sakato, play a significant role in accelerating recovery through inclusive programs and assistance targeting vulnerable groups. However, collaboration with the village government is often hampered by weak coordination, lack of data transparency, and suboptimal collaborative institutional design. Public response to the NSA intervention was generally positive, but criticisms persisted regarding data collection and information transparency. This study emphasizes the need to strengthen collaborative governance that is inclusive, participatory, and equitable so that post-disaster recovery in vulnerable areas can be effective, sustainable, and responsive to local needs.

Abstract

Fiscal decentralization is one of the key policies in the regional autonomy system implemented in Indonesia, aimed at improving efficiency and equitable development at the regional level. One of the regions implementing fiscal decentralization is West Sumatra, known for its Nagari system as a village-level government unit that plays a strategic role in the management of local financial resources. However, despite the goal of fiscal decentralization in West Sumatra to enhance regional financial independence, several issues arise concerning the management and distribution of Nagari finances. The primary challenges faced include uneven allocation of funds from the central government, limited financial management capacity at the Nagari level, and poor quality of financial reporting and accountability, which impact the transparency and accountability of fund management. This article aims to analyze these issues and propose solutions related to financial management in Nagari as an effort to improve the effectiveness of fiscal decentralization in West Sumatra. Using a qualitative approach, this study identifies factors influencing the financial performance of Nagari, including fiscal policies, human resources, and existing institutional structures. Furthermore, this article also provides recommendations for strengthening the capacity of Nagari apparatus, improving financial information systems based on technology, and enhancing coordination between local and central governments to ensure a more equitable and fair distribution of budgets.
