Abstract

This study analyzes the implementation of the Indramayu Regency Spatial Plan (RTRW) 2011–2031 with a qualitative descriptive-analytical approach. Edward III's theory of policy implementation is the analytical tool for this research. Data triangulation is a tool for testing the validity of data sources obtained from observations, documentation studies and interviews. The results show a mismatch between plans and implementation, including land conversion that is not in accordance with its intended use, weak coordination between stakeholders, limited resources, and lack of supervision. Although there have been partial successes, such as the development of the tourism sector, the main challenges remain significant. Using a public policy theory framework, this study provides recommendations to improve the effectiveness of spatial planning implementation to support sustainable development in Indramayu Regency.
