Abstract

Pada dasarnya, setiap rencana aktivitas manusia, khususnya dalam kerangka pembangunan selalu membawa dampak dan perubahan terhadap lingkungan, karena itu dibutuhkan alat untuk merencanakan tindakan preventif terhadap kerusakan lingkungan yang timbul oleh suatu aktivitas pambangunan. Penelitian ini menggunakan studi literatur untuk mengidentifikasi dampak yang bermanfaat maupun yang merugikan bagi kehidupan manusia dengan mengkaji rencana kegiatan Proyek Mega Wisata Pulau Komodo yang memerlukan kajian AMDAL untuk melihat besarnya anggaran serta lokasinya yang bertempatan dengan lahan konservasi hewan komodo. Dalam UU Nomor 32/2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup secara jelas mengatur upaya perlindungan suatu wilayah yang ditetapkan sebagai kawasan konservasi. Aturan ini memuat secara lebih rinci upaya melindungi flora dan fauna yang ada di wilayah konvervasi seperti, Taman Nasional Komodo. Sebagai wilayah konservasi, secara detail ada tuntutan bagi pemerintah dan masyarakat untuk menjaga hewan dan tumbuhan serta ekosistem pendukung yang ada dalam kawasan konservasi. Maka dari itu secara hukum, proyek ini telah melanggar beberapa pasal dan asas, sehingga pembangunan tidak boleh dilanjutkan dan diperlukannya proses hukum.Kata kunci: AMDAL, kawasan konservasi, Mega wisata

Abstract

The program implemented by the government to increase the supply of clean water is the Community-Based Water Supply and Sanitation Provision (Pamsimas) program, which aims to increase the population's coverage of proper and sustainable drinking water and sanitation services. PAMSIMAS (Community-Based Water Supply and Sanitation) is a government program that aims to create clean and healthy living communities by increasing access to sustainable drinking water and sanitation and actively involving the community through the Provision of drinking water and sanitation-based water supply and sanitation programs. community which is a commitment to continue the success of achieving the target of the Sustainable Development Goals (SDGs) program. This study uses qualitative research through interviews, observation and documentation. The interview technique used in this research is in-depth interview technique in the form of semi-structured interviews, to 8 informants. The results of this study were seen from the successful implementation of the PAMSIMAS program in Mekarwangi Village by applying sustainable indicators which included aspects of ecological, economic, socio-cultural, political, security and defense indicators.

Abstract

This study aims to find out how the Policy Implementation of Bandung Regent Regulation No. 42 of 2017 Concerning Parking Fees on Public Roadsides in Bandung Regency. The indicators used to analyze the Policy Implementation of Bandung Regent Regulation No. 42 of 2017 Concerning Parking Fees on Public Roadsides in Bandung Regency include Communication, Resources, Disposition and Bureaucratic Structure. This research is located in the Bandung Regency area. Then the research design used in this research is descriptive with a qualitative approach. Sources of data used are primary data and secondary data. Data collection techniques used were observation, interviews, collecting document data, collecting data from audio and visual materials. The data analysis technique used is information gathering, data reduction, data presentation, drawing conclusions. The results of this study indicate that policy implementers, especially the Department of Transportation, Regional Technical Implementation Units and parking attendants, have carried out policy implementation quite well, although in practice there are still many things that need to be improved and there must be more attitude from implementers to conduct outreach about parking rules and mechanisms. However, it can be seen from the variables of policy implementation related to communication, resources, disposition and bureaucratic structure that have been implemented by policy implementers.
