Abstract

A series of policies have been implemented in Papua, but many parties consider them still not optimal. So there was a demand for the formation of a new autonomous region in the Ha Anim traditional territory which is part of Papua Province to become the new Province of South Papua. Seeing this phenomenon, this research focuses on; What is the background to the emergence of the demand for the formation of an autonomous region for South Papua and what is the urgency of policy making? This research method uses a type of library research to examine various references with the subject of discussing the formation of special autonomy for the Province of South Papua. The research results explain the existence of three dimensions in the background to the demand for the formation of a special autonomous region for South Papua Province, namely; political, technical dimensions and regional disparities. This research also explains the urgency factors for the policy of establishing a special autonomous region for South Papua Province, including; human resource factors, regional financial factors, infrastructure factors and organizational and managerial factors.

Abstract

This research discusses the application of the principle of utilitarianism in the Complete Systematic Land Registration (PTSL) Program policy in Indonesia which aims to provide legal certainty and improve community welfare through land certification. Data shows that until 2021, there are 54 million parcels of land that have not been certified, which has the potential to cause agrarian conflicts and gaps in economic access. The utilitarianism approach is used to analyze the impact of the program on the benefits for the wider community. This research uses a qualitative method with a literature review approach and uses secondary data from various official sources. The results show that PTSL has provided significant benefits, such as reduced land conflicts and improved economic access. On the other hand, there are still challenges in implementation, such as illegal levies and lack of transparency. Therefore, it is necessary to emphasize the importance of monitoring and improving the quality of program implementation to maximize benefits for the community.

Abstract

This study aims to analyze the effectiveness of digital media use in the Lapor Mas Wapres Program using indicators developed by Bruhn et al. in Bimaskara (2020), namely: media attractiveness, media clarity, completeness of media information, and ease of media access. This research method uses a descriptive qualitative approach with content analysis techniques on the official Lapor Mas Wapres website. The results show that the digital media in this program has good visual appeal and navigation, but still lacks visual innovation and interactivity. The clarity of information is considered sufficient, but is not yet equipped with digital literacy to counter misinformation. In terms of completeness of information, this program provides a number of important information such as rules and terms of service, but lacks a comprehensive explanation of procedures and complaint mechanisms. Ease of access is relatively good through gadgets and WhatsApp, but is not yet fully friendly for people with disabilities.

Abstract

This research aims to examine the phenomenon of infidelity among Civil Servants through the perspective of social role theory that emphasizes the influence of norms, social expectations, and sanctions on individual behavior. Civil Servants infidelity not only reflects individual moral deviations but also has serious repercussions on the image and integrity of government institutions. This study employs a qualitative approach with literature analysis, online news content analysis, and review of regulations such as Government Regulation Number 94 of 2021 concerning the Discipline of Civil Servants. The results indicate that cases of Civil Servants infidelity undermine public trust and have significant social and professional consequences. Although regulations have explicitly outlined sanctions, their implementation in the field still faces various challenges, including inconsistencies in law enforcement and organizational cultural resistance. This study emphasizes the importance of enforcing social norms and maintaining an integrity-driven bureaucracy to uphold public trust in civil servants.

Abstract

Wonosobo Regency is one of the areas with high stunting rates in Indonesia, with a prevalence reaching 20.22% in 2021. Based on the health service's work plan for accelerating and reducing stunting, it is carried out through several activities, including: Provision of Iron Tablets, Pregnancy Check-ups and Screening, Provision of Additional Food for Pregnant Women, Toddlers and Toddlers, Strengthening Exclusive Breastfeeding. However, although various efforts to accelerate stunting reduction have been carried out by the Wonosobo regional government, the success of this program is highly dependent on effective resource mobilization. This study will analyze how resource mobilization is carried out in the stunting reduction acceleration program in Wonosobo. The results of this study indicate that there are three main categories that are the focus of mobilization. First, government resource mobilization. Second, non-government resource mobilization. Third, academic participation.
