Abstract

Rebana Metropolitan Area is designed as an economic growth center in the northeastern part of West Java by emphasizing integrated and sustainable investment. Cirebon Regency acts as a buffer zone as well as an Industrial Designation Area (KPI) which has great potential in supporting regional economic growth. This study aims to identify the leading sectors of Cirebon Regency that can be optimized in regional economic development. The method used is quantitative descriptive analysis with the Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Klassen Typology approaches to identify base sectors and prospective sectors. The results of the analysis show that Cirebon Regency has nine basic sectors and eleven prospective sectors that have the potential for further development. Some of the main sectors, such as manufacturing industry, trade, and agriculture, still face challenges of competitiveness and integration with other regions in the Rebana Region. Therefore, a development strategy is needed that focuses on strengthening developing sectors to become leading sectors and encouraging underdeveloped sectors to transform to become more competitive. In conclusion, optimizing the leading sectors in Cirebon Regency can support more sustainable economic growth in the Rebana Metropolitan Area through targeted economic planning.

Abstract

Indonesia menghadapi perubahan iklim yang dipicu oleh emisi karbon tinggi dari kendaraan bermotor. Untuk mengatasinya, konsep Transit Oriented Development (TOD) diterapkan guna mengurangi ketergantungan terhadap kendaraan pribadi dan menurunkan emisi. Kendaraan listrik (Electric Vehicle/EV) menjadi inovasi yang mendukung TOD sebagai smart mobility ramah lingkungan. Namun, pengembangan EV di Indonesia masih menghadapi tantangan, seperti infrastruktur, regulasi, dan keterbatasan sumber daya manusia. Penelitian ini mengkaji potensi dan hambatan pengembangan TOD berbasis EV di Ibu Kota Nusantara serta memberikan rekomendasi kebijakan. Hasil penelitian menunjukkan bahwa Nusantara memiliki potensi besar dalam implementasi TOD dengan EV karena cadangan nikel melimpah dan komitmen pemerintah terhadap dekarbonisasi. Namun, koordinasi antar-pemerintah dan minimnya kesadaran masyarakat menjadi hambatan utama. Oleh karena itu, diperlukan strategi terpadu dalam perencanaan, insentif, serta peningkatan kapasitas sumber daya manusia guna mendorong pengembangan TOD berbasis EV yang berkelanjutan.

Abstract

The COVID-19 pandemic has disrupted various sectors in Cirebon Regency, including the transportation system, especially elf-type city transportation services. This study aims to analyze the ability to pay, level of satisfaction, and ease of public access to elf transportation services in Cirebon Regency. Data collection was conducted through an online questionnaire survey with 100 respondents, determined using the Slovin method with a margin of error of 10%. The results showed that the average tariff set by elf drivers was Rp3.038,46, while the majority of respondents were able to pay up to Rp 4.000,00. Before the pandemic, ease of access was considered quite good, but decreased during the pandemic due to operational restrictions and fleet reduction. User satisfaction levels have been stable, with the majority of respondents rating the service as adequate. These findings suggest that despite the pandemic, public acceptance of elf services remains high. Therefore, policies that support the sustainability of public transportation are needed, such as improving comfort, operational efficiency, and adjusting tariffs according to people's purchasing power. This has been proven in the field, with these improvements making it easier for people to access mobility and also having an impact on the regional economy.

Abstract

This study provides an original contribution by integrating multiple regional economic analysis tools to examine sectoral linkages and inclusive growth dynamics in the Rebana Metropolitan Area, a newly designated growth center in West Java. The research aims to identify base, prospective, and competitive sectors and to assess their implications for inclusive and balanced regional economic development. Using quantitative analysis of GRDP data from 2020–2023, the study applies Location Quotient, Dynamic Location Quotient, Klassen Typology, and shift-share analysis. The empirical results indicate that the manufacturing sector is simultaneously a base, prospective, and highly competitive sector, making it the main driver of economic growth in the Rebana Region. In contrast, other base sectors do not consistently show strong future prospects, while several supporting and service sectors demonstrate positive competitive dynamics, suggesting emerging economic diversification. These findings imply the need for an integrated development strategy that strengthens intersectoral and interregional linkages, upgrades socially important but less prospective sectors, and promotes a more equitable distribution of development benefits to support inclusive and sustainable economic transformation in West Java.
