Abstract

The construction service industry is an industrial sector with a high risk of work accidents. For this reason, implementing the Construction Safety Management System (SMKK) is expected to reduce the number of work accidents. Many Road Reconstruction construction projects are carried out without implementing the Construction Safety Management System (SMKK) following the rules referring to PUPR Minister Regulation Number 10 of 2021 concerning Construction Safety Management System Guidelines. This study aims to determine the implementation of the Construction Safety Management System (SMKK) on Cisempur – Budiwangi Road Reconstruction Activities, Cibalong District, Tasikmalaya Regency. The research was conducted in several places in the Budiwangi Road Reconstruction project, Cibalong District, Tasikmalaya Regency. This research is qualitative descriptive, with data obtained by observation, conducting interviews, and filling out checklists. The results of the study: 1). The level of implementation of the Construction Safety Management System (SMKK) with a percentage value of appropriate application of 67.44% and findings of nonconformity of 32.56% (Minor Category). 2). The factor causing the non-fulfillment of applications is the absence of processing documents and special formats for changes in the field that impact K3. 3) Response and improvement actions that can be taken are to create special procedures and formats related to changes that have implications for K3.

Abstract

Peningkatan kualitas perkerasan jalan merupakan kebutuhan penting untuk mendukung mobilitas dan perekonomian daerah. Penelitian ini bertujuan mengevaluasi kondisi perkerasan dan menentukan rencana pemeliharaan pada ruas Jalan Ciawi–Singaparna, Kabupaten Tasikmalaya, khususnya segmen STA 0+000–STA 5+000. Tiga metode penilaian digunakan, yaitu Pavement Condition Index (PCI) ASTM D6433, Indeks Kondisi Perkerasan (IKP) PD 01-2016-B, dan metode Bina Marga 1990. Survei lapangan dilakukan untuk mengidentifikasi jenis dan tingkat kerusakan, diikuti analisis statistik deskriptif, uji normalitas, serta uji perbedaan nilai menggunakan ANOVA. Hasil penelitian menunjukkan adanya perbedaan signifikan antar metode. PCI menghasilkan nilai kondisi yang lebih rinci berbasis karakteristik kerusakan, sedangkan IKP memberikan skor yang lebih ringkas dan aplikatif di lapangan. Metode Bina Marga cenderung menghasilkan penilaian lebih konservatif karena klasifikasi kerusakan yang lebih sederhana. Temuan ini menunjukkan bahwa tidak ada satu metode yang paling unggul untuk seluruh kondisi. Pemilihan metode penilaian dan strategi pemeliharaan jalan disarankan disesuaikan dengan kebutuhan teknis, tingkat detail data yang diharapkan, dan kondisi lapangan pada ruas studi.   Improving road pavement quality is a crucial requirement to support regional mobility and economy. This study aims to examine pavement conditions and determine maintenance plans on the Ciawi–Singaparna Road section, Tasikmalaya Regency, specifically the STA 0+000–STA 5+000 segment. Three assessment methods were used: the Pavement Condition Index (PCI) ASTM D6433, the Pavement Condition Index (IKP) PD 01-2016-B, and the Bina Marga 1990 method. A field survey was conducted to identify the type and extent of damage, followed by descriptive statistical analysis, normality tests, and ANOVA tests. The results showed significant differences between the methods. The PCI produced more detailed condition scores based on damage characteristics, while the IKP provided more concise and applicable scores in the field. The Bina Marga method tended to produce more classification assessments due to its simpler damage classification. These findings indicate that no single method is superior for all conditions. The selection of assessment methods and road maintenance strategies is recommended to be adjusted to technical needs, the level of data detail expected, and field conditions on the study section.
