Abstract

This study aims to examine the contribution of education policy and effective leadership to improving teacher performance and the quality of educational institutions in Indonesia. Using a qualitative approach based on a literature review of eight national journals, it was found that transformational and instructional leadership play an important role in building a positive work climate and improving teacher competence. Meanwhile, participatory and adaptive education policies have proven to be more effective than top-down approaches. The limitation of this study lies in its conceptual nature, which has not been empirically validated, but it offers an original contribution in the form of a systematic integration of leadership and education policy into a conceptual model. In conclusion, the harmonization of relevant policies and inspirational leadership is the key to successful improvement of education quality.

Abstract

ABSTRACT The purpose of this study was to analyze the methods of human resource development applied at SMAN 1 Setu, and to identify the challenges and opportunities faced in its implementation. The research method used a descriptive qualitative approach. The results of the study showed that human resource development through education and training at SMAN 1 Setu, Bekasi Regency, had a positive impact on improving the quality of teaching and teacher competence. With various methods applied, such as competency-based training, utilization of technology, and collaboration between educators, SMAN 1 Setu succeeded in improving the professional skills of teachers in various aspects. The challenges of limited budget and time are still obstacles that need to be solved. Human resource development in schools will be more optimal if supported by various related parties. Keywords: development, human resources, education, training, teaching staff ABSTRAK Tujuan penelitian ini untuk menganalisis metode-metode pengembangan SDM yang diterapkan di SMAN 1 Setu, serta mengidentifikasi tantangan dan peluang yang dihadapi dalam pelaksanaannya. Metode penelitian menggunakan pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa pengembangan SDM melalui pendidikan dan pelatihan di SMAN 1 Setu Kabupaten Bekasi berdampak positif dalam meningkatkan kualitas pengajaran dan kompetensi guru. Dengan berbagai metode yang diterapkan, seperti pelatihan berbasis kompetensi, pemanfaatan teknologi, serta kolaborasi antar tenaga pendidik, SMAN 1 Setu berhasil meningkatkan keterampilan profesional guru dalam berbagai aspek. Tantangan keterbatasan anggaran dan waktu masih menjadi hambatan yang perlu dicari solusinya. Pengembangan SDM di sekolah-sekolah semakin optimal apabila didukung berbagai pihak terkait. Kata kunci: pengembangan, sumber daya manusia, pendidikan, pelatihan, tenaga pendidik

Abstract

Zakat is one of the fundamental pillars of Islam that plays a vital role in shaping a just and prosperous society. Beyond its spiritual significance, zakat serves as a socio-economic mechanism aimed at eradicating poverty and reducing inequality. Historically, zakat has been systematically managed under state authority, beginning from the time of Prophet Muhammad (peace be upon him) and the Khulafa al-Rashidun. This study explores zakat from a political approach by examining its relationship with Islamic governance and state policy. Using a descriptive-qualitative method and literature review, this paper analyzes classical and contemporary Islamic sources to understand how zakat functions within a political framework. The findings suggest that zakat is not only a personal religious obligation but also has the potential to serve as a public policy instrument when institutionalized by the state. A political approach to zakat highlights that Islam does not separate moral values from governance; instead, it offers a comprehensive system that integrates ethical wealth distribution with state responsibility. Therefore, linking zakat with political authority is crucial for realizing the objectives of Sharia in addressing modern socio-economic challenges. Through such integration, zakat can contribute significantly to the development of a more equitable, ethical, and welfare-oriented society.
