Abstract

The legend of Meriam Puntung is a significant part of the oral tradition among the Malay community, serving as both a historical narrative and a medium for collective memory construction. This study explores how the legend has been transmitted across generations, its role in shaping historical consciousness, and the extent to which it reflects the identity of the Malay people. Using Jan Vansina’s oral tradition theory and Paul Connerton’s theory of collective memory, this research examines the dynamics of storytelling, the transformation of the narrative over time, and its function in preserving historical knowledge. Employing a qualitative approach, data were collected through in-depth interviews with cultural figures, textual analysis of historical sources, and field observations at the Meriam Puntung site. The findings reveal that the legend has undergone adaptations, influenced by sociopolitical changes, while maintaining its core symbolism of resistance and local identity. Furthermore, the study highlights how the site itself serves as a tangible anchor for collective remembrance, reinforcing historical continuity. This research contributes to the discourse on the interrelation between oral tradition and historical consciousness, emphasizing the role of storytelling in shaping collective memory and identity formation within the Malay cultural framework.

Abstract

Fenomena Sound Horeg di wilayah perkotaan Kabupaten Jember menimbulkan dualitas antara manfaat ekonomi dan gangguan lingkungan akibat kebisingan ekstrem. Penelitian ini bertujuan menganalisis persepsi masyarakat, mengukur tingkat adaptabilitas, serta merumuskan rekomendasi kebijakan pengelolaan berbasis keseimbangan sosial, budaya, dan lingkungan. Metode yang digunakan adalah mixed methods melalui observasi lapangan, kuesioner, wawancara semi-terstruktur, dan analisis spasial menggunakan buffer noise mapping. Hasil menunjukkan bahwa 72% masyarakat bersikap kontra dengan skor rata-rata >4,4, terutama karena faktor kebisingan yang melebihi 120 dB. Sementara itu, kelompok pro menilai Sound Horeg memberikan peluang ekonomi dan hiburan, namun tetap menuntut regulasi ketat. Rekomendasi kebijakan meliputi pembatasan volume maksimal 85 dB, pengaturan jam operasional 12.00–18.00, penetapan lokasi di ruang terbuka minimal 150 m dari permukiman, serta rebranding menjadi “Sound Karnaval” agar lebih berterima secara sosial. Hasil ini mendukung pencapaian SDG 3, 8, 11, dan 16 melalui tata kelola berkelanjutan yang menyeimbangkan kesehatan, ekonomi kreatif, budaya, dan ketertiban publik.   The phenomenon of Sound Horeg in urban areas of Jember Regency causes a duality between economic benefits and environmental disturbances due to extreme noise. This research aims to analyze public perceptions, measure the level of adaptability, and formulate management policy recommendations based on social, cultural, and environmental balance. The methods used were mixed methods through field observation, questionnaires, semi-structured interviews, and spatial analysis using buffer noise mapping. The results showed that 72% of the public were against it with an average score of >4.4, mainly due to noise factors exceeding 120 dB. Meanwhile, the pro group considers that Sound Horeg provides economic and entertainment opportunities, but still demands strict regulations. Policy recommendations include limiting the maximum volume to 85 dB, setting operating hours from 12.00 to 18.00, setting locations in open spaces at least 150 m from settlements, and rebranding to "Sound Karnaval" to be more socially acceptable.
