Abstract

Child marriage remains a pressing issue in Indonesia, particularly in traditional communities such as Tuban Regency, East Java. This study explores the role of PUSPAGA (Family Learning Center) as a government initiative in reducing the incidence of child marriage through premarital counseling for marriage dispensation applicants. Using a qualitative case study method, data were collected through observation, interviews, and documentation at the Department of Social Affairs, Women’s Empowerment, and Child Protection in Tuban. Findings reveal that most applicants are aged 15–18 and have low educational backgrounds, with economic hardship, premarital pregnancy, and cultural norms being the main drivers of early marriage. PUSPAGA plays a crucial role in assessing the readiness of prospective underage couples and educating families about the psychological, social, and legal consequences of early marriage. The counseling process also serves as a social intervention that challenges patriarchal values and strengthens family resilience. The study underscores the importance of preventive psychosocial services in protecting children’s rights and promoting gender-sensitive development.

Abstract

Fenomena pernikahan dini di Kabupaten Tuban masih marak terjadi dan sering dikaitkan dengan perilaku seksual pra nikah pada remaja. Keluarga sebagai lingkungan terdekat bagi remaja memiliki peran penting dalam membentuk perilaku serta pengambilan keputusan anak melalui pola asuh. Penelitian ini bertujuan memahami makna pengalaman pola asuh orang tua sebagaimana dimaknai oleh remaja yang menikah dini. Penelitian ini menggunakan pendekatan kualitatif fenomenologi dengan metode Interpretative Phenomenological Analysis (IPA) untuk mengeksplorasi pengalaman partisipan secara mendalam. Partisipan dalam penelitian ini berjumlah tiga orang remaja yang menikah di usia dini akibat perilaku seksual pra nikah. Pengumpulan data dilakukan melalui wawancara mendalam semi-terstruktur. Hasil penelitian menunjukkan bahwa pernikahan dini berkaitan dengan pola asuh orang tua yang tidak seimbang antara dimensi demandingness dan responsiveness. Ketidakseimbangan pola asuh tersebut menghambat perkembangan otonomi psikologis, regulasi diri, serta kemampuan remaja dalam  mempertimbangkan konsekuensi jangka panjang. Sehingga penting untuk menerapkan pola asuh yang seimbang antara tuntutan dan dukungan emosional sebagai upaya preventif dalam menekan resiko pernikahan dini pada remaja. Abstract The phenomenon of early marriage in Tuban Regency remains prevalent and is often associated with premarital sexual behavior among adolescents. As the closest environment for teenagers, the family plays a vital role in shaping their behavior and decision-making. This study aims to understand the meaning of parenting experiences as perceived by adolescents who marry early.This study employed a qualitative approach using Interpretative Phenomenological Analysis (IPA) to explore the participants’ lived experiences in depth. The participants consisted of three adolescents who entered early marriage due to a premarital pregnancy. Data were collected through semi-structured in-depth interviews. The findings indicate that the experience of early marriage among adolescents is associated with parenting styles characterized by an imbalance in the dimensions of demandingness and responsiveness. This imbalance hinders the development of psychological autonomy, self-regulation, and adolescents’ ability to consider long-term consequences. Therefore, it is important to implement a balanced parenting style between demands and emotional support as a preventive effort to reduce the risk of early marriage among adolescents.
