Abstract

Information globalization has placed Indonesia as part of the worlds information society, requiring the establishment of arrangements for the management of information and electronic transactions at the national level. In line with these developments, the internet has changed everything, from the way people think, communicate, connect, work, shop, to the pattern of people in making love. Sexual access can now be easily obtained, from contemporary pornographic content to online prostitution, produced and distributed massively and very quickly on the internet.The idea of sexuality that used to be taboo now obtains a space to discuss. Through the internet, sexuality is used as a recreational arena and a biological necessity as an essential outlet for desire and lust. As Foucault shows that sexuality is not merely a biological drive, but is a form of behavior and thoughts that are subordinated by power relations that are carried out for the purpose other objectives outside the interests of sexuality itself. It is this power that should be used as "social control", legal decisions, to government regulation of sexuality freedom on the internet. The purpose of this study is to find out how the reality of online prostitution is now growing and its relation to government arrangements. This study uses a virtual ethnographic method. The results showed that the Internet became a medium of online prostitution development that increases rapidly so that almost abandon the government power to regulate it.

Abstract

ABSTRAK Kegiatan perekonomian nasional serta tingginya arus globalisasi memberikan pengaruh yang signifikanterhadap perubahan pola perilaku masyarakat. Perilaku masyarakat modern kontemporer sebagai produk hasildari sumbangan konstruksi kemajuan teknologi, industrialisasi dan urbanisasi sehingga memunculkanberbagai permasalahan sosial. Salah satu dari masalah sosial yang menjadi perhatian pemerintah saat iniadalah seks bebas dan distribusi HIV/AIDS sebagai sebuah fakta sosial masyarakat modern yangmenakutkan. Tujuan dari penelitian ini untuk menganalisis impelementasi program penanggulangan seksbebas dan distribusi HIV/AIDS di Kabupaten Karawang serta kaitannya dengan kebijakan pemerintah dalammenanggulanginya. Hasil penelitian ini menunjukan bahwa setidaknya ada tiga kelemahan dalam penangananseks bebas dan distribusi HIV/AIDS di Kabupaten Karawang: Tidak adanya peraturan daerah yang khususuntuk menangani seks bebas serta penanggulangan dampaknya yakni penyebaran HIV/AIDS, banyaknyafaktor penghambat yang cukup dominan, serta minimnya dukungan publik dalam pelaksanaan penangananseks bebas dan penanggulangan distribusi HIV/AIDS

Abstract

Kamisan Action is a revolution of a symbolic social movement, on the delivery of demands for injustice in resolving human rights cases in Indonesia by the government. The need to view Kamisan Action as a social movement through the perspective of non-state actors, namely outside the structure of government or state. This study is based on: 1) The unresolved gross human rights violations in Indonesia; 2) The failure of the Indonesian government to resolve human rights violation cases; 3) Allegations that the government is making impunity efforts in resolving gross human rights cases in the past. The research method used is a qualitative case study. The analytical tool in this study uses the theory of social movement dynamics through the perspective of McAdam, McCarthy, and Zald, which consists of: 1) political opportunities (political opportunities); 2) mobilization structure (mobilization structure); and 3) cultural framing (cultural framing). The results of the study concluded that the political opportunities for the demands of the Kamisan action were getting smaller due to obstacles in the process of resolving the case. Then the efforts to mobilize the masses were successful, the Kamisan action masses had spread to various regions. However, the political mobilization carried out by the Kamisan action was still unable to resolve human rights cases in Indonesia. And finally, the framing of the Thursday action has succeeded in portraying its movement as a consistent symbolic action in fighting for the resolution of human rights cases in Indonesia. Then the movement against impunity became the image brought up by the Thursday action masses which was aimed at ensuring that human rights cases continue to run on the convention track. The handling of human rights cases that seemed to ignore the government killed the values ​​of good governance, where there must be open spaces for civil society, because in reality, in the process, democratic values ​​guarantee the rights of citizens.)
