Abstract

Pengabdian masyarakat ini bertujuan untuk mendata potensi sumber daya alam dan infrastruktur sebagai landasan pengembangan desa wisata edukatif berkelanjutan di Kampung Klaisu, Kabupaten Jayapura. Kampung Klaisu memiliki potensi wisata yang besar, seperti air terjun, keindahan alam "Negeri di Atas Awan", serta hasil pertanian unggulan seperti kakao, kopi, vanili, dan labu siam. Namun, kurangnya infrastruktur dan aksesibilitas menjadi kendala utama dalam pengembangan desa wisata. Melalui metode partisipatif, penelitian ini mengumpulkan data mengenai kondisi kampung dan mengidentifikasi berbagai faktor yang dapat mendukung keberlanjutan desa wisata, termasuk pemberdayaan masyarakat, penguatan rantai pasokan, serta strategi pemasaran berbasis digital. Hasil penelitian menunjukkan bahwa pengembangan wisata edukatif di Kampung Klaisu membutuhkan sinergi antara pemerintah, masyarakat, dan akademisi untuk meningkatkan aksesibilitas, infrastruktur, serta promosi wisata yang lebih luas.

Abstract

Community participation is a crucial element in the development of human resources (HR) in a region. This study aims to: 1) Identify and analyze the level of community participation in HR development in Keder Lama Village, West Coastal District, Sarmi Regency; and 2) Identify and analyze methods to enhance community participation in improving HR capabilities in the area. This research employs a qualitative approach with a descriptive method. Primary data were obtained through interviews with the Village Head and Community Leaders of Keder Lama Village, while secondary data were sourced from journals and scholarly articles. The findings indicate that the level of economic participation of the Keder Lama Village community in HR development is very good, with active involvement in various activities or training related to enhancing HR capabilities. There are three main methods to improve HR capabilities in Keder Lama Village: tutoring, training, and the opening of job opportunities for the community.

Abstract

Employee performance is a key determinant of public sector organizational effectiveness; however, evidence regarding the effect of work motivation and work discipline on performance remains inconsistent, particularly concerning the moderating role of incentive systems. This study aims to analyze the effect of work motivation and work discipline on employee performance and to examine the moderating role of the Employee Income Allowance (Tunjangan Penghasilan Pegawai, TPP) incentive at the Regional Development Planning, Research, and Innovation Agency (BAPPERIDA) of Papua Province. A quantitative approach was employed using Structural Equation Modeling based on Partial Least Squares (PLS-SEM) with SmartPLS version 4.1.1.2. Data were collected from 65 employees determined using the Slovin formula. The results show that work motivation had no significant effect on performance, whereas work discipline and the TPP incentive each had a positive and significant effect. The TPP incentive was found to moderate the effects of both motivation and discipline on performance, with a stronger moderating effect on work discipline. The model explained 62.8% of the variance in employee performance. These findings confirm that work compliance and incentive systems are more decisive for performance than motivation alone, positioning incentives as an enabling condition that channels motivation into actual performance. This study offers implications for designing incentive policies and performance improvement strategies in the public sector.
