Abstract

This study analyzes the role of the Smoke-Free Area Task Force (Satgas KTR)[1] in enforcing the Smoke-Free Area policy at the East Kutai Regent's Office, using a descriptive qualitative approach[8]. The results of the study indicate that the effectiveness of the implementation of the KTR Task Force still faces significant challenges, such as individual resistance[7], limited resources, and lack of strict sanctions. Although this policy contributes to increasing collective awareness of a healthy work environment, successful implementation requires capacity building strategies, facility support, and cross-sector collaboration.

Abstract

This study aims to analyze the role of the Protocol Section in facilitating the Regional Head's agenda, as well as identifying inhibiting and supporting factors that affect its performance. The research was conducted in the Protocol Section of Pasuruan City at the Regional Secretariat Office of Pasuruan City, Panggungrejo District, Pasuruan City, East Java Province. The data analysis technique in this study used descriptive qualitative analysis. This research found that the Pasuruan City Protocol and Leadership Communication Section has a strategic role in supporting the Regional Head's agenda and creating a positive image of the government. Based on Perwali Number 53 of 2022, this section has carried out the tasks of leadership facilitation, guest management, agenda preparation, and government communication. With an achievement of 90% of the annual target and completion of 107 out of 112 service requests, the effectiveness of this section's work is relatively high. The evaluation of the Regional Government Work Plan (RKPD) for the fourth quarter of 2024 also showed good performance, including budget management. However, challenges remain in improving human resources, SOP-based discipline, and optimizing regulations. Increased transparency, archive systems, and effective communication are needed to strengthen government professionalism. Regular evaluation and modern management are needed to improve the effectiveness and transparency of governance. This research is expected to help the Protocol and Communication Section of Pasuruan City Leaders improve human resources through continuous training, including event management, protocol, and readiness to face urgent situations. In addition, using technology can improve efficiency, communication, transparency, and governance accountability.

Abstract

This study aims to analyze the implementation of the regional regulation policy on Edu Sampah Cipta Kerja, as well as to identify the supporting and inhibiting factors. The research location was the Reduce-Reuse-Recycle Integrated Waste Management Site (TPST 3R) in Mulyoagung Village, Dau District, Malang Regency. The data analysis technique uses a qualitative method that collects, reduces, presents data, and draws conclusions interactively and continuously. The results showed that implementing the Edu Sampah Cipta Kerja program in Mulyoagung Village increased community understanding and participation in community-based waste management. Effective communication and policy transparency strengthened community involvement despite initial resistance. The bureaucratic structure in the TPST 3R managed by the Community Self-Help Group (KSM) is running well but requires operational consistency. Dispositional factors reflect the high commitment of relevant institutions, but policy sustainability still depends on financial and labor management. The main supporting factor is the synergy between the government and the community, while the biggest challenge is the limited operational workforce. Continued support and improvement of human resources are key to the sustainability of waste management in Mulyoagung Village. It is expected that the results of this study contribute to improving the effectiveness of the Edu Sampah Cipta Kerja program through continuous socialization, financial transparency, evaluation of the payroll system, and participatory monitoring for the sustainability of waste management in Mulyoagung Village.
