Abstract

This research investigates the integration of public transportation services in Surabaya City, focusing on the Suroboyo Bus and its feeder lines. Using spatial assessment techniques and graph theory, the study evaluates Node Connectivity (NC), Line Connectivity (LC), and Transfer Center Connectivity (TCC) index across 18 zones. Results show significant disparities in connectivity levels, with zones along the North-South corridor through central Surabaya consistently demonstrating high integration. In contrast, zones along the eastern ring road and the northeastern part of Surabaya show poor integration, revealing critical areas needing improvement. Factors such as zone density and the number of transit nodes influence these outcomes, underscoring the importance of balanced service distribution. The study emphasizes the necessity for future research to address imbalances and improve the overall efficiency of Surabaya City's public transportation network.

Abstract

Natural disasters pose a tangible threat that disrupts societal order, strains social systems, and leads to long-term psychological consequences. The communities living around Mount Semeru, who have coexisted with the constant risk of volcanic eruptions, present a compelling and important subject for study. This research aims to examine the post-eruption conditions of these communities and assess their level of psychosocial capacity, along with the contribution of various influencing factors. Psychosocial capacity was evaluated based on nineteen selected factors. Data collection was conducted through structured interviews with one hundred respondents from Supiturang and Sumberwuluh Villages in Lumajang Regency. Descriptive statistical analysis was employed to assess psychosocial capacity and to review the contribution of each factor in shaping the community’s overall resilience. The findings reveal that the community continues to experience post-traumatic disturbances and faces challenges in returning to normal life. The assessment results indicate that the psychosocial capacity of the community is at a moderate level, with a score of 0.542. Enhancing this capacity can be achieved through targeted interventions in several underperforming areas, including trauma recovery programs, disaster exposure experience, disaster education services, knowledge of eruption risks, and both self-efficacy and collective efficacy. This study is expected to contribute to the planning of sustainable post-eruption recovery strategies by integrating efforts to strengthen the psychosocial capacity of affected communities.

Abstract

Urban areas in Indonesia are increasingly exposed to seismic risk due to rapid urbanization and limited disaster risk reduction (DRR) integration in spatial planning. This study aims to reassess the institutional resilience of Surabaya City to earthquake disasters using the Climate and Disaster Resilience Initiative (CDRI) framework. A mixed-method approach was employed, combining stakeholder-based surveys and in-depth interviews with representatives from government, academia, civil society, and the private sector. The assessment covered five institutional indicators: DRR mainstreaming, crisis management effectiveness, knowledge dissemination, multi-actor cooperation, and governance. The results show that while Surabaya has demonstrated improvements in technical capacity, public outreach, and emergency response readiness, significant weaknesses remain in strategic planning, inter-agency coordination, and the use of localized hazard data. The city lacks a comprehensive disaster management plan, a functional early warning system, and fully operational contingency frameworks. Despite these limitations, Surabaya excels in emergency communication, community-based awareness programs, and operational response through units such as Command Center 112 and TRC Petir. The overall institutional resilience index indicates moderate progress, with urgent needs for data-based planning, inclusive collaboration, and capacity-building at the local level. These findings highlight the importance of embedding DRR into long-term urban governance and the need for anticipatory and participatory resilience strategies tailored to the city’s seismic risk context.
