Abstract

The principle of meritocracy is an important foundation for professional, accountable, and integrity-based governance. However, in the Indonesian context, the implementation of this principle still faces various challenges, both structurally, culturally, and institutionally. Although the bureaucratic reform agenda has been rolled out, the integration of meritocracy into public policy has not been optimal. Therefore, a systematic study is needed to evaluate the practice of meritocracy in order to identify achievements, obstacles, and opportunities for strengthening merit-based policies. This study aims to evaluate the practice of meritocracy in public policy in Indonesia through a Systematic Literature Review (SLR) approach combined with bibliometric and psychometric analysis. This study reviews various research results from 2015-2024 obtained from the Scopus and Dimensions databases. Selection was based on publication quality, topic relevance, and full-text availability in Indonesian and English. The study results show a thematic focus on bureaucratic reform, public human resource management, and performance-based governance. Bibliometric mapping shows that meritocracy research is still scattered and has not been optimally integrated across sectors. Psychometric approaches are also rarely used, especially in developing instruments for measuring perceptions and practices of merit at the organizational and individual levels. The study's conclusions emphasize the importance of strengthening meritocracy through a multidimensional evaluative approach. Psychometric instruments are needed that are contextual and sensitive to the culture of public organizations in Indonesia. Furthermore, cross-disciplinary collaboration, the use of information technology, and consistent institutional reform are prerequisites for realizing effective meritocratic policies. These findings are expected to form the basis for formulating more adaptive and justice-oriented public policies and improving public service performance.

Abstract

This study aims to examine the effectiveness of regional economic development planning as outlined in the 2024–2029 Regional Medium-Term Development Plan (RPJMD) of West Nusa Tenggara Province. The study focuses on three regional development priority sectors, namely poverty alleviation, food security enhancement, and tourism development as strategic sectors supporting regional economic growth. A qualitative approach with a descriptive method was employed to gain an in-depth understanding of the implementation of regional development planning. Data were collected through in-depth interviews, field observations, and document analysis of the RPJMD, regional government reports, data from the Central Statistics Agency (BPS), and relevant scientific literature. Informants were selected using purposive sampling and included officials from the Regional Development Planning Agency (Bappeda) of West Nusa Tenggara Province as well as academics with expertise in development planning. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which consists of data condensation, data display, and conclusion drawing. The findings indicate that the economic development planning contained in the West Nusa Tenggara RPJMD 2024–2029 has been systematically and integratively designed through an inclusive development approach based on local potential. Poverty alleviation policies have demonstrated positive progress, as reflected in the decline in the number of people living in poverty during the 2024–2025 period. In terms of food security, development policies have focused on improving food production, distribution, and downstream processing, although regional disparities remain evident. Meanwhile, the tourism sector has contributed to local economic growth through the development of tourism villages and the strengthening of community-based creative economies. The effectiveness of development planning is influenced by bureaucratic capacity, the quality of development data, inter-agency coordination, community participation, and the availability of regional financing support.

Abstract

In Central Lombok Regional Regulation No. 35 of 2022 concerning the Implementation of Public Service Malls (MPP), which aims to provide fast, affordable and transparent services. The implementation of this MPP is under the auspices of the Department of Investment and One Stop Integrated Services (DPMPTSP) and in this research the focus is on licensing services at DPMPTSP through Public Service Mall innovation.This research aims to find out how licensing services are implemented at DPMPTSP through the Central Lombok Public Service Mall innovation and what factors influence it. The research approach used in this research is a qualitative descriptive research approach where the research results are obtained from interviews with service heads, service secretaries, MPP managers, DPMPTSP staff, service officers, and permit applicants. The results of this research found that the implementation of licensing services at the One Stop Investment and Integrated Services Service (DPMPTSP) through the Central Lombok Regency Public Service Mall innovation has gone as expected. This can be seen from the researcher's analysis using indicators of communication, resources, disposition and bureaucratic structure. Good communication between organizers and permit applicants is carried out through socialization both online and offline. Human resources are sufficient to carry out services, but after one year they experience obstacles due to a lack of human resources due to the increase in visitors. A clear disposition with standards that have been determined in accordance with statutory regulations. The bureaucratic structure that has been determined will simplify the licensing service process because it runs according to the SOP that has been determined. The combination of these four aspects means that the implementation of licensing services can be carried out properly. These four indicators are also included in what factors influence them. In implementing this policy there are also influencing aspects, namely: Initial information, licensing process, customer service, security, evaluation.
