Abstract

Poverty is a structural problem that is still a major challenge in underdeveloped areas such as Sumba Island. The purpose of this research is to analyze how government spending in the education and health sectors affects the Human Development Index, as well as to explore its effect on poverty levels. This study uses a quantitative method with panel data covering four districts on Sumba Island during the period 2019 to 2024. The data used was obtained from the official report of the Central Statistics Agency and the Regional Revenue and Expenditure Budget document. The analysis in this study was carried out using panel data regression through a fixed-effect approach, which was determined based on the results of the Chow and Hausman test. The results obtained show that government spending on the education and health sectors has a positive and significant impact on the increase in the Human Development Index. In addition, the Human Development Index has a negative and significant effect on the poverty rate. These findings indicate that increased investment in basic services such as education and health is likely to drive human development and reduce poverty rates. Therefore, local governments need to focus budget policies on these sectors in a more targeted and sustainable manner.

Abstract

ABSTRAKKemiskinan merupakan permasalahan kompleks yang melibatkan berbagai faktor, termasuk pendidikan dan kesehatan. Penelitian ini bertujuan untuk menganalisis pengaruh tingkat pendidikan dan akses kesehatan terhadap kemiskinan di Kecamatan Kambera, Kabupaten Sumba Timur, Provinsi Nusa Tenggara Timur. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif-analitis. Data diperoleh melalui survei terhadap 100 responden yang dipilih secara acak dan dianalisis menggunakan regresi linier berganda dengan bantuan software SPSS. Hasil penelitian menunjukkan bahwa tingkat pendidikan kepala keluarga memiliki pengaruh signifikan terhadap kemiskinan. Temuan ini mendukung teori human capital dan menekankan pentingnya pendidikan serta akses layanan kesehatan dalam upaya pengentasan kemiskinan. Namun, tantangan seperti keterbatasan infrastruktur, tenaga pengajar, dan tenaga medis di Kecamatan Kambera memerlukan perhatian lebih dalam perencanaan kebijakan. Hasil penelitian ini memberikan kontribusi penting dalam strategi pembangunan untuk mengurangi kemiskinan secara berkelanjutan di daerah tertinggal.Kata Kunci: pendidikan; kesehatan; kemiskinan; regresi; pembangunan.ABSTRACTPoverty is a complex problem involving various factors, including education and health. This study aims to analyze the influence of education level and access to health on poverty in Kambera District, East Sumba Regency, East Nusa Tenggara Province. This study uses a quantitative method with a descriptive-analytical approach. Data was obtained through a survey of 100 randomly selected respondents and analyzed using multiple linear regression with the help of SPSS software. The results showed that the level of education of the head of the family had a significant influence on poverty. These findings support the theory of human capital and emphasize the importance of education and access to health services in poverty alleviation efforts. However, challenges such as limited infrastructure, teaching staff, and medical personnel in Kambera District require more attention in policy planning. The results of this study make an important contribution to development strategies to reduce poverty sustainably in disadvantaged areas.Keywords: education; health; poverty; regression; development.
