Abstract

The purpose of this study was to determine the extent to which the quality of human resources affects the management of BUMDes in Salo Dua Village, Enrekang Regency. This research involved 43 respondents who served as both the population and the sample because it used the saturated sample method. The research approach applied was descriptive quantitative. Data collection was conducted through observation, literature review, and questionnaire distribution. Data analysis was conducted by applying validity and reliability tests using IBM SPSS Statistics version 21.0 software. The findings of this study indicate that 61% of the human resource quality variable falls into the “not good” category, and 64% of the BUMDes management variable also falls into the “not good” category. Factors that influence the quality of human resources in BUMDes management include motivation (68%), work environment (62%), and social skills (58%). Overall, the quality of human resources and BUMDes management in Salo Dua Village were found to have a significant influence. The ANOVA analysis results in a calculated F value of 1284,138 with a significance of 0.000, which means that the influence of the independent variables is significant. The partial t test also shows that the calculated t value (35.329) exceeds the t table value (1.683), which indicates that the quality of human resources has a significant influence on the management of BUMDes in Salo Dua Village, Enrekang Regency.

Abstract

This research examines the challenges in implementing e-government services in Bulo Village, which uses the SIBERAS application to improve accessibility and transparency of public services. Although this application is designed to facilitate community access to services, there are various obstacles to its acceptance and utilization. The main objective of this study is to analyze the factors that influence the acceptance of SIBERAS services using the UMEGA model. The approach used in this research is quantitative, with data collection through questionnaires distributed to 112 active users of SIBERAS. The data collected was then analyzed using SPSS software. The results showed that performance expectations, effort expectations, and social influence have a significant positive relationship with user attitudes toward SIBERAS services. In addition, facilitating conditions and user attitudes affect the intention to continue using this service. This study indicates that technology acceptance in rural areas is influenced more by perceived benefits and ease of use than by risk or infrastructure readiness concerns. Therefore, practical factors such as ease of access and direct benefits from using the application have a greater influence in driving technology adoption than other risk or facility readiness issues

Abstract

This research provides an empirical contribution to the strengthening of strategic governance-based innovation policies, and can serve as a practical reference for other regions facing similar innovation problems. This study aims to analyze the effect of local government management strategies on increasing regional innovation in Sidenreng Rappang Regency. Using a quantitative approach with descriptive methods, data was collected through observation, questionnaires, and literature studies from 39 respondents at Bapperida. The results of validity and reliability tests showed that the instruments used were valid and reliable. Regression analysis revealed that planning, organizing, directing and supervising have a positive and significant effect on regional innovation (R² = 0.811). The t-test and F-test reinforced that all independent variables simultaneously contributed significantly. These findings support George R. Terry's theory and the Regional Innovation System approach that emphasizes the importance of managerial synergy in public governance. The practical implications of the results emphasize the need for strategic integration of management functions to strengthen regional innovation capacity. However, the limitations of the study lie in the scope of the region and the quantitative approach that has not captured contextual aspects thoroughly. It is recommended for future research to use a mixed methods approach and a wider area coverage for more in-depth and generalizable results.

Abstract

Catastrophic Health Expenditure (CHE) is an important indicator for assessing the effectiveness of financial health protection, particularly in safeguarding households from excessive health-related expenditures. In Indonesia, the Contribution Assistance Program (PBI) of BPJS Kesehatan is designed as a social protection instrument for poor and vulnerable populations, especially those living in rural areas. This study aims to analyze the effect of PBI membership on the risk of experiencing CHE among households in Sumpang Mango Village. The study employs a quantitative explanatory approach with a cross-sectional design, in which households participating in the PBI program serve as the unit of analysis. Data were collected through a household survey and analyzed using binary logistic regression with the assistance of SmartPLS 3. The analysis also incorporates household income, household size, and health service utilization as control variables. The findings indicate that PBI membership has not been fully effective in significantly reducing the risk of CHE. In contrast, household size and the utilization of health services have a positive and significant effect on the likelihood of experiencing CHE. Meanwhile, household income does not show a significant association with CHE risk. These findings suggest that financial health protection at the village level is not determined solely by health insurance coverage but is also influenced by household structural characteristics and patterns of health service utilization. Therefore, strengthening social protection policies that are more responsive to local conditions and needs is essential to reducing the risk of CHE in rural communities.
