Abstract

Zakat plays an important role in public finance. The “public” concept of zakat makes it a special institution. Zakat is imposed on the Muslim public and is channeled back only to the Muslim public. Zakat also has a political and ritual character. Especially related to property that can be easily hidden. This also explains why Abu Bakr did not fight those who avoided zakat on money. He did not want to enter an area that was not his territory. In terms of hidden wealth, the people are free to carry out this obligation or not. In other words, this is their business with Allah. The concept of real and hidden wealth determines the political and ritual character of zakat and also determines the changing role of the government in using its political power. These are some important points that are discussed in the book al-Amwal by Abu Ubaid.

Abstract

Asbtrak Studi ini menyelidiki bagaimana inovasi produk dalam pasar modal syariah berdampak pada peningkatan inklusi keuangan di Indonesia. Metode yang menggunakan pendekatan kualitatif deskriptif. Data yang digunakan sebagai sumbernya adalah data primer dari wawancara dengan investor ritel, pelaku industri, dan regulator, serta data sekunder dari laporan resmi dari Otoritas Jasa Keuangan dan Kementerian Keuangan. Penelitian menunjukkan bahwa produk baru seperti sukuk ritel, green sukuk, reksa dana syariah online, dan platform crowdfunding syariah dapat membuat investasi syariah lebih mudah bagi masyarakat. Digitalisasi memperluas jangkauan, meningkatkan transparansi, dan mengurangi hambatan modal awal. Tantangan utama tetap terletak pada kepercayaan investor terhadap produk baru dan kurangnya pengetahuan keuangan syariah. Oleh karena itu, pemerintah, OJK, dan fintech syariah harus bekerja sama untuk meningkatkan edukasi, regulasi, dan inovasi berkelanjutan. Kata kunci: Inovasi Produk, Pasar Modal Syariah, Inklusi Keuangan, Sukuk Ritel, Crowdfunding Syariah   Abstract This study investigates how product innovation in the Islamic capital market impacts financial inclusion in Indonesia. The method used is a descriptive qualitative approach. The data sources used are primary data from interviews with retail investors, industry players, and regulators, as well as secondary data from official reports from the Financial Services Authority (OJK) and the Ministry of Finance. The research shows that new products such as retail sukuk, green sukuk, online Islamic mutual funds, and Islamic crowdfunding platforms can make Islamic investment more accessible to the public. Digitalization expands reach, increases transparency, and reduces initial capital barriers. Key challenges remain investor confidence in new products and a lack of Islamic financial knowledge. Therefore, the government, the Financial Services Authority (OJK), and Islamic fintech companies must collaborate to improve education, regulation, and continuous innovation. Abstract

Abstrak Perkembangan fintech syariah telah membawa perubahan besar dalam praktik muamalah kontemporer. Sekarang, transaksi ekonomi diatur oleh algoritma dan sistem digital selain akad konvensional. Tujuan dari penelitian ini adalah untuk menjelaskan bagaimana nilai-nilai akhlak muamalah, terutama amanah (kepercayaan) dan keadilan, diubah dan digunakan dalam ekosistem keuangan digital syariah. Studi ini menyelidiki arti dan pengalaman pengguna, pengembang aplikasi, dan regulator fintech syariah di Kota Cirebon dengan menggunakan pendekatan kualitatif interpretatif berbasis paradigma hermeneutik Islam. Fatwa DSN-MUI, pedoman OJK, dan kode etik internal perusahaan fintech syariah adalah sumber data yang dikumpulkan melalui observasi digital, wawancara. Hasil penelitian menunjukkan bahwa kejujuran pribadi dan transparansi algoritmik adalah nilai amanah digital. Namun demikian, nilai keadilan (ʿadl) dapat digambarkan sebagai akses yang adil ke layanan keuangan syariah, sistem pembiayaan yang adil, dan mekanisme risiko yang proporsional. Namun demikian, penelitian juga menemukan adanya konflik antara keberhasilan teknologi dan prinsip maqāṣid al-syarī‘ah, terutama dalam hal kejelasan akad, keaslian niat, dan akuntabilitas moral dalam transaksi otomatis. Studi ini membantu mengembangkan konsep "Akhlak Muamalah Digital", yang merupakan interpretasi nilai-nilai moral Islam ke dalam praktik ekonomi yang menggunakan teknologi. Sementara secara teoretis memungkinkan kita untuk lebih memahami etika keuangan Islam di era digital, secara praktis menawarkan saran kepada pengembang dan regulator fintech syariah untuk membuat sistem yang berkeadaban dan sesuai dengan peraturan digital. Kata Kunci: akhlak muamalah, amanah, keadilan, fintech syariah, ekonomi digital Islam, dan hermeneutik Islam.    Abstract The development of Islamic fintech has brought about significant changes in contemporary muamalah practices. Now, economic transactions are governed by algorithms and digital systems in addition to conventional contracts. The purpose of this study is to explain how muamalah (business ethics) values, especially amanah (trust) and justice, are transformed and utilized within the Islamic digital financial ecosystem. This study investigates the meaning and experiences of users, application developers, and Islamic fintech regulators in Cirebon City using an interpretive qualitative approach based on the Islamic hermeneutic paradigm. The DSN-MUI Fatwa, OJK guidelines, and the internal code of ethics of Islamic fintech companies are data sources collected thru digital, observation, interviews, and documentanalysis. The research results indicate that personal honesty and algorithmic transparency are digital trust values. However, the value of justice (ʿadl) can be described as fair access to sharia financial services, a just financing system, and proportional risk mechanisms. However, the research also found conflicts between technological success and the principles of maqāṣid al-syarī‘ah, particularly in terms of contract clarity, sincerity of intention, and moral accountability in automated transactions. This study helps develop the concept of "Digital Muamalah Ethics," which is an interpretation of Islamic moral values into economic practices that utilize technology. While theoretically allowing us to better understand Islamic financial ethics in the digital age, practically it offers suggestions to sharia fintech developers and regulators for creating systems that are civilized and compliant with digital regulations.Keywords: Business ethics, trust, justice, Islamic fintech, Islamic digital economy, and Islamic hermeneutics.

Abstract

This study analyzes the mechanism of money creation in Islamic financial institutions by highlighting its relationship to the principle of prudence and the intermediation function. The research background is based on the growth of Indonesia's sharia capital market which by 2025 will reach a capitalization of IDR 5,060 trillion, but still faces conceptual challenges regarding how money is created according to the principles of maqashid al-shariah. The method used is Systematic Literature Review (SLR) with PRISMA guidance on 38 relevant scientific articles. The results of the study show that money creation in the sharia system only occurs through real asset-based economic activities, in contrast to the conventional system that relies on credit and interest expansion. The intermediation function is carried out through partnerships that prioritize proportional sharing of risk and profit, while the prudential principle ensures that monetary expansion remains under control. In addition, research has found that sharia contracts such as murabahah, mudarabah, and musharakah play a role in encouraging productive money circulation while suppressing speculative activities. This study concludes that the integration between the moral and economic dimensions forms a just, stable, and sustainable Islamic monetary paradigm. These findings make a conceptual contribution to strengthening Islamic financial policy in Indonesia, especially in formulating a monetary regulatory framework that is in line with the principles of distributive justice, transparency, and protection of the stability of the national financial system.
