Abstract

Educators and education personnel (PTK) play a crucial role in the implementation of quality education. To support this strategic role, the Indonesian Government has established various policies, such as Law Number 14 of 2005 concerning Teachers and Lecturers and Government Regulations concerning National Education Standards, which aim to strengthen the professionalism, welfare, and performance of PTK. This study aims to examine the form and substance of government policies regarding PTK, evaluate their implementation in the field, and analyze supporting and inhibiting factors in their implementation. Through a qualitative approach, this study found that although the policy has had a positive impact on improving the quality of education, various challenges such as uneven distribution of teachers, limited training, and resistance to change are still significant obstacles. Supporting factors such as routine training, utilization of technology, and principal supervision have proven to be able to strengthen the effectiveness of policy implementation. Therefore, continuous evaluation, cross-sector synergy, and policy adjustments are needed so that the goal of improving the quality of national education can be achieved evenly and sustainably. ABSTRAKPendidik dan tenaga kependidikan (PTK) memegang peranan krusial dalam penyelenggaraan pendidikan berkualitas. Untuk mendukung peran strategis ini, Pemerintah Indonesia telah menetapkan berbagai kebijakan, seperti Undang-Undang Nomor 14 Tahun 2005 tentang Guru dan Dosen serta Peraturan Pemerintah terkait Standar Nasional Pendidikan, yang bertujuan memperkuat profesionalisme, kesejahteraan, dan kinerja PTK. Penelitian ini bertujuan untuk mengkaji bentuk dan substansi kebijakan pemerintah mengenai PTK, mengevaluasi implementasinya di lapangan, serta menganalisis faktor pendukung dan penghambat dalam pelaksanaannya. Melalui pendekatan kualitatif, studi ini menemukan bahwa meskipun kebijakan telah membawa dampak positif terhadap peningkatan kualitas pendidikan, berbagai tantangan seperti distribusi guru yang tidak merata, keterbatasan pelatihan, dan resistensi terhadap perubahan masih menjadi hambatan signifikan. Faktor-faktor pendukung seperti pelatihan rutin, pemanfaatan teknologi, dan supervisi kepala sekolah terbukti mampu memperkuat efektivitas implementasi kebijakan. Oleh karena itu, diperlukan evaluasi berkelanjutan, sinergi lintas sektor, serta penyesuaian kebijakan agar tujuan peningkatan mutu pendidikan nasional dapat tercapai secara merata dan berkelanjutan.

Abstract

In today's competitive era of globalization, management plays a strategic role in optimizing the performance of Islamic educational institutions to produce high-quality human resources. This study aims to examine the implementation of management functions—particularly the planning function—and their contribution to achieving educational goals. The planning function, which includes needs identification, vision and mission setting, goal determination, and evaluation, has been shown to enhance institutional effectiveness through optimal resource utilization, clear direction, and adaptability to change. Additionally, this research highlights the importance of leadership, innovative learning strategies, and the integration of technology as key factors in the success of educational management. Despite facing various challenges such as limited resources and resistance to change, educational institutions can overcome these obstacles through appropriate managerial strategies, stakeholder engagement, and continuous improvement. The findings of this study are expected to contribute to the development of more effective and responsive management practices within the context of Islamic educational institutions in Indonesia.
