Abstract

Munculnya pandemi Covid 19 selama dua tahun terakhir, telah berdampak kepada penurunan keadaan sektor ekonomi Indonesia yang merupakan konsekuensi dari kebijakan pembatasan kegiatan sosial yang dikeluarkan pemerintah. Sektor informal UMKM yang ditetapkan oleh pemerintah sebagai tulang punggung ekonomi negara, saat pandemi covid 19, menjadi sektor yang paling banyak mengalami kebangkrutan. Adanya perintah Presiden Joko Widodo untuk melibatkan TNI dalam pemulihan ekonomi dengan memprioritaskan sektor UMKM sebagai tulang punggungnya yang didukung dengan pemanfaatan teknologi informasi. Tujuan yang ingin dicapai dalam tulisan ini adalah untuk mengetahui dan menganalisa literasi digital aparat teritorial yang ada saat ini dan untuk mengetahui dan menganalisa optimalisasi literasi digital aparat teritorial dalam membantu pemerintah daerah guna mewujudkan masyarakat yang mandiri dan sejahtera. Metode yang digunakan dalam tulisan ini adalah metode deskriptif kualitatif, dengan pendekatan induktif. Informan yang digunakan untuk mendukung data adalah para yang pernah menjabat dandim, danramil dan perwira staf teritorial. Validitas data dilakukan dengan menggunakan trianggulasi narasumber dengan tehnik analisa data menggunakan SWOT. Hasil penelitian dapat disimpulkan Pertama, kondisi literasi digital dari aparat yang ada di satuan TNI AD secara umum masih belum optimal. Hal ini ditandai dengan kemampuan aparat teritorial yang hanya menggunakan secara terbatas media sosial. Kedua, belum adanya program, menyebabkan optimalisasi literasi digital khususnya e-comerce bagi aparat teritorial dalam membantu Pemerintah daerah Guna mewujudkan masyarakat yang mandiri dan sejahtera belum maksimal. Peran tersebut masih dalam taraf membantu Pemerintah Daerah untuk pendataan dan pengamanan penyaluran dana program untuk meningkatkan kesejahteraan masyarakat. Disebabkan adanya kondisi literasi digital aparat teritorial yang masih sangat minim sehingga belum mampu memberikan pendampingan terhadap UMKM.

Abstract

This research is motivated by the mandate of the TNI Law No. 34 of 2004 which has been implemented by the Military Academy to take a positive role and contribute to building the life of the nation and state through the management of the training area of Cadets/cadets of the Military Academy. The purpose of this study is to determine the action program of manunggal Military Academy and the community and what factors are driving and inhibiting it in supporting defense in Jogomulyo Village, Tempuran District, Magelang regency. The research methods used are qualitative methods with primary informants coming directly from the head of Akmil and staff, village communities, community leaders, village officials, Babinsa and Babinkamtibmas. From the results of research conducted, it was concluded that the action of the Military Academy unity with the community in the Jogomulyo Village training area was carried out through various activities, namely Karya bakti, Prodi community service and social service. The main key driving factor in the success of the program to support defense is the commitment of the entire leadership of the Military Academy to always establish unity with the community through various empowerment to improve the welfare of the community in the Cadet Training Area. The main inhibiting factor is that until now there is still the impression that the Akmil activities carried out are only temporary so that the village government and the community are less convinced that the activities of aksi manunggal Akademi Militer can help improve welfare, although field data show a large public response and enthusiasm for this activity

Abstract

The research entitled factors that influence the success of development in the village of Sanahakan Kaloran District, Temanggung Regency. The success of Sanahakan village in carrying out development so that it can improve the welfare of its people who were once famous for their economic limitations. Therefore, the problems to be answered in this study are 1) How is the implementation of development carried out in kwarakan village, Kaloran District, Temangggung Regency?, 2) What is the development implementation strategy in Sanahakan village, Kaloran District, Temanggung Regency. and ) what are the factors that affect the success of the implementation of development in the village of Sanahakan, Kaloran District, Temanggung Regency. The theory used in this study is the theory of village development based on experts and applicable regulations. Meanwhile, the method used is descriptive qualitative method with data collection techniques through observation, interview, and documentation.with informants from the village head, the community and the sanity Village apparatus, purposive snowball sampling was carried out. From the results of the study showed the conclusion that first, the implementation of development in the village of sanity is carried out in accordance with Law No. 6 on the village and regulation of the Minister of Home Affairs No. 114 of 2014. The weakness of this is the finding of various difficulties in understanding and explaining it at a practical level, especially for village governments and communities, so that there are still many differences in views of village officials in understanding a regulation, so that in its implementation there are variations between one village and another. Second, the strategy implemented in the development of sanity village is the creation of spatial planning, empowerment of village-owned enterprises (BUMDes), improvement of human resources (HR), IT and effective communication between institutions. Third, the factors that influence the success of development in Sanity village are human resources (HR) factors,namely the competence of the village head to lead and communicate with various parties and move various existing village institutions so that the village vision to realize a prosperous, religious and cultured society is achieved.
