Abstract

Police officers' culpa in carrying out their duties has a serious impact on the justice system and the accountability of the police institution. This study analyzes the case of Decision No. 55/Pid.B/2024/PN Plk to evaluate the legal process in dealing with the culpa of officers that led to death and serious injury. The results showed that the lenient verdict against the defendant did not reflect substantive justice and created a crisis of public confidence in the legal system. Lack of transparency in investigations and weak regulations on the use of force in the police force exacerbate this situation. Inequality in law enforcement between officers and civilians exacerbates injustice in the criminal justice system. In recent years, a number of cases involving members of the police as perpetrators of crimes, especially those related to violence, have reduced the positive image of the police in the eyes of the public. One of the most prominent cases was a shooting committed by a police officer in Palangkaraya, Central Kalimantan, which involved culpa and abuse of authority. From 2023 to 2025, two shooting incidents involving members of the National Police occurred in this region, with most of the victims being civilians. These cases illustrate not only individual errors in the performance of duties, but also weaknesses in POLRI's internal control system. These shootings by police officers raise questions about causal factors, such as culpa in supervision, abuse of authority, mental health problems, and inability to manage emotions under pressure. Therefore, reforms in oversight mechanisms, increased transparency in the judiciary, and strengthened regulations related to police accountability are needed to ensure fairer law enforcement. In addition, protection for victims must be strengthened so that justice is not only oriented towards the perpetrators but also towards the rights of victims and their families. Legal reforms should include improvements to police operational standards so that the use of force remains in accordance with the principles of human rights and the rule of law. These reforms are expected to make the criminal justice system more effective in enforcing the law fairly and increase public confidence in the police institution.

Abstract

General elections are a manifestation of popular sovereignty as stipulated in the 1945 Constitution of the Republic of Indonesia, which is carried out directly, publicly, freely, confidentially, honestly and fairly. An election process that takes place with integrity is essential to ensure the legitimacy of the outcome and to maintain public confidence in the democratic system. However, abuse of voting rights, such as voting more than once at one or more polling stations, is one form of serious violation that can undermine the integrity of elections. This study aims to explore the role of the Election Supervisory Agency (Bawaslu) of Palangka Raya City in maintaining the validity of ballots in the Presidential, Vice Presidential, and Legislative Elections, as well as examining the supervisory strategies implemented to deal with violations committed by certain individuals. By using a systematic monitoring approach, strict law enforcement, and socialization related to violations in elections, Bawaslu is expected to ensure the implementation of elections that are fair, democratic, and in accordance with applicable legal principles. This research provides an in-depth description of the efforts made by Bawaslu in strengthening the election supervision process to prevent fraudulent practices and ensure the sustainability of a healthy democracy.

Abstract

Abstract The constant activation of effective mobile-assisted language learning applications is deemed a necessary step to respond to the dynamic changes in modern communicative learning enterprises. Previous researchers believed that with the accompaniment of sophisticated digital learning media, language learners can potentially transform into more proficient communicators as they have mastered a wide variety of useful language expressions and words to be efficiently integrated into their communication enterprises. This small-scale library study attempted to investigate the usefulness of the ELSA application in empowering EFL learners’ pronunciation skills. As pronunciation is an inseparable element related to the insistent development of communicative skills, the researcher initiated this investigation to encourage second language educators to be more open-minded and technologically literate in utilizing a vast range of relevant technological learning platforms to improve their learners’ speaking proficiency. To achieve the aforesaid study objective, the researcher employed a thematic analysis approach while analyzing the findings from 30 previous ELSA application journal articles. A thematic analysis approach helped the researcher to yield more accurate, robust, and relevant findings as identical findings were grouped into some main themes. The thematically-categorized findings disclosed that the ELSA application enhanced EFL learners’ pronunciation accuracy and pronunciation learning autonomy. Keywords: MALL, EFL learners, pronunciation, library study, thematic analysis

Abstract

Advances in human intelligence have shaped new patterns of behavior, one of which is the habit of making transactions. Transactions take place everywhere, including minimarkets. As a result, competition and large-scale marketing promotions have emerged as solutions to retain customers. Shopping points have become a solution that has unique economic appeal for consumers. This phenomenon has opened up new motives for criminal acts. This study examines the phenomenon of minimarket employees taking over consumer shopping points as a form of fraudulent act that can be criminalized. The focus of the study is on the position of shopping points as economic assets that have exchange value and the construction of criminal liability for the perpetrators. The results of the study show that shopping points are intangible digital assets that have economic value, so legally they are the property of consumers that must be protected. Juridically, the actions of these employees fulfill the elements of criminal fraud as regulated in Article 495 of Law Number 1 of 2023 concerning the Criminal Code. Law enforcement against this practice recommends strict measures by minimarkets as a form of consumer protection within the company, and recommends the imposition of criminal sanctions if this action occurs repeatedly under the provisions of the New Criminal Code in order to provide a deterrent effect and ensure legal certainty in the retail sector.
