Abstract

This study is based on the relaxation of licensing policies that have not been running effectively in the One-Stop Integrated Services Investment Office (DPMPTSP) of Warakas Village, Tanjung Priok District, North Jakarta. Services that have not been effective due to the handling of employees to the community has not been running smoothly and the existing infrastructure is not adequate. The purpose of this study was to determine and analyze how effective the implementation of public service policies in the Investment Office with a One-Stop Integrated Service model (DPMPTSP) Warakas Village, Tanjung Priok District, North Jakarta. To further analyze what are the obstacles that occur in the implementation of these policies and what efforts or solutions are made to overcome these obstacles. The theory used to dissect this problem is translated into four dimensions, namely communication, resources, disposition and this research is descriptive with a qualitative approach. The results showed that the relaxation policy in general has been running quite well. Nevertheless there are still some things that need to be fixed. Officers should be increased in capacity.provide services to the community concerned. In addition, some interested communities have not fully understood the permit management procedure. Some things are done as an effort to overcome these obstacles or obstacles. Employees should have developed their abilities by providing regular training. Socialization of licensing management procedures to the community needs to be intensified. The more intensive the socialization is done, the more people understand the procedure in question

Abstract

The reseach presents a description of identifiying and analizing with a qualitative approach regarding the obstacles in collecting Land and Building Tax of Rural and Urban Area (herein after refers to as PBB-P2) periode of 2023 in Karang Sentosa Subdistrict in Bekasi Regency. Data of PBB-P2 achievements sourced from local tax authority and interview conducted with tax officer and some taxpayers. The research shows that achievement rate of PBB-P2 collection in 2023 reached 27% due to contribution of some obstacles such as income decrement due to Covid-19, unoptimal utilization of ceritain alternative places for PBB-P2 payment, and there are also a few landowners who do not reside at Karang Sentosa Subdistrict, and unproportionate number of tax officer compared to taxpayers. Some improvements should be takan to increase the PBB-P2 collection in order to reach its target for the following years. These improvement efforts including conduct ongoing advise for taxpayers to pay their PBB-P2 on time, provides mobile PBB service vehicle stationed at Karang Sentosa Subdistrict office, establishing an intensive collabiration with head of community and neighborhood, and maximalized the utilixation of reguler meeting   namely "Rapat Minggon" as a channel of communication among tax officer and taxpayers as well as presenting the development of PBB-P2 achievement progress.

Abstract

The 2021 PBB revenue achievement of Sukakarya Village was 39.82% and in the beginning 2022 decreased to 6.78% so that a strategy was established in the form of providing and operating a Mobile Service Car as an effort to provide better service for residents in paying PBB. This descriptive research with a qualitative approach seeks to determine the effect of the use of Mobile Service Car to increase PBB revenue in Sukakatya Village in 2023-2024. The results of the study indicate that at the beginning of 2023 the PBB revenue achievement was 19.75%, not yet a drastic increment because residents were still in the adjustment stage from previous payment model to the payment model through the Mobile Service Car. The PBB revenue achievement at the end of 2024 was 43.50% due to the positive contribution of several things, namely convenience, placement of the Car at the Village office, operating schedule during the Minggon Meeting, no need to queue, fast service process, -submission of Tax Payment Evidence and special operational schedule after harvest. Based on the description, it can be generally concluded that the use of the Mobile Service Car has a positive impact on increasing the PBB revenue of Sukakarya Village in 2023-2024.

Abstract

The collection realization of land and property tax of rural and urban area in Sukatani District of Bekasi Regency within 2018-2022 reached 43,01% until 57,30% of determined target. Such achievements concluded that the realization revenues were not effective. The achievement also showed that efforts regarding the collection were not optimal. Instead of such less efforts, the failure of target achievement aslo influenced by some obstacles in tax collection, such as unsufficient employees and lack of taxpayer awareness. Sukatani's authority establishes special task force to increase tax collection in the following years. The task force must implement three specific duties: collect tax by manual payment intensively, coordinate with land ownership certification body and promotes the utilization of online payment by using Sapa Bekasi Application

Abstract

Tax payers of Sukamanah Sub District in Bekasi Regency   usually pay their Land and Building of   Rural and Urban Tax (PBB-P2) in three ways, namely paying themseves directly to the bjb Bank of Cikarang, entrusting the payment collectively to   tax collector Officer and online payment using the "Sapa Bekasi" application. Unfortunately, the collection tax revenue during   2018-2022 could not achieve the target. The research is descriptive with qualitative approach. Information relating to the research collected by interviewing tax colletor Officer as well as some residents. Data of PBB-P2 during 2018-2022 obtained from Department of Tax Collection of Sukatani District in Bekasi Regency. The result of the reseach that the achievement of revenue during 2018-2022 ranged from 40,3% to 59,4% or an average achievement of 53,3% per year. These achievements showed that the efforts to collect revenue during that period were ineffective because the rrealization of   revenues did not reach predetermined target. The ineffectiveness of PBB-P2 collection is duet to internal obsracles, such as the number of officers being very disproportionate to the tax payers, as well as external obstacles, such as ineffective the use of "Sapa Bekasi" application and the obedience of tax payers which continue to be encouraged. To increase PBB-P2 revenue for the following years, the Sukamanah Sub District government needs to make improvements, such as collaboratjng with RW and RT administrators, practising the use of "Sapa Bekasi" to pay online and providing an undestanding of the importance of paying tax to financing necessities for community

Abstract

The research is descriptive with qualitative approach. The research concerns on the collection   effectiveness of Land and Building of Rural and Urban Tax (PBB-P2) of Banjarsari Sub District in 2017-2023. Data of tax achievement obtained from Departmen of Tax in Sukatani District and information relating to the research collected by interviewing tax collector as well as some residents of Banjarsari Sub Dictrict of Bekasi Regency. The result of the reseach that the achievement of PBB-P2 revenue during 2017-2023 ranged from 35% to 67% or an average achievement of 46,86% per year. These achievements showed that the efforts to collect PBB-P2 revenue during that period were ineffective because the realization of PBB-P2 revenues did not reach predetermined targets. The ineffectiveness PBB-P2 collection is due to some obsracles, such as the obedience of some tax payers which continuosly to be encouraged, lack of officers which being very disproportionate to the number of   tax payers, as well as ineffective the use of "Sapa Bekasi" application for online payment. To increase PBB-P2 revenue for the following years, the Banjarsari Sub District government needs to make some improvements, such as providing an undestanding of the impotance of paying PBB-P2 to financing the necessities of local goverment,   involving and   collaborating with RW and RT administrators to support tax collector, and practising the use of "Sapa Bekasi" application to pay online

Abstract

The   research describes the effectiveness collection of Land and Building Tax of Rural and Urban (PBB P2) of Karang Bahagia District in Rekasi Regency within the periode of 2015'2023. Data of PBB-P2-collections showed an average achievement of 48,31% per year or ranged from 36,56% to 56,44%. The average achievement of PBB-P2 collection as well as achievemrs per year within the periode of 2018-2023 concluded that the efforts of collection were ineffective due to revenues realuxation could not reach predetermined target. The ineffectiveness of PBB-P2 collection is due to some obstacles   such as. : targets determination were muah higher so that difficult to.be achieved, the obedience of some tax payers that should be encourage, the ineffective use of "Sapa Bekasi" application and the lack of tax officer which being unproportionate to the tax payers. Some improvements need to be takan, such as, establusjment of realistic targrts, providing incenrive, collaborating with local market places and Post Office as center of tax payments and upgrading   perfornance of "Sapa Bekasi" application.
