Abstract

This research aims to analyze the impact of human capital variables on poverty levels in the North Sumatra region. Human capital is measured through education, health and employment factors. The multiple regression method is used to understand the extent to which human capital variables influence poverty levels in this region. This research uses quantitative methods with a multiple regression analysis model. As a result of data analysis, several important conclusions can be drawn regarding the influence of human capital on poverty levels in North Sumatra. This research examines and analyzes the impact of human capital (education, health and employment) on poverty levels in North Sumatra Province. The research conclusion shows that there is a significant and positive influence simultaneously between education, health and employment on poverty levels. Apart from that, partially, education, health and employment also have a significant and positive influence on reducing poverty levels. With an increase in these three variables, the poverty level tends to decrease significantly and positively.

Abstract

Pembangunan infrastruktur di daerah tertinggal menjadi salah satu prioritas utama dalam upaya pemerataan pembangunan di Indonesia. Kabupaten Aceh Tenggara sebagai wilayah dengan tantangan geografis dan ekonomi memerlukan pembangunan infrastruktur yang dapat meningkatkan konektivitas dan kesejahteraan masyarakat. Penelitian ini bertujuan untuk menganalisis kelayakan ekonomi dan finansial proyek pembangunan jalan dan jembatan di Kabupaten Aceh Tenggara. Metode yang digunakan dalam penelitian ini adalah analisis biaya-manfaat (CBA), Net Present Value (NPV), Internal Rate of Return (IRR), dan Benefit-Cost Ratio (BCR). Hasil penelitian menunjukkan bahwa proyek ini layak secara finansial dengan NPV positif sebesar Rp6.500.000.000, IRR sebesar 8%, dan BCR sebesar 1,1. Secara ekonomi, proyek ini memberikan manfaat sosial yang signifikan, meskipun pengembalian finansialnya relatif rendah. Peningkatan akses terhadap pasar, fasilitas kesehatan, dan pendidikan diharapkan dapat meningkatkan kualitas hidup masyarakat. Meskipun proyek ini tidak memberikan pengembalian finansial yang sangat tinggi, tetapi manfaat sosial yang diperoleh jauh lebih besar, sehingga proyek ini layak untuk dilaksanakan dengan dukungan dari pemerintah dan peran serta masyarakat.

Abstract

Infrastructure development in underdeveloped areas is one of the main priorities in efforts to equalize development in Indonesia. Southeast Aceh Regency, as a region with geographical and economic challenges, requires infrastructure development that can improve connectivity and community welfare. This study aims to analyze the economic and financial feasibility of road and bridge construction projects in Southeast Aceh Regency. The methods used in this study are cost-benefit analysis (CBA), Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit-Cost Ratio (BCR). The results of the study indicate that this project is financially feasible with a positive NPV of IDR 6,500,000,000, an IRR of 8%, and a BCR of 1.1. Economically, this project provides significant social benefits, although the financial returns are relatively low. Increased access to markets, health facilities, and education are expected to improve the quality of life of the community. Although this project does not provide very high financial returns, the social benefits obtained are much greater, so this project is feasible to implement with support from the government and community participation.
