Abstract

This research was conducted in RW 13, Umban Sari Village, Rumbai District, Pekanbaru City with the background of the problem of the lack of public awareness of environmental issues caused by the role of RT, RW which has not been maximized in disseminating information and encouraging citizen participation, and this program does not yet have sufficient resources to run the program optimally, so this study aims to determine the implementation of the climate village program in RW 13, Umban Sari Village, Rumbai District, Pekanbaru City so that new findings can be found related to the implementation of government policies in dealing with the impacts of climate change and obstacles in the implementation of the climate village program in RW 13, Umban Sari Village, Rumbai District, Pekanbaru City. This study uses a qualitative method with a descriptive research type. In collecting data using interview techniques, documentation and mass media. The data analysis technique used in this writing is qualitative data analysis. The theory used is the theory of policy implementation. This research is expected to be a tool for government policies related to disaster adaptation and mitigation efforts originating from climate change. The results of this study are that the communication strategy used in delivering proklim information is effective because community leaders are directly involved in delivering information and activity objectives. Human Resources and Budget for the Implementation of the Climate Village Program are still limited and are more self-help from the community. Support from the government, RT, RW and the community needs to be increased. The program implementation procedure is clear in accordance with the RoadMap ProKlim KLHK DirjenPPI, 2017. Abstract

General elections are a democratic mechanism that enables citizens to elect representatives who will voice their aspirations in parliament. In the context of the 2024 election in Pekanbaru City, the Prosperous Partai Keadilan Sejahtera (PKS) successfully retained its seats in the regional parliament by implementing various political strategies. This study aims to analyze the offensive and defensive strategies employed by Partai Keadilan Sejahtera (PKS) candidates in winning the election. This research utilizes a descriptive qualitative method with in-depth interviews and document analysis. Primary data was obtained from interviews with legislative candidates and party officials, while secondary data was sourced from journals, news articles, and related documentation. The results of the study show that the strategy used by the Prosperous Justice Party legislative candidates in the field is in accordance with Peter Schorder's political strategy theory, which refers to an offensive approach to expand support and a defensive strategy to maintain loyal voters. With this strategy, the Partai Keadilan Sejahtera(PKS) managed to maintain its seat in the Pekanbaru City DPRD in the 2024 general election where the offensive strategy was carried out through a community- based campaign with a direct approach such as home visits and aspiration houses, as well as education to voters regarding legislative functions and a defensive strategy relying on track records and programs that have been running, while closing the voter market that is vulnerable to money politics by emphasizing integrity and real performance. Abstract

In the 2024 general election in Pekanbaru City, the National Democratic Party (Nasdem) and the National Awakening Party (PKB) gained an increase in the number of votes and seats in the Pekanbaru City DPRD, from these results of course there are efforts made by the elected DPRD members of the Nasdem Party and the National Awakening Party (PKB) of Pekanbaru City in the form of political communication where by carrying out political communication the DPRD members can be elected as people's representatives in parliament. This study shows the form of political communication carried out by the elected DPRD members of the National Democratic Party (Nasdem) and the National Awakening Party (PKB) in the 2024 general election in Pekanbaru City. This study uses Harold D. Lasswell's political communication theory which includes five components, namely Who, Say What, In Which Channel¸ To Whom, and What The Effect. This research uses a descriptive qualitative method with data collection techniques by interview and documentation with triangulation data analysis techniques where data acquisition comes from various sources of informants whose data are taken. The data obtained from the selected informants are elected DPRD members of the National Democratic Party (Nasdem) and the National Awakening Party (PKB) of Pekanbaru City. The results of this study show how the form of political communication of the elected DPRD Members of the National Democratic Party (Nasdem) and the National Awakening Party (PKB) in the 2024 general election in Pekanbaru City with 5 components of Harold D. Lasswell's Political Communication theory which shows the people who become communicators in campaigning, campaign messages, media used in campaigning, targets in campaigning and also the influence obtained from the community, namely providing support to the elected DPRD Members of Pekanbaru City and increasing the number of seats obtained by the National Democratic Party (Nasdem) and the National Awakening Party (PKB) in the 2024 general election in Pekanbaru City. Abstract

The phenomenon of the work culture of the Tualang Village apparatus at the Tualang Village Headman's Office has not been fully implemented. The current work culture still faces various obstacles, especially in the field of government. These obstacles hinder the formation of a disciplined, professional, and service-oriented work culture. As a result, the work culture of the apparatus is not optimal and services to the community are less than optimal. This condition shows that work culture is one of the main factors influencing public services. Therefore, the formation of a good work culture is very important in the work environment, because the community places great hopes and trust in the government in providing public services. This study aims to determine the work culture and factors that influence the work culture in improving public services at the Tualang Village Headman's Office using the work culture theory according to Taliziduhu Ndraha. The research method used is a descriptive qualitative method. The type of research data is primary data obtained from interviews with research informants and secondary data obtained from documents related to the research topic. Data collection techniques through interviews and documentation. The results of the study indicate that the work culture of village officials seen from the habit of carrying out main tasks and functions and discipline is not yet effective because there are still differences between the behavior of village officials in carrying out their responsibilities. Regulations that are not yet consistent and sanctions are still found so that discipline and professionalism have not been optimally formed. Cultural values and organizational values in Tualang Village support each other in creating an ethical, productive, and sustainable government by maintaining a balance between tradition and modernity. Several factors that influence the less than optimal work culture of Tualang Village officials include discipline factors, education and training factors and facilities and infrastructure factors. Abstract

This research is motivated by the essential role of the Village Consultative Body (BPD) in supervising the administration of village governance, particularly in ensuring that village development is carried out in accordance with planning and community needs. The problem addressed in this study is how the BPD exercises its supervisory function over the performance of the Village Head in the development of Kuala Semundam Village, as well as the factors that influence the effectiveness of that supervision. The purpose of this study is to identify and analyze the implementation of BPD’s supervisory role over the Village Head’s performance and the obstacles faced in its execution. This research uses a qualitative descriptive method, with data collected through interviews, observations, and documentation. The theoretical framework employed is Simbolon's theory of supervision, which includes internal, preventive, and repressive supervision in the execution of duties to achieve certain objectives. The results of the study indicate that the supervision carried out by the BPD over the Village Head’s performance is still not optimal. This is due to several factors, including supervision that is mostly limited to meetings without direct field observation, and a lack of understanding among BPD members regarding their supervisory functions and responsibilities. In addition, there are inhibiting factors such as limited time, inadequate resources, and a passive work culture. Therefore, there is a need to enhance the capacity and awareness of BPD members so that their supervisory role can be carried out more effectively in supporting the overall development of the village. Abstract

Good governance is an absolute necessity for the majority of the people in order to create a political system of government that is more in favor of the people's interests in accordance with universal democratic principles. This study discusses the Implementation of Good Governance by the Task Force for the Protection of Women and Children Village Community (DULREMPAK) of Dumai City. The purpose of this study is to describe the Implementation of Good Governance by the Task Force for the Protection of Women and Children Village Community (DULREMPAK) of Dumai City. The theory used in this study is Good Governance according to the Indonesian Transparency Society (MTI) in Amir Faisol (2006). This study uses a qualitative method with data collection techniques using Interview Techniques and Literature Study. For data sources for the Implementation of Good Governance by the Task Force for the Protection of Women and Children Village Community (DULREMPAK) of Dumai City, a descriptive qualitative research approach is used. The results of the study explain that the Implementation of Good Governance by the Task Force for the Protection of Women and Children Village Community (DULREMPAK) of Dumai City uses 6 (six) indicators, namely, community participation, rule of law, transparency, justice, effectiveness and accountability. Even though there are still several obstacles in terms of budget, implementation and human resources, the Dumai City Women and Children Protection Community is able to realize several indicators of Good Governance. Abstract

Leadership at the village level plays an important role in encouraging community participation in village infrastructure development. In Salo Village, the success of village infrastructure development is greatly influenced by the village head's ability to build communication and the spirit of community participation. However, community participation is still relatively low, especially in the implementation stage of village infrastructure development. This is caused by the community's misunderstanding of village funds and a lack of awareness of the benefits of planned development. This study aims to describe the leadership of the Salo Village Head to increase community participation in infrastructure development in Salo Village, Salo District, Kampar Regency in 2023-2024. This study uses a qualitative approach with a descriptive method. The results show that the Head of Salo Village, Mr. Ihfasni Arham, M.Ag, applies five leadership indicators based on the theory of Rivai and Dedy (2012), namely: (1) the ability to foster cooperation and good relationships, (2) the ability to be effective, (3) participatory leadership (4) the ability to delegate tasks and time, and (5) the ability to delegate tasks and authority. The conclusion of this study is that the leadership of the Salo Village Head has succeeded in creating an environment that encourages community participation, although challenges remain in increasing awareness and active involvement. The research recommends that the village government increase outreach and education on the importance of participation and strengthen community empowerment through training and economic programs. Abstract

This study aims to describe the program implementation by the Electoral Commission (KPU) Jambi City to increase political participation for novice voters in 2024. Novice voters are a strategic group in democracy, but tend to have low participation rates due to a lack of political experience and political knowledge. Jambi City was recorded as the region with the lowest participation in the 2024 Regional Head Elections in Jambi Province, despite having a significant number of novice voters. This study employed a descriptive qualitative approach, utilizing data collection techniques that included interviews, documentation, and literature reviews. The results showed that the KPU Jambi City implemented a strategy through three main stages: formulation and long-term targets, selection of actions such as direct outreach to schools and campuses, and the use of social media, as well as resource allocation, including the involvement of Adhoc agency and technical training. Inhibiting factors included a lack of political awareness, distrust of the system, and limited administrative data. This study concluded that the KPU strategy was effective but still requires a more innovative and sustainable approach to optimize the political participation of novice voters in the future. Abstract

This study discusses the Government's Law Enforcement Against Perpetrators of Extortion (Pungli) in 2022 which occurred in the environment of SMP 4 Pekanbaru, where the purpose of this study is to determine the Government's Law Enforcement against perpetrators of extortion (pungli) in the educational environment. (Case Study of SMP Negeri 4 Pekanbaru). The research methodology used by the researcher is a qualitative descriptive method. The data obtained from this study will be collected and manifested directly in the form of descriptions or images of the atmosphere or condition of the object as a whole and as it is in the form of spoken or written words from people and observed behavior. The author uses the theory of Sudikno Mertokusumo Theory of Government Law Enforcement which consists of 3 components, namely Legal Certainty (Reechtssichherheit), Benefit (Zweckmaasigkeit) and Justice (gereichtigkeit). Based on the results of the research that has been carried out, it shows that legal certainty in illegal levies carried out by certain SMP 4 Pekanbaru City officials has worked as expected if it receives a report regarding illegal levies that occur. It is certain that such severe sanctions will be imposed, which sanctions that could be given are dismissal from office if it is true that illegal levies are carried out by certain Civil Servant Teachers at SMP 4 Pekanbaru City. The relevant agencies have examined the accused officials directly to avoid unfair punishment if it is not proven, it will be detrimental to the Civil Servants themselves. However, dissatisfaction remains because the reporter feels that he has not been heard regarding the problem of requesting a laptop for follow-up admission at SMP 4 Pekanbaru School. Abstract

Government procurement of goods and services remains one of the sectors most prone to corruption nationwide, despite continuous updates and adjustments to procurement policies in response to the development of digitalization. Therefore, this study aims to analyze the implementation process of Presidential Regulation No. 12 of 2021 and the challenges encountered in the procurement of goods and services by the Procurement Bureau of Riau Province. The analysis in this study refers to Charles O. Jones’ theory of implementation, which includes three key indicators: organization, interpretation, and application. This research employs a descriptive qualitative approach, using interview and documentation techniques for data collection. The findings reveal several issues, including the limited capacity of human resources within the Procurement Bureau of Riau Province, inadequate understanding of procurement processes among personnel, and resistance to regulatory changes among procurement stakeholders. Furthermore, the absence of updated Standard Operating Procedures (SOPs) related to procurement has hindered the synchronization between current regulations and practical implementation. To optimize the implementation of this policy, it is essential to strengthen the capacity of government officials, improve technological infrastructure, enhance coordination among stakeholders, and simplify the bureaucratic implementation of Presidential Regulation No. 12/2021.
