Abstract

The Rokan Hulu Regency Branch Leadership Council (DPC) of the Gerindra Party was the party with the highest number of votes in the 2019 election. However, in the 2024 election, the Gerindra Party experienced a significant decline in votes, falling to fourth place. This research discusses the vote acquisition of the Gerindra Party in the election for the Regional House of Representatives (DPRD) of Rokan Hulu Regency in 2024. It explains the factors behind the decline in Gerindra’s vote share, which dropped from 17.26% in the 2019 election to 12.01% in the 2024 election. This study uses a qualitative method through descriptive analysis to illustrate the distribution and factors contributing to the decline in Gerindra Party’s vote acquisition in Rokan Hulu Regency in 2024. Data collection techniques included interviews as primary data, and mass media and documentation as secondary data. The theoretical framework used includes leadership theory by Vietzal Rivai and party institutionalization theory by Basedau and Stroh. Based on the research findings, the decline in Gerindra’s vote share occurred across five out of the six electoral districts (dapils) in Rokan Hulu Regency, meaning that only one dapil managed to increase its vote share compared to the previous election. The factors causing the decline include issues related to party institutionalization, which can be broken down into four elements: the party's weak grassroots presence in society, its inability to operate autonomously and resist external influences, disruption in the party’s organizational strength due to two leadership changes within the DPC Gerindra, and a lack of internal coherence caused by internal divisions resulting from the dual leadership changes. Abstract

This study aims to determine how the use of political marketing strategies carried out by Azhari and Yohanes in facing the Kampar Regency Election in 2024. So that the votes increase, This study uses a qualitative research method with a descriptive approach. Data collection techniques are carried out by in-depth interviews, literature studies, and documentation. Analyzed using data reduction, data presentation and drawing conclusions. The results of this study indicate that the political marketing strategy carried out by Azhari and Yohanes is in line with the Adnan Nursal theory approach model, namely 3P which is structured and directed properly.This study aims to understand the influence of the implementation of the elimination of the motor vehicle testing levy on its services at the Agam Regency Transportation Office. This research was conducted with a qualitative descriptive approach. By using the main theory, namely the theory of policy implementation by Charles O Jones with 3 indicators, namely Organization, Interpretation and Application of policies. he political marketing strategies used by Azhari and Yohanes include. First, pull marketing, namely through Instagram, Facebook, and Tiktok. Second, push marketing by holding meetings with the community. Third, pass marketing by inviting local figures to support Azhari and Yohanes. The results of the study show that community segmentation, technological advances and local figures, internal aspects, external aspects are supporting factors in the P-DIP Party's marketing strategy process. There are also several obstacles in the political marketing process carried out by the P-DIP Party, including the lack of a mass base and the lack of networks with other major parties. Abstract

This research refers to Law Number 2 of 2011 on Political Parties and Law Number 7 of 2017 on General Elections for the People's Representative Council (DPR), the Regional Representative Council (DPD), and the Regional People's Representative Council (DPRD). However, in practice, the political rights equality between men and women still needs to be improved. This is evident in the Great Indonesia Movement Party (Gerindra) in Pekanbaru, which, despite having many female cadres, has only one female representative in the Pekanbaru City DPRD in 2024, who comes from the Gerindra Party faction. This research method uses a qualitative approach with data collection techniques in the form of interviews, documentation studies, and literature reviews. The data analysis technique used is descriptive analysis. This study uses the theory of the model of recruitment by Pippa Norris and internal and external factors by Drude Dahlerup, to analyze the representation of women in the Great Indonesia Movement Party in the Pekanbaru City DPRD in 2024. The results of the study indicate that, through the analysis of the recruitment model, it is implemented openly and democratically in accordance with the applicable legal system. In addition, by considering internal factors, the Great Indonesia Movement Political Party (Gerindra) has conducted political education and cadre meetings. However, some political activities carried out tend to be general in nature and have not focused enough on increasing women's representation in the Pekanbaru City DPRD. External factors also show that prospective legislative candidates experience obstacles and challenges, especially in terms of forming a successful team. This is a challenge for the Gerindra Party to measure the electoral potential of female candidates who are not yet optimal in showing initiative and ability to build external support in fulfilling women's representation in the Pekanbaru City DPRD. Abstract

Transformational leadership has gained attention in the public sector, Transformational leadership has gained attention in the public sector, particularly in how a leader motivates employees to be more innovative and loyal to their performance in order to realize good governance. One example of transformational leadership can be seen in the Department of Environment and Sanitation of Pekanbaru City. This study aims to examine the transformational leadership of the head of the Department of Environment and Sanitation of Pekanbaru City in 2022–2023 based on the theory of transformational leadership. The research method used in this paper is a qualitative descriptive approach, with data collection techniques through interviews and documentation studies. The data were analyzed using the theory of transformational leadership by Bernard M. Bass, which includes four main indicators: Idealized Influence, Inspirational Motivation, Intellectual Stimulation, and Individualized Consideration. The results of the study show that the transformational leadership of the head of the Department of Environment and Sanitation of Pekanbaru City has not fully aligned with the execution of core duties and functions. In the aspect of program and budget planning, there are still weaknesses in accountability, indicating a lack of idealized influence. The lack of innovation in addressing waste issues also shows that intellectual stimulation has not been optimal. On the other hand, the lack of attention to employees reflects the underdeveloped practice of individualized consideration. Moreover, the leadership vision has not fully inspired all staff to improve their work performance (lack of inspirational motivation). To improve transparency and accountability in budget management and policy-making, leaders need to create a work environment that fosters enthusiasm, encourages the exchange of ideas, opens up discussion forums, and holds training programs to develop employee capacityF Keywords: Leadership, Transformative , Transformative Leadership

Abstract

This research is motivated by the suboptimal management of the Timur Sejahtera Village-Owned Enterprise (BUMDes) whose goal is to improve the village economy and optimize village assets for the benefit of the village and community. However, the management of the Timur Sejahtera BUMDes business unit still faces obstacles that result in declining profits, which also impacts the village's original income. The purpose of this study is to describe the management of the Timur Sejahtera BUMDes in 2023-2024. The research method used in this study is a qualitative approach and descriptive research. The research location was Ujung Batu Timur Village, Ujung Batu District, Rokan Hulu Regency. Data collection techniques were interviews and documentation. This study used G.R. Terry's management theory, with indicators of planning, organizing, implementing, and monitoring. The results of this study found that the management of the Timur Sejahtera BUMDes in Ujung Batu Timur Village, Ujung Batu District, Rokan Hulu Regency in 2023-2024 was not optimal due to several aspects that were not implemented well, namely organizational and supervisory aspects. From the organizational aspect, the BUMDes implementers do not understand their respective duties and functions so that the management of the Timur Sejahtera BUMDes has not yet optimally carried out its duties. Furthermore, in the supervisory aspect, there has been no supervision in the Management of the Timur Sejahtera BUMDes from 2023-2024. Keyword:Management, Supervision, BUMDes.

Abstract

This study aims to determine the role of the industrial and labor services in developing blacksmith businesses and the inhibiting factors in developing blacksmith businesses in Teratak Village in 2024. This study uses the theory of the role of government by Gede Diva (2019) which states that there is an effective and optimal role of government in the development of SMEs realized as a facilitator, regulator and catalyst. This study uses qualitative methods. Data collection techniques include interviews and documentation. The results of this study indicate that the implementation of the government's role as a facilitator by the Kampar Regency Industry and Manpower Office has not yet reached its maximum level, so improvements are needed to increase its effectiveness. Meanwhile, the government's function as a regulator is already running and being implemented, but it is important to continue to pay attention to regulatory aspects to remain relevant to current developments. On the other hand, the government's role as a catalyst is considered quite effective, as evidenced by the various steps that have been taken to encourage the progress of SMEs, both in terms of human resource development and improving the quality of SMEs themselves. Abstract

This study aims to examine the capability of the Civil Service Police Unit (Satpol PP) of Kuantan Singingi Regency in controlling social illnesses in Kuantan Tengah District during 2022–2023. According to Regional Regulation of Kuantan Singingi Regency Number 14 of 2010, which amends Regional Regulation Number 20 of 2002 on Social Illnesses, individuals involved in social illness activities should be subject to criminal sanctions or fines. However, in practice, Satpol PP only applied non-penal measures, such as verbal warnings, the signing of written statements, and the confiscation of evidence. This research is important to evaluate the effectiveness of enforcement actions and to analyze the need for strengthening the capability of Satpol PP in upholding regional regulations. This research was conducted using a qualitative approach and descriptive analysis. The types of data used are primary and secondary data. Primary data were obtained through interviews with informants, while secondary data consisted of supporting information gathered from relevant documents. Data collection techniques included interviews and documentation. The research findings indicate that controlling social illnesses in Kuantan Tengah District, Kuantan Singingi Regency, requires collaboration involving the Civil Service Police Unit (Satpol PP), Traditional Institutions, and the local community. The capability of Satpol PP of Kuantan Singingi Regency needs to be strengthened by understanding local wisdom and social norms. The success of law enforcement heavily depends on social support, inter-agency coordination, and strategies that are humanistic and based on local cultural values.
