Abstract

To improve the quality of public services, digital transformation has become a top priority, especially at the Population and Civil Registration Office (Dispendukcapil). This sector has utilized information and communication technology (ICT) to accelerate, facilitate, and increase the transparency of population administration services. The purpose of this study is to find the elements that support and hinder digital transformation in the Dispendukcapil, as well as how this has an impact on the quality of public services. Although digital transformation offers great opportunities to improve efficiency and accuracy, limited infrastructure, low digital literacy of society, and resistance to changes in organizational culture are some of the obstacles found based on literature research and data analysis. The results show that increasing digital literacy, central and regional government collaboration, and adequate budget allocation to support digitalization are essential. Technological transformation.

Abstract

As a crucial component of efficient and inclusive government, this study attempts to offer a conceptual and practical knowledge of the public policy-making process. This paper examines the important phases of the policy design process, including problem identification, policy formulation, implementation, and evaluation, using a descriptive qualitative approach based on a literature review. The essay also addresses the significance of employing data and evidence-based analysis to create fair and effective policies, as well as the role of important players in the policymaking process. The findings demonstrate that the original design of public policy, which must be mature, participative, evidence-based, and contextualized to the sociopolitical circumstances of the community, considerably influences its success. Therefore, creating public policy is a strategic process that establishes a policy's legitimacy and efficacy rather than merely being an administrative one.
