Abstract

This study aims to determine the implementation of investment policies at the Central Sulawesi Province One-Stop Investment and Integrated Services Service. The research method used is descriptive qualitative, which is to provide an overview of the phenomenon or focus of the problem under study that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. Meanwhile, there were 3 informants in this study, namely from the Central Sulawesi Province Department of Investment and One Stop Integrated Services (DPMPTSP). The theory used in this study is George C. Edward III theory where there are four indicators used in the stages of implementing investment policies at the Central Sulawesi Province Investment and One-Stop Integrated Services Service. The four indicators are communication, resources, disposition and bureaucratic structure. Based on the results of the study, it shows that the implementation of investment policy at the Central Sulawesi Province One-Stop Investment and Integrated Services Service has gone well on several indicators, namely communication, disposition and bureaucratic structure. Meanwhile, the resource indicators have not gone well. This can be seen from the lack of competent staff at the Central Sulawesi Province One Stop Investment and Integrated Services Service (DPMPTSP), as well as the inadequate facilities and infrastructure at the Provincial Investment and One Stop Integrated Services Office (DPMPTSP) Central Sulawesi. All forms of these problems need repair and overhaul so that they run well in the future. Keyword: Policy Implementation, Investment, Communication, Resources, Disposition, Bureaucratic Structure.

Abstract

This study aims to determine the Implementation of policies to prevent the eradication of drugabuse and illicit trafficking in the Palu City National Narcotics Agency. The research method usedis Descriptive Qualitative, namely providing an overview of the phenomenon or focus of theproblem being researched which occurred at the research location according to existing facts. Thedata collection techniques used were observation, in-depth informant interviews anddocumentation to collect the required data in the form of primary and secondary data. Meanwhile,there were 5 informants in this research, namely 4 from the Palu City National Narcotics Agency(BNN) and 1 drug user in Palu City. The theory used in this study is George C. Edward III's theorywhere there are four indicators used in the Implementation stages of the Prevention Policy forEradicating Narcotics Abuse and Illicit Trafficking in the Palu City National Narcotics Agency.The four indicators are Communication, Resources, Disposition and Bureaucratic Structure.Based on the results of the study, it shows that the Implementation of the policy for preventing theeradication of drug abuse and illicit trafficking in the Palu City National Narcotics Agency hasgone well on several indicators, namely Communication, Disposition and Bureaucratic Structure.Meanwhile, the Resource indicator has not gone well. This can be seen from the insufficient staffat the Palu City National Narcotics Agency (BNN), as well as the inadequate facilities andinfrastructure at the Palu City National Narcotics Agency (BNN) office. All forms of theseproblems need repair and overhaul so that they run well in the future.

Abstract

This study aims to determine the Quality of Public Services Related to the Implementation of Electronic Traffic Law Enforcement (ETLE) at the Office of the Traffic Directorate of Palu City. The research method used is Descriptive Qualitative, which provides an overview of the phenomenon or focus of the problem being studied that occurs at the research location according to existing facts. The data collection techniques used are observation, in-depth informant interviews and documentation to collect the required data in the form of primary data and secondary data. While the informants in this study amounted to 7 people, namely 4 people from the Traffic Directorate and 3 people from the violating community. The theory used in this research is Gespersz's theory in Hardyansyah (2011: 51). where there are ten indicators used in Service Quality Through the Application of Electronic Traffic Law Enforcement to the Office of the Directorate of Traffic in Palu City. The ten indicators are timeliness, service accuracy, friendliness and friendliness, responsibility, completeness, convenience, variety, personal service, comfort, attributes. Based on the results of the study, it shows that the Quality of Public Services Through the Implementation of Electronic Traffic Law Enforcement (ETLE) at the Office of the Traffic Directorate of the Central Sulawesi Regional Police, has been running optimally on indicators of Service Accuracy, Politeness and Friendliness, Responsibility, Completeness, Personal Service, Comfort and Attributes. Meanwhile, the indicators of Timeliness, Ease and Variety have not run optimally. This can be seen from the Timeliness of providing services having to wait a few minutes due to network problems while the Ease indicator in providing services is the ETLE service flow which is complicated to follow and the variation indicator in providing services. All forms of this problem need improvement so that in the future it can run well.

Abstract

The Government of the Republic of Indonesia issued a policy related to the Independent Campus Learning Program which is regulated through Permedikbud Number 3 of 2020 concerning National Higher Education Standards. in this case, this policy contains the right of students to carry out learning outside the study program for a maximum of three semesters with the aim that students can get the opportunity to broaden their horizons, experience, and improve competencies according to their interests, talents and ideals. This program is expected to be the answer to the demands of the current times. The purpose of this study is to determine the extent to which this policy is implemented. Qualitative descriptive method is used in this research, where the analysis is carried out on the data that has been collected both from documents, journals, observations, interviews which are then analyzed and described systematically in accordance with the formulation of existing problems, analyzed by George C. Edward III's theory with four aspects consisting of communication, resources, disposition, and bureaucratic structure. The research results obtained show that the implementation of the Merdeka Learning Campus Merdeka program policy at the Faculty of Social and Political Sciences, Tadulako University has not gone well. This is because there are still several obstacles in implementing the policy. The implementing party is required to increase the consistency of towards the implementation of 8 types of MBKM program activities, it is still necessary to conduct a type of socialization or coordination meeting between the implementing parties at the faculty level through monitoring meetings and also evaluating the implementation of activities, the unavailability of supporting facilities such as the MBKM FISIP room, capacity building related to the understanding of lecturers in several study programs. Then, related to the attitude of the implementers in this case, if there are MBKM program activities that are deemed irrelevant to the original study program, it is necessary to provide other alternatives such as courses related to the MBKM program that students follow. Furthermore, in the bureaucratic structure, although the distribution of structures and responsibilities has been well distributed, monitoring and evaluation of the implementation of the MBKM program at the Faculty of Social and Political Sciences, Tadulako University must still be carried out.
