Abstract

Desa Borisallo, Kecamatan Parangloe, Gowa, Sulawesi Selatan, menerima 1.950 sertipikat redistribusi tanah pada 2019-2022. Namun, potensi tambang dan industri batu di wilayah tersebut memicu alih fungsi lahan. Salah satu upaya adalah redistribusi tanah untuk mengurangi ketimpangan kepemilikan tanah dan mendukung pemerataan sosia-ekonomi. Tujuan penelitian ini adalah: (a) mengidentifikasi faktor-faktor yang menyebabkan terjadinya alih fungsi lahan pada sertipikat redistribusi tanah, (b) mengkaji pelaksanaan pemanfaatan ruang yang berkaitan dengan alih fungsi lahan pertanian serta (c) merumuskan strategi pengendalian alih fungsi lahan pertanian pada sertipikat redistribusi tanah untuk mendukung keberlanjutan fungsi agraria dan kesejahteraan masyarakat. Penelitian dirancang dengan metode pendekatan deskriptif kualitatif, dengan teknik sampling purposive sampling dengan responden yaitu Kepala Desa Borisallo dan Kepala Kantor Pertanahan Kabupaten Gowa. Teknik analisis data menggunakan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa faktor utama penyebab alih fungsi lahan pada sertipikat redistribusi tanah adalah kemiskinan dan lokasi yang beralihfungsi, sedangkan sosialisasi ke masyarakat dan jumlah bidang tanah yang dimiliki tidak terlalu berpengaruh. Pada lokasi yang beralihfungsi diperuntukkan sebagai kawasan budidaya pertanian berupa perkebunan, agroforestry dan pertanian lahan basah berdasarkan Rencana Tata Ruang Wilayah (RTRW) Kabupaten Gowa sehingga tidak sesuai apabila dijadikan kawasan industri pemecah batu. Alih fungsi lahan pada sertipikat redistribusi tanah harus sesuai dengan RTRW dan mendapat surat rekomendasi dari instansi yang membidangi tata ruang serta izin dari Kepala Kantor Pertanahan. Borisallo Village, located in Parangloe Subdistrict, Gowa, South Sulawesi, received 1,950 land redistribution certificates between 2019 and 2022. However, the mining and stone industry potentials in the area have led to land conversion. One approach to address this issue is land redistribution, which aims to reduce land ownership disparities and promote socio-economic equality. This study aims to: (a) Identify the factors contributing to land conversion in land redistribution certificates, (b) Assess the implementation of spatial planning related to the conversion of agricultural land, and (c) Develop strategies to control agricultural land conversion in land redistribution certificates to ensure the sustainability of agrarian functions and community welfare. The research employed a qualitative descriptive approach, with purposive sampling of respondents, including the Head of Borisallo Village and the Head of the Gowa District Land Office. Data analysis followed the Miles and Huberman model. The findings indicate that the main drivers of land conversion in land redistribution certificates are poverty and the location of the land in question, while public socialization and the amount of land owned had a minimal effect. Areas undergoing conversion are designated for agricultural development, such as plantations, agroforestry, and wetland farming, according to the Spatial Planning (RTRW) of Gowa District, which makes them unsuitable for stone-crushing industrial zones. Therefore, land conversion in land redistribution certificates must comply with the RTRW and receive recommendations from relevant spatial planning authorities, as well as approval from the Head of the Land Office.

Abstract

Simpang Lima is a CBD of Semarang City that has a high level of activity. Improvements have been made to the faces of the Simpang Lima area and included the provision of facilities for difabled, but not yet many difabled persons accessing the area due to difficult access to and from the area. This research aims to assess the accessibility of difable to public open space in Simpang Lima area by analyzing the application of public facilities, especially for difabled and analyzing alternative solutions in the provision of accessible public facilities based on difabled needs. The Data acquired by distributing questioner to the difabled who are members of the “Komunitas Sahabat Difabel” and the audit of difable facilities in Simpang Lima area based on the provision of facilities. Based on the research conducted, it is known that the accessibility in Simpang Lima Semarang area for difabled is still less accessible with the final value of 1.97 from the scale of 1 to 3. This is due to the incomplete disfigured facilities in the area as well as some facilities already available but not in accordance with the provision of difabled facilities. In addition, in this study also produce the direction of planning the area such us, connecting the guiding block there is disconnected, increasing the number of ram at each height different and on each entrance, the supply of crossing lights, the addition of signage especially for difabled, and the addition of other difabled facilities such as parking areas and toilets specially for difabled persons.
