Abstract

Based on the author's observations, the background to the main problem can be formulated as to what extent the conditions for implementing Village expansion and what are the influencing factors, the implementation of Village expansion is related to the expansion of Oenitas village, West Rote District, Rote Ndao Regency. The purpose of this research is to find out and analyze the implementation of village expansion and identify factors inhibiting the implementation of village expansion in Oenitas Village, West Rote Ndao Regency, Rote District. This research is based on primary, secondary, and tertiary data using an empirical juridical approach, and it was carried out using the Qualitative Descriptive Analysis Method in accordance with the data obtained while still paying attention to theories, principles, and legal rules in order to address this problem. The study's findings demonstrate that when implementing Village expansion, the Village requirements are in accordance with the stages, namely the requirements consist of population size, territorial boundaries, and infrastructure. the existence of tug-of-war interests between communities and the lack of natural resources, human resources (HR).

Abstract

The main point in this issue is how to strengthen the authority of the judicial commission to ensure the honor and dignity of judges? What is an obstacle to strengthening the authority of the judicial commission is maintaining the honor and dignity of judges. This research is a normative juridical research, which is research on applicable legal norms, including research on the level of vertical and horizontal synchronization. The synchronization in question is the laws and regulations relating to the Judicial Commission This conclusion emphasizes the important role of the Judicial Commission as a judge monitoring institution in maintaining the honor and dignity of judges. With a deep understanding of Law Number 22 of 2004, the Judicial Commission can carry out its supervisory function optimally, provide a sense of justice to the public, and strengthen the foundation of the integrity of the judiciary in Indonesia. This understanding also provides direction for improving and updating regulations if necessary in order to respond to the dynamics of legal developments and community needs in the future.

Abstract

Market management regulations are a series of activities carried out to regulate, manage, and maximize market functions so that they run in an orderly, efficient, and profitable manner for all parties involved, such as traders, buyers, and the government. Market management regulations cover various aspects, including regulations, policies, and operational governance. The main problems of this study are (1) How is the management of Wue Market, Wolomeze District, Ngada Regency? (2) What are the inhibiting factors in the management of Wue Market, Wolomeze District, Ngada Regency? The type of research used is normative-empirical (applied) research. This research was conducted in Wue Village. The types of data used are secondary data and primary data. The data collection techniques used are literature studies and interviews. The results of this study indicate that (1) The management of the Wue Village market is the responsibility of the Village-Owned Enterprise (BUMDes). Although there are no specific regulations governing the management of the market, an agreement has been reached between the Regional Government (Pemda) and the Village regarding the use of land using the borrow-use method. (2) The inhibiting factors in market management in Wue Village are human resource factors, lack of facilities and infrastructure, limited budget for market management, lack of government support and public legal awareness.

Abstract

This research examines the role of the Department of Manpower and Transmigration of East Nusa Tenggara Province in empowering the community as local labor. Using an empirical juridical approach, this study explores how the department formulates and implements labor and transmigration policies, including the evaluation and reporting functions, as well as additional tasks assigned by the governor. Findings show that while several initiatives such as training programs, skill development, and cooperation with vocational institutions have been implemented, significant obstacles hinder their effectiveness. These include limitations in human resources, inadequate infrastructure, and insufficient budget allocations. Moreover, the quality of training often fails to meet the actual needs of local workers, and many potential beneficiaries remain uninvolved or unaware of existing empowerment programs. The study suggests that a more targeted, participatory, and well-supported approach is needed to improve the capacity and competitiveness of local labor in East Nusa Tenggara.
